Preservação digital: tendências atuais dos conceitos e técnicas
Get PDFIt argues the current views concerning the digital preservation, to the light of the literature published concerning the subject. It goals to delineate a state of the art on the digital preservation, its concepts and techniques, as well as presenting some of the organisms today stressing in this area, nationally as well internationally. It was used as methodology a bibliographic research, where national and international texts had been used, of books and periodics in digital media. It still presents a picture elaborated from the research, where the main techniques of preservation, its advantages and disadvantages will be approached. It concluded that many are the actions in this direction, but that not yet consensuses exist about the used techniques and methodologies, and therefore it is based opening a new and ample field of studies where they will produce contributions in order to guarantee the accessibility and preservation of digital objects for the posterity.Discute as atuais visões acerca da preservação digital, à luz da literatura publicada acerca do tema. Objetivou-se delinear um estado da arte sobre a preservação digital, seus conceitos e técnicas, bem como apresentar alguns dos organismos hoje empenhados nesta área, tanto nacionais como internacionais. Utilizou-se como metodologia pesquisas de cunho bibliográfico, onde foram utilizados textos nacionais e internacionais, de livros e periódicos em meio digital. Apresenta ainda um quadro elaborado a partir da pesquisa, onde serão abordadas as principais técnicas de preservação, suas vantagens e desvantagens. Concluiu-se que muitas são as ações neste sentido, mas que ainda não existem consensos no que diz respeito às técnicas e metodologias utilizadas, e portanto fundamenta-se abrindo um novo e amplo campo de estudos onde se produzam contribuições a fim de garantir a acessibilidade e preservação dos objetos digitais para a posteridade
Segurança da informação e contratação de serviços de computação em nuvem na Administração Pública Federal
Get PDFBased on a literature review of Brazilian legislation, the aim of this article was to analyze the normative acts on information security and their implications for the contracting of cloud computing services applied to Federal Public Administration bodies. As a result, there was a growing number of bids carried out by federal agencies for the contracting of cloud computing services, with the main modality Software as a Service. In conclusion, through the categorization of general and specific topics regarding information security and contracting cloud computing, it contributes to the identification and location of the normative acts in force within the scope of the Federal Public Administration, as well as informing information scientists about these legal aspects, which adds knowledge to its praxis in information security management.A partir de uma revisão de literatura com base na legislação brasileira, este artigo teve como objetivo analisar os atos normativos sobre segurança da informação e suas implicações na contratação de serviços de computação em nuvem aplicados aos órgãos da Administração Pública Federal. Como resultados, verificou-se um crescente número de licitações realizadas por órgãos federais para a contração de serviços de computação em nuvem, tendo como principal modalidade o Software como Serviço, tradução do termo Software as a Service. Como conclusão, através da categorização de temas gerais e específicos a respeito de segurança da informação e contratação de computação em nuvem, contribui-se para a identificação e localização dos atos normativos vigentes no âmbito da Administração Pública Federal, assim como inteiram-se os cientistas da informação sobre esses aspectos legais, o que agrega conhecimento a sua práxis no gerenciamento de segurança da informação
POLÍTICAS NEOLIBERAIS NA AMÉRICA LATINA: UMA ANÁLISE COMPARATIVA DOS CASOS NO BRASIL E CHILE
Get PDFThe 80’s were extremely problematic for many countries of Latin America because of the debt crisis. In 1989, the statesmen of this continent were called upon to the Washington Consensus in an attempt to solve the existing problem. The main Agenda of that meeting was to find the necessary economic policies to overcome the crisis. In this sense, a prescription was created designating the necessary measures for their economies, leaving the setback. The fundamental idea was the market liberalisation. Hence, the Neo-liberal model began to be implemented in Latin American countries. It is known that Neo-liberalism had its genesis in developed countries and aimed to abandon the Keynesian ideas. At first, these policies were implemented in Latin America. Therefore, the aim of this study is to analyse the implementation of neo-liberal policies in Brazil and Chile. It will take into account some socio-economic aspects before, during and after the Neo-liberalism model.A década de 1980 foi extremamente problemática para a América Latina por causa da crise da dívida externa. Em 1989, alguns estadistas governantes da região foram conclamados para o Consenso de Washington, na tentativa de solucionar o problema existente. A principal pauta daquela reunião consistia em tentar encontrar quais eram as políticas econômicas necessárias para superar a crise. Assim, foi criado um receituário que designava as medidas fiscais e de ajuste necessárias para suas economias saírem do retrocesso. A ideia fundamental era a liberalização do mercado e desta forma, o modelo neoliberal começou a ser implementado. É sabido que o Neoliberalismo teve sua gênese nos países desenvolvidos e que tinha como objetivo fazer com que as ideias keynesianas fossem deixadas para trás. Assim, essas políticas foram inseridas a princípio nos estados da América Latina. Pretende-se dessa forma analisar a implementação de políticas neoliberais no Brasil e no Chile, pelo fato de serem os países que implementaram o modelo neoliberal em primeiro e último lugar na região latino-americana. A Rejeição a Barack Obama e a crescente influência da ultradireita no Partido Republicano (2008-2016)
Get PDFThroughout the early decades of the 21st century, the Republican Party underwent a substantial shift as it began to more firmly embrace far-right ideologies and figures. This transformation became evident with the selection of Donald Trump in the 2016 primaries and his subsequent election as President. While this shift had multiple contributing factors, this article aims to elucidate how the rejection of Barack Obama played a pivotal role in the increasing influence of the far-right within the Republican Party. The central argument posited in this article is that the rejection of Obama, driven by racial considerations, catalyzed the convergence of the Republican Party around far-right agendas. What sets this study apart is its innovative use of the process-tracing methodology to uncover the causal mechanisms behind this transformation. By identifying Republican radicalization as the dependent variable, three key actors emerged as instrumental in this process: a. Paleoconservatives; b. Donald Trump, and c. The Tea Party. The coordinated efforts of these three actors were responsible for incorporating nativist, xenophobic, and authoritarian agendas into the Republican Party, ultimately contributing to its alignment with the far-right.Ao longo das primeiras décadas do século XXI, o Partido Republicano passou por uma mudança substancial à medida que começou a abraçar com mais firmeza ideologias e figuras de ultradireita. Esta transformação tornou-se evidente com a escolha de Donald Trump nas primárias de 2016 e a sua subsequente eleição como Presidente. Embora essa trajetória seja multicausal, este artigo pretende elucidar como a rejeição de Barack Obama desempenhou um papel fundamental na crescente influência da ultradireita dentro do Partido Republicano. O argumento central apresentado neste artigo é que a rejeição de Obama, motivada por considerações raciais, catalisou a convergência do Partido Republicano em torno de agendas de ultradireita. O que diferencia este estudo é o uso inovador da metodologia de process-tracing para descobrir os mecanismos causais por trás dessa transformação. A partir da determinação da radicalização republicana enquanto a variável dependente identificou-se três atores fundamentais que influenciaram nesse processo: a. Os Paleoconservadores; b. Donald Trump, e c. O Tea Party. A atuação conjunta desses três atores foi responsável pela incorporação de agendas nativistas, xenófobas e autoritárias ao Partido Republicano, contribuindo para o processo de aproximação à ultradireit
AS CONTRIBUIÇÕES DO MÉTODO HISTÓRICO NA PESQUISA EM RELAÇÕES INTERNACIONAIS: : TIPOLOGIA E APLICAÇÕES
Get PDFThe behaviorist turn of the social sciences in the 1960s attempted to reduce/erase the role of history in international relations research, privileging methodological aspects. However, history continued to play an important role in the field, albeit under different prisms. The historicity contained in recent approaches, such as constructivism, and less recent ones, such as the English School, should be interpreted more as a return to origins than as a methodological innovation. This look into the past rehearsed by political analysts is given by the possibility of generating, testing or refining their theories, as well as supporting or discrediting research hypotheses (LAWSON, 2010). The article relates History and International Relations, raising the need for deepening to strengthen the area as a consolidated field of study, necessarily passing through the maturation of its research methods. The article aims to expose and analyze how research in the field of IR can benefit from historical method and its different uses, avoiding the dichotomy that polarizes ahistorical positivists and historical post-positivists, exposing some applications of the method and concluding that there is no single method of historical research in IR, but diversity in knowledge production according to degrees of generalizations obtained by IR theories.A virada behaviorista das ciências sociais nos anos 1960 tentou reduzir/apagar o papel da história nas pesquisas em relações internacionais, privilegiando os aspectos metodológicos. No entanto, a História continuou desempenhando importante papel no campo, ainda que sob diferentes prismas. A historicidade contida em abordagens mais recentes, como a construtivista, e menos recentes, como a Escola Inglesa, devem ser interpretadas mais como um retorno às origens do que como inovação metodológica. Esse olhar ao passado ensaiado por analistas políticos se dá pela possibilidade de gerar, testar ou refinar suas teorias, além de apoiar ou desacreditar hipóteses de pesquisa (LAWSON, 2010). O artigo relaciona campos da História e das Relações Internacionais, suscitando a necessidade de aprofundamento para fortalecer a área enquanto campo de estudo consolidado, passando, obrigatoriamente, pelo amadurecimento dos seus métodos de pesquisa. O artigo objetiva expor e analisar como a pesquisa no campo das RI pode se beneficiar do método histórico, e suas diferentes utilizações, fugindo da dicotomia que polariza positivistas ahistóricos e pós-positivistas históricos, expondo algumas aplicações do método e concluindo que não há método único de pesquisa histórica nas RI, mas diversidade na produção do saber, conforme graus de generalizações obtidos pelas teorias de RI

Get PDFThis article discusses the persecution of Christians in Iraq during the US military intervention between 2003 and 2011 and the US international responsibility. The causes of increased persecution of Iraqi Christians due to the intervention and the responsibility of the US government for this situation are exposed. As a theoretical framework, the concepts of order and justice in the international society of English School are used. Finally, it is suggested to the United States some measures to be taken by them in order to repair the damage done to Iraqi Christians.Este artigo aborda a perseguição aos cristãos no Iraque durante a intervenção militar estadunidense entre 2003 e 2011 e a responsabilidade internacional dos EUA, expondo as causas do aumento da perseguição aos cristãos iraquianos em virtude da intervenção e a responsabilidade do governo estadunidense por esta situação. Como referencial teórico, usa os conceitos de ordem e justiça na sociedade internacional da Escola Inglesa, sugerindo aos EUA, por fim, algumas medidas a serem tomadas por eles para reparar o dano causado aos cristãos do Iraque
O CASO DOS REFUGIADOS SÍRIOS NO BRASIL E A POLÍTICA INTERNACIONAL CONTEMPORÂNEA
Get PDFThe conflicts in Syria has generated innumerous problems in the basic elements of State responsibility, as political, ethical and religious crises denote a governmental imbalance scenario and has caused the escape of many Syrians to other countries, as they aim for a better quality of life. In this context, the asylum of Syrians in Brazil has led the ranking of refugees in the country. This article aims to address the Brazilian policy for Syrian refugees and to analyze the role played by the United Nations High Commissioner for Refugees (UNHCR), discussing the recognition of international politics. Therefore, the deductive method is used, by starting from the conflict in Syria and the refugee phenomenon and proceeding to the case of the Syrian refugees in Brazil. It is noticed that the problem goes beyond the boundaries of Brazilian policy as it impacts international organizations, such as the United Nations (UN) and its specialized agency for refugees, the UNHCR. Despite the Brazilian government\u27s efforts, there is still a major deficiency in the ability to provide adequate aid and, even with the financial support of these international organizations, the amount of violations of the Refugees Statute entails inefficiency of the refugee policies and protection.Os conflitos na Síria têm gerado diversos problemas nos quesitos básicos de responsabilidade do Estado, já que crises políticas, étnicas e religiosas marcam um cenário de desequilíbrio governamental e vêm ocasionando a fuga de muitos sírios para outros países, almejando melhor qualidade de vida. Nesse contexto, o acolhimento de sírios no Brasil tem liderado o ranking de refugiados no país. Este artigo pretende abordar a política brasileira para os refugiados Sírios e analisar o papel desenvolvido pelo Alto Comissariado das Nações Unidas para os Refugiados (ACNUR), debatendo o reconhecimento da política internacional. Para tanto, utiliza-se o método dedutivo, pois parte-se dos conflitos na Síria e do fenômeno dos refugiados para o caso dos refugiados sírios no Brasil. Percebe-se que a problemática ultrapassa as fronteiras da política executada pelo Brasil e movimenta organismos internacionais, como a Organização das Nações Unidas (ONU) e sua agência especializada em refugiados, o ACNUR. Apesar do esforço do governo brasileiro, ainda há grande deficiência na sua aptidão para prestar ajuda adequada e, mesmo com o suporte financeiro desses organismos internacionais, as inúmeras violações ao Estatuto dos Refugiados acarretam ineficiência das políticas e do amparo aos refugiados
O PROCESSO DECISÓRIO BRASILEIRO PARA O ENVIO DE TROPAS EM OPERAÇÃO DE PAZ DA ONU
Get PDFBrazil has played an important role in sending its troops to peace operations, with the aim of maintaining peace, international security and its better integration into international society. The general objective of this research is to analyze the decision-making process for sending Brazilian troops to UN peacekeeping operations (1993-2011). The study is relevant as it allows us to analyze the decision-making process for sending Brazilian troops to peace operations. The problem of this investigation is to know: What are the difficulties faced by the Brazilian State in the decision-making process for sending its troops to UN peacekeeping operations (1993-2011)? This research is qualitative, exploratory and bibliographic (doctrinal and documentary) and was developed through systematic content analysis and the figures used helped to synthesize and clarify the descriptive content. It is concluded that the Brazilian State identifies several difficulties in the process of sending its troops to UN peacekeeping operations, such as: low institutionality and little transparency, slow decisions, not meeting the UN\u27s expectations, as it needs to mobilize contingents quickly.O Brasil tem desempenhado papel relevante no envio de suas tropas para as operações de paz, com o intuito de manter a paz, a segurança internacional e sua melhor inserção na sociedade internacional. O objetivo geral desta pesquisa é analisar o processo decisório para o envio das tropas brasileiras para as operações de paz da ONU (1993-2011). O estudo é relevante, pois permite analisar o processo decisório para o envio das tropas brasileiras para as operações de paz. O problema dessa investigação é saber: Quais as dificuldades enfrentadas pelo Estado brasileiro no processo decisório para o envio de suas tropas para as operações de paz da ONU (1993-2011)? Esta pesquisa é qualitativa, exploratória e bibliográfica (doutrinária e documental) e foi desenvolvida por meio de análise sistemática de conteúdo e as figuras utilizadas ajudaram a sintetizar e esclarecer o conteúdo descritivo. Conclui-se que o Estado brasileiro identifica diversas dificuldades no processo de envio de suas tropas para as operações de paz da ONU, como: a baixa institucionalidade e pouca transparência, morosidade nas decisões, não atendendo as expectativas da ONU, pois esta necessita mobilizar contingentes com celeridade
AS ESTRATÉGIAS DE ATUAÇÃO REGIONAL E MUNDIAL DA POLÍTICA EXTERNA INDIANA COM OS PAÍSES DO SUL
Get PDFThe changes in the international arena, especially with the end of the Cold War, provoked a strong restructuration in the Indian interstate relations, above all, with trends to multilateralism. This predominance in the Indian foreign policy is evident in the alliances that India has signed with southern countries and international organisations. In this sense, Indian external relations have drawn attention because of its growing strategic involvement in cooperative arrangements among the socalled emerging powers, particularly the BRICS. Hence, this article intends to examine this new wave of cooperation, in line with the Indian foreign policy, in its relations with the South, in order to analytically understand the real interests of the multilateral policy of the country in the bargaining process employed through its strategy of coalitions with developing States.As mudanças ocorridas no cenário internacional, especialmente com o fim da Guerra Fria, provocaram uma acentuada reestruturação nas relações interestatais indianas, inclinadas, sobretudo, para o multilateralismo. Essa predominância na política externa indiana é evidenciada nas alianças que a Índia tem firmado com os países do Sul e com organismos internacionais. Nesse sentido, as relações externas da Índia têm chamado atenção devido ao seu crescente envolvimento estratégico nos arranjos cooperativos entre as chamadas potências emergentes, em particular os BRICS. Dessa forma, opresente artigo pretende examinar essa nova onda de cooperação, em consonância com a política externa da Índia, nas suas relações com o Sul, de forma a entender analiticamente os reais interesses da política multilateral do país no processo de barganha empregado por meio de sua estratégia de coalizões com os Estados em desenvolvimento
