Pertanggungjawaban Pejabat Publik dalam Keputusan Administratif yang Merugikan Masyarakat: Antara Unsur Maladministrasi dan Perdata
Penelitian ini mengkaji pertanggungjawaban hukum pejabat publik di Indonesia terkait dengan keputusan administratif yang mengakibatkan kerugian bagi masyarakat, dengan fokus pada persinggungan antara maladministrasi dan tanggung jawab perdata. Keputusan administratif yang dibuat oleh pejabat publik terkadang dapat menyimpang dari standar hukum yang telah ditetapkan dan prinsip-prinsip tata kelola pemerintahan yang baik, sehingga menimbulkan dampak buruk bagi masyarakat. Penyimpangan semacam itu dapat dikategorikan sebagai maladministrasi, yang ditandai dengan tindakan yang sewenang-wenang, tidak adil, atau tidak sesuai dengan prosedur hukum. Ketika tindakan-tindakan tersebut menyebabkan kerugian materiil maupun immateriil bagi individu atau kelompok, muncul pertanyaan mengenai sejauh mana tanggung jawab hukum pejabat tersebut. Makalah ini mengeksplorasi kerangka hukum di Indonesia yang mengatur permasalahan tersebut, dengan menganalisis mekanisme yang memungkinkan pejabat publik dimintai pertanggungjawaban atas keputusan yang mereka buat. جهود معلمة اللغة الربية في ترقية مهارة الكلام لدى طلاب مدرسة الإصلاح المتوسطة الإسلامية بوكيت تنجي
The problems of teaching the skill of speaking the Arabic language in Al-Islah Islamic Intermediate School in Bukittinggi are that the students face difficulties in pronouncing the Arabic language, the lack of seriousness of the students in participating in education, dictation, memorization and understanding of the Arabic language, in addition to the lack of interest and listening to the Arabic language, the teacher of the Arabic language, and the lack of Arabic language qualification. In this research, the researcher uses qualitative research, which is the research that makes the researcher as the main tool. Qualitative research produces and processes descriptive data, such as interviews and observations. Qualitative research is a method of directly observing and communicating with individuals to obtain the data the researcher is looking for. The results of the research are the efforts of the Arabic language teacher in promoting the speaking skill of the students of Al-Islah Intermediate Islamic School in Bukittinggi. The teacher pays attention to the grammar used by the students and listens to them as much as possible, and corrects the errors and arranges them correctly, so that they are easily accepted by the students and raise them. Paying attention to teaching it, providing motivation that can arouse students’ enthusiasm and interest, choosing the most appropriate method for the subject so that students can understand and understand teaching the Arabic language easily, combining the sciences of nobility and honor in teaching the Arabic language, providing easy examples to understand and implementing the teaching components regularly and conducting extracurricular education as described above.مشكلات أن تعليم مهارة الكلام اللغة العربية في مدرسة الإصلاح المتوسطة الإسلامية بوكيتّنجي هو أن الطلاب يواجهون صعوبات في نطق اللغة العربية، عدم جدية الطلاب في المشاركة في التعليم والإملاء والحفظ و فهم اللغة العربية، جانب قلة الاهتمام والاستماع إلى اللغة العربية معلمة اللغة العربية، و عدم تأهل اللغة العربية. تستخدم الباحثة في هذا البحث هو بحث الكيفي هو البحث الذي تجعل الباحثة كأداة رئيسية، يتم تقنيات جمع البيانات بطريقة مجتمة وتحليل البيانات استقرائي. ينتج البحث الكيفي ويعالج البيانات الوصفية، مثل المقابلات والملاحظات. البحث الكيفي هو طريقة لمراقبة مباشرة إلى الإفراد والتواصل مع هؤلاء الأشخاص للحصول على البيانات التي تبحث عنها الباحثة. نتائج البحث جهود معلمة اللغة العربية في ترقية مهارة الكلام لدى طلاّب مدرسة الإصلاح المتوسطة الإسلامية بوكيت تنجي أن يهتم المعلم بالقواعد اللغوية التي يستخدمها الطلاب ويستمع إليها بقدر الإمكان، ويصحح الأخطاء ويرتبها بشكل صحيح، بحيث يتم قبولها بسهولة من قبل الطلاب ويثيرها. الاهتمام بتعليمها، وتوفير الدافع الذي يمكن أن يثير حماس الطلاب واهتمامهم، واختيار الطريقة الأكثر ملاءمة للمادة حتى يتمكن الطلاب من فهم وفهم تعليم اللغة العربية بسهولة، والجمع بين علوم النهو وشرف في تعليم اللغة العربية، وتقديم أمثلة سهلة لفهم وتنفيذ مكونات التعليم بانتظام وإجراء التعليم اللامنهجي كما هو موضح أعلا
PENERAPAN MODEL READING GUIDE DALAM MENINGKATKAN PEMAHAMAN MEMBACA SISWA KELAS V PADA PEMBELAJARAN IPS MIN 2 ACEH BARAT
The application of the reading guide learning model in the teaching and learning process in social studies learning is one effort to improve student learning outcomes. This research aims to improve the reading ability of class V MIN 2 West Aceh students, to determine the increase in student learning outcomes by implementing the reading guide model in the reading comprehension of class V MIN 2 West Aceh students. This research is Classroom Action Research (PTK). The subjects in this research were 33 students of class V MIN 2 West Aceh. The data collection techniques used are through observation, tests and documentation. The data analysis technique was carried out using qualitative descriptive. Based on the research results, it shows that classical student learning outcomes in the pre-cycle were 12.12%, in the first cycle it increased to 57.57% and in the second cycle it increased further to 90.90%. Based on the results of observations of student activity in cycle I, it reached the sufficient category with a score of 76.92% and in cycle II it increased with a score of 94.23% in the very good category. So it can be concluded that the reading guide learning model can improve the reading comprehension abilities of class V MIN 2 West Aceh students in social studies learning. Penerapan model pembelajaran reading guide dalam proses belajar mengajar pada pembelajaran IPS merupakan salah satu upaya meningkatkan hasil belajar siswa. Adapun penelitian ini bertujuan untuk meningkatkan kemampuan membaca pada siswa kelas V MIN 2 Aceh Barat, untuk mengetahui peningkatan hasil belajar siswa dengan diterapkannya model reading guide dalam pemahaman membaca siswa kelas V MIN 2 Aceh Barat. Penelitian ini merupakan Penelitian Tindakan Kelas (PTK). Subjek dalam penelitian ini adalah siswa kelas V MIN 2 Aceh Barat yang berjumlah 33 siswa. Teknik pengumpulan data yang digunakan adalah melalui observasi, tes, dan dokumentasi. Teknik analisis data dilakukan dengan menggunakan deskriptif kualitatif. Berdasarkan hasil penelitian menunjukkan bahwa hasil belajar siswa secara klasikal pada pra siklus adalah 12,12%, pada siklus I meningkat menjadi 57,57% dan pada siklus II lebih meningkat menjadi 90,90%. Berdasarkan hasil pengamatan aktivitas siswa pada siklus I mencapai kategori cukup dengan nilai 76,92% dan pada siklus II mengalami peningkatan dengan nilai 94,23% dengan kategori sangat baik. Jadi dapat disimpulkan bahwa model pembelajaran reading guide dapat meningkatkan kemampuan pemahaman membaca siswa kelas V MIN 2 Aceh Barat pada pembelajaran IPS
Landasan Teologis Tafsir Ekologis Dalam Kitab Tafsir Nusantara: (Kajian Terhadap Wacana Pemikiran Tafsir kontemporer)
Contemporary Qur’anic exegesis examines current social phenomena, using issues like poverty, gender, and especially the environment as the basis for interpretation. This article focuses on environmental issues, highlighting growing public concern over environmental damage caused by both natural events and human actions. Such concerns have led exegetes to explore Qur’anic verses on environmental preservation, emphasizing that protecting the environment is a religious command. Three major Nusantara tafsir—Tafsir al-Azhar (HAMKA), Tafsir al-Misbah (Quraish Shihab), and Tafsir Kemenag—discuss this theme in depth. Using a descriptive qualitative method, this study finds that verses such as QS Al-Baqarah: 30, QS Al-Isra’: 27, QS Al-A’raf: 56, QS Al-Anbiya: 30, QS Ar-Rum: 41, QS Ali Imran: 190–191, and QS Ibrahim: 7 form the basis for environmental preservation in these interpretations
Multimedia-Base Arabic Languange Learning: A New Approach to the Educational System of Aceh’s Salafi Dayah
Teaching Arabic in Salafi Dayahs is essential for preserving the Islamic scholarly heritage rooted in classical Islamic texts (Kitab Kuning). The digital era presents both opportunities and challenges for Salafi Dayahs to enhance the development of Arabic language learning within these institutions. This study aims to examine the readiness and approaches adopted by Salafi Dayahs in Aceh in teaching Arabic in the multimedia era. The research employs a descriptive qualitative method, using observation and interview instruments. The findings reveal that Salafi Dayahs in Aceh, particularly in Nagan Raya, still rely on classical methods and approaches for teaching Arabic. These include using Kitab Kuning as the primary medium, traditional lecture-based methods, and rote memorization. Technology use is limited to using smartphones by the Teungku (teachers) for translating and interpreting texts. Arabic language learning in Salafi Dayahs still emphasizes profound respect for teachers (ta'zhim), resulting in minimal use of digital media in the learning process
Pembuatan Media Pembelajaran Flashcard Hijaiyah Dalam Pemberian Materi Pengajaran Al-Qur’an Untuk Meningkatkan Nilai Agama dan Moral Anak Di PAUD Al-Ghofari
This community service report presents a comprehensive analysis of the effectiveness of Hijaiyah flashcards in teaching the Quran to early childhood, with a focus on enhancing religious and moral values. Reviewed research consistently shows that the use of flashcards significantly improves recognition of the Hijaiyah letters and the ability to read the Quran, transforming previously monotonous learning into more engaging and enjoyable learning. Furthermore, this medium has proven effective in instilling an understanding of religious concepts and abstract moral values such as honesty, discipline, and compassion, by harnessing the power of visual stimulation and active interaction. However, successful implementation depends heavily on the capacity and readiness of teachers, the learning environment, and the ability to accommodate individual differences. This report recommends a holistic approach that includes teacher professional development, strategic classroom management, and adequate resource allocation to maximize the potential of flashcards in supporting the holistic development of early childhood.Laporan Pengabdian kepada masyarakat ini menyajikan analisis komprehensif mengenai efektivitas media pembelajaran kartu flashcard huruf Hijaiyah dalam pengajaran Al-Qur’an untuk anak usia dini, dengan fokus pada peningkatan nilai agama dan moral. Penelitian yang diulas secara konsisten menunjukkan bahwa penggunaan flashcard secara signifikan meningkatkan pengenalan huruf Hijaiyah dan kemampuan membaca Al-Qur’an, mengubah pembelajaran yang sebelumnya monoton menjadi lebih menarik dan menyenangkan. Lebih dari itu, media ini terbukti efektif dalam menanamkan pemahaman konsep agama dan nilai-nilai moral abstrak seperti kejujuran, disiplin, dan kasih sayang, dengan memanfaatkan kekuatan stimulasi visual dan interaksi aktif. Meskipun demikian, keberhasilan implementasi sangat bergantung pada kapasitas dan kesiapan guru, kondisi lingkungan belajar, serta kemampuan untuk mengakomodasi perbedaan individual anak. STRATEGI PEMASARAN KEPALA MADRASAH UNTUK MENINGKATKAN JUMLAH SISWA DI MIN 16 ACEH BARAT
Abstrak
The purpose of this study is to develop a marketing strategy for Madrasahs in increasing student interest. This study is limited to the product creation stage. Data collection uses documentation studies, observations, and in-depth interviews. Data validation is carried out by triangulation of sources and techniques. Data analysis techniques use the Miles and Huberman Model (interactive model): data reduction, data presentation, and drawing conclusions/verification. The results of this study: 1) the strategy implemented is to use a promotional strategy by distributing brochures and/or presentations to the determined Kindergarten Madrasahs, by holding annual activities such as AZKIA, this activity is followed by Kindergarten Madrasahs around MIN 16 West Aceh. 2) The obstacles and lack of marketing strategies implemented by this Madrasah in increasing student interest are that time management is not yet appropriate, the committee is not active enough, the foundation has not been involved, the distribution of brochures is not effective enough, marketing is not extensive enough, it does not yet have a Madrasah marketing strategy document, and it has not been able to ensure and communicate that the services offered are relevant to the needs of the community, and 3) The product produced is a Madrasah marketing strategy based on the Delta Model in attracting student interest:

ANALISIS TATA RUANG KANTOR DAN PRODUKTIVITAS KERJA TENAGA ADMINISTRASI DI SMAN 4 WIRA BANGSA MEULABOH
This study aims to analyze the office layout and work productivity of school administrative staff at SMAN 4 Wira Bangsa Meulaboh. A qualitative approach was employed, with data collected through observation, interviews, and documentation. The findings reveal that a well-organized office layout—with a closed-plan design, flexible furniture arrangement, and attention to lighting, air circulation, and cleanliness—creates a comfortable and conducive work environment. This directly contributes to increased work productivity among administrative staff, as indicated by high work quantity, good work quality, and timely task completion. However, certain issues remain, such as dim lighting in some corners of the office and suboptimal air conditioning due to the absence of glass doors, indicating the need for improvements in physical facilities. Therefore, ergonomic office space management and support for the professional development of administrative staff are key to fostering a productive work environment in schools
NARSISME REMAJA PUTRI DI ERA DIGITAL DARI PERSPEKTIF PSIKOLOGI KOMUNIKASI
Pemilihan umum merupakan instrumen penting dalam sistem demokrasi yang memungkinkan rakyat berpartisipasi dalam menentukan pemimpin dan kebijakan negara. Namun, partisipasi perempuan dalam politik masih menghadapi ketimpangan gender yang mengakibatkan aspirasi mereka kurang tersalurkan secara optimal. Penelitian ini menggunakan metode yuridis normatif melalui studi literatur dan peraturan perundang-undangan yang relevan. Hasil penelitian menunjukkan bahwa partisipasi politik perempuan dalam Pemilu 2024 masih jauh dari target 30% keterwakilan sebagaimana diamanatkan dalam Undang-Undang Nomor 7 Tahun 2017. Fenomena ini diperburuk oleh pemberlakuan kebijakan afirmatif yang kurang efektif, seperti pembulatan kuota ke bawah dalam PKPU Nomor 10 Tahun 2023. Stereotipe sosial dan konstruksi budaya patriarkal turut memperkuat hambatan struktural dan psikologis yang membatasi keterlibatan perempuan dalam lembaga legislatif. Oleh karena itu, perlu strategi kebijakan yang konsisten, peningkatan kapasitas, serta dukungan sistemik dari partai politik dan masyarakat untuk menjamin kesetaraan gender dalam arena politik
URGENSI PENDIDIKAN AGAMA ISLAM TERHADAP STUDENT WELL-BEING DALAM MENANGGULANGI KRISIS MORAL DI PESANTREN
The urgency of Islamic Education on student well-being in overcoming moral decline in pesantren today must be immediately corrected and get serious attention from educators and parents. This study aims to provide an understanding that the right solution in overcoming the moral crisis in pesantren is to pay attention to the formation of student well-being through Islamic education. This research is qualitative, and the data collection process was carried out in two stages, namely primary data collection by interviewing three teachers from different pesantren, and the second stage of secondary data collection from related books and journals. Data analysis techniques have four steps: data collection, data processing (data reduction), grouping core data according to research needs, presenting data in narrative form, and drawing conclusions. The result of the research is that the cultivation of strong religious (Islamic) education both in the family (parents) and at school (teachers) can form good student well-being so that children do not easy to commit moral deviations wherever they are and maintain pesantren as the most effective Islamic educational institution in transmitting and transferring religious knowledge
