(...) EnglishExcept in specialised institutions, commitment to media instruction within the framework of Catholic Adult Education leaves much tobe desired, bothin quality and quantity. This situation arises partly from the Iack of qualified lecturers. Weak and indifferent training schemes seem to stem more generally from weaknesses in structure and theory ofthe whole education system: decision on the programme is left to cooperators who arenot sufficiently competent in this area. Then there is the pressure of achieving success and visible results, and an insufficient theoretical competence on the part of decision makers. There is also a Iack of coordinationand interlink between the different disciplines as weil as the need to ensure a sufficient nurober ofparticipants in order to obtain appropriate subsidies. This situation can be remedied within an overall theoretical foundation and a more streamlined structure in the whole area ofCatholic Adult Education, and a more up-to-date orientation for continued formation, and the situation of media education.

After the closure of the weekly "Publik", Catholic Media planners directed their attention to the Diocesan weeklies and publications such as "Rheinischer Merkur" (weekly) and "Weltbild" (bi-monthly), and to the strengthening of the Catholic Nes Agency (KNA) and improving training. This was necessary on account of the decrease in circulation and the gap between the media and the Church. One ofthe most important developments in Catholic Communications work has been the establishment of a Media Service Company (Medien-Dienstleistungsgesellschaft-MDG) in Munich in 1975. This was part ofthe communications emergency planning at the Synod of the German Dioceses in 1972. The association of the Catholic Press - AKP- also helped towards a revival. New and improved cooperation among the diocesan weeklies - important instruments of dialogue within the Church - was developed. The author, in describing these developments, does not confine himselfto publications, but also refers to press officers ofthe diocese and to publications from religious communities and missionary societies which have an important rote in the press today. He feels that the crisis of the Catholic Press has been overcome, butthat a strenuous effort is needed to im plant this samepress firmly into the German secular communications media.

Die Pastoralinstruktion zur Kommunikation in Entwicklungs- und Missionsländern

Juni 1971 von der „Päpstlichen Kommission für die Instrumente dersozialen Kommunikation" veröffentlichte Pastoralinstruktion „Communio et Progressio" betont in ihrer Einleitung und in ihren Schlußsätzen, daß sie „Lehrgrundsätze und pastorale Weisungen mehr im allgemeinen" darlegen wolle. Sie biete nur „einige allgemeine Richtlinien und Orientierungshilfen, da es die konkrete Situation im Bereich der sozialen Kommunikation nicht zuläßt, mehr in Einzelheiten zu gehen". Tatsächlich finden sich aber mehr Einzelheiten, als man nach solchen Grundsatzbeteuerungen erwartet. Auch für die Publizistik der Entwicklungs- und Missionsländer führt sie zu sehr konkreten Überlegungen. Oberhaupt sollte man annehmen, daß eine Grundsatzerklärung, die „Gemeinschaft und Fortschritt der menschlichen Gesellschaft" als oberste Ziele sozialer Kommunikation bezeichnet, für die Probleme der Entwicklungs- und Missionsarbeit besonders ergiebig sei. Das römische Dokument unterscheidet: (...) So the responsibility of the Church, specially in this field, and the importance of competent training for specialists, as well as a contribution to research and teaching, are stressed. The role of the media (press, radio, TV, film, theatre) is treated, and the necessity of structures and of co-operation with other Churches and organisations is pointed out. Expressis verbis the financing of communications projects in developing countries is asked for. Looking at the future, satellitecommunication, and a stronger involvement of young people into the communications process should not be overlooked.

Das Wort des Papstes Johanneskönnten wir, pastoral-theologisch präziser gefaßt, für unser Thema auch so ausdrücken: Pastoral handeln heißt für die Kirchenpresse, die Wirklichkeit Gottes, seine Zuwendung zum jetzigen, konkreten Menschen in die Erinnerung, in die Gegenwart des Geistes und des ganzen Daseins zu rufen und tunlichst zur Auswirkung zu bringen. Dies muß bei der Kirchenpresse geschehen durch die spezifischen Möglichkeiten eben dieses Mediums, der Presse. (...) English The press of the Church has to serve pastoral needs. According to the author, it is destined to contribute towards a vitalization of men in the community of the Church. lt should foster community, and enable the reader to identify himself with "his" paper. Also, all reflection and integration has to be geared into a pastoral direction, if the Church press has to show lines of development, and to put signs of hope. Finally, the critical function of the press is recognized, but, it has to be always subject to the redemption of men. This means, to be objective on facts, and also human towards persons.

Und wir zielen dabei eine zusammenfassende Überschau der Folgerungen für die Zukunft der Kirche desSubkontinents an. The imposition of restrictive measures from above might create more conflict. The future seems to be more a ,human\u27 duty than one of technical development. Communications in Latin America tends more and more towards political communications in the hands of a few. The future of communications very much depends on ethical decisions. Unfortunately the structure of Communications media in Latin America is in the hands of multi-nationals and those few individuals who want to retain the existing system. The Church under these circumstances has only a few opportunities. She has only a few means of mass media at her disposal, especially in education and popular communications. Arguments within the Church at present hinder an evangelical, clear and systematic attempt to change the existing systems. This can only begin when Church leaders and responsible members are united and the internal struggle is ended
