    Penelitian ini bertujuan untuk melihat bagaimana implementasi kebijakan SPPN di Lapas Perempuan Kelas II A Tangerang. Penelitian ini menggunakan metode kualitatif deskriptif. Teori implementasi kebijakan menurut David David L. Weimer dan Aidan R. Vining digunakan dalam penelitian ini. Data diperoleh dari hasil observasi dan wawancara. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan SPPN di Lapas Perempuan Kelas II A Tangerang masih belum dikatakan berjalan dengan maksimal, karena tidak seimbangnya antara jumlah wali pemasyarakatan dengan narapidana yang ada, kurangnya komunikasi antara petugas dan narapidana, dan kurangnya efektifnya cara wali pemasyarakatan untuk merubah sikap perilaku narapidana menjadi lebih baik

    SPPN at the Crossroads of Rehabilitation: A CIPP–TPB Analysis of Behavioral Change at Kendal Class IIA Correctional Institution

    Indonesia’s correctional paradigm has shifted from retribution to rehabilitation, placing behavioral change and social reintegration at the center of prison programming. The Inmate Development Assessment System (Sistem Penilaian Pembinaan Narapidana - SPPN) is mandated to appraise inmates’ progress and to support decisions on integration rights. To examine how SPPN is implemented at Kendal Class IIA Correctional Institution and to assess its effect on inmates’ behavioral change, while identifying instrument context mismatches and operational bottlenecks. We employed a descriptive qualitative design using interviews, observations, and document review. Participants comprised 10 informants (4 inmates, 4 correctional officers, 1 Head of Bimkemaswat, 1 SPPN instrument team member). Data were analyzed with the Miles & Huberman flow (collection, reduction, display, conclusion) and organized in NVivo 12. Analytical lenses combined CIPP (Context, Input, Process, Product) and the Theory of Planned Behavior (TPB). SPPN is in routine use but falls short of its intended objectivity and coverage due to: (i) insufficient staffing and heavy caseloads (1:19, 17 counselors for 326 inmates); (ii) limited SPPN specific training; and (iii) indicator program misalignment (some indicators cannot be scored fairly because supportive programs are absent or sporadic). While compliance and participation increased within custody (attitudes, norms, perceived control improved), recidivism rose (12%→18%→28% in 2022–2024), indicating gains may be situational rather than sustained post release. SPPN contributes to in prison order and engagement, but its validity in capturing true behavioral change is constrained by structural factors and design–context gaps. We propose targeted indicator refinement, routine inter rater training, manageable caseloads, and integration with post release supports to enhance reliability, fairness, and policy utility

    ABSTRAKThe main problem of this reserach was “Is it effective to use picture stories in teaching reading comprehension to The Tenth Grade Students of SMK SPPN Sembawa Banyuasin?†Therefore, the objective of this reserach was to find out whether or not it is effective to teach reading comprehension by using picture stories to The Tenth Grade Students of SMK SPPN Sembawa Banyuasin. The method used in this reserach was the pre-experimental method. The population of this reserach was all of Tenth Grade Students of SMK SPPN Sembawa Banyuasin in the academic year of 2013/2014 with the total number of 134 students. The samples of the reserach were one class taken by using convenience non-random sampling with the total number of 30 students. The data were analyzed by using percentage analysis, conversion of percentage score ranges and the matched t- test. The result of the test showed that teaching reading comprehension by using picture stories to The Tenth Grade Students of SMK SPPN Sembawa Banyuasin is effective. It can be seen from the average score of the students in the pre-test was 48.08. the average score of the students in the post-test was 71.16. the result of t-test calculation was 12.92. From them matched t-test calculation the writer found test t-obtained was 9.779 and the critical value t-table with 0.05 or 5 % significant level with df-1 was 1.697. it show that t-obtained was greater than t-critical value table. It means it was effective to use picture stories in teaching reading comprehension to The Tenth Grade Students of SMK SPPN Sembawa Banyuasin.Keyword: picture stories, readin

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. This study proffers a new FOD technique centered on transfer learning and also a mainstream deep convolutional neural network. For object detection (OD), this embraces the spatial pyramid pooling network with ResNet101 (SPPN-RN101), which assists in concatenating the local features upon disparate scales within a similar convolution layer with fewer position errors while identifying little objects. Additionally, Softmax with Adam Optimizer in CNN enhances the training speed with greater identification accuracy. This study presents FOD’s image dataset called FOD in Airports (FODA). In addition to the bounding boxes’ principal annotations for OD, FODA gives labeled environmental scenarios. Consequently, every annotation instance has been additionally classified into three light-level classes (bright, dim, and dark) and two weather classes (dry and wet). The proffered SPPN-ResNet101 paradigm is correlated to the former methodologies, and the simulation outcomes exhibit that the proffered study executes an AP medium of 0.55 for the COCO metric, 0.97 AP for the pascal metric, and 0.83 MAP of pascal metric

    Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
