The concept of financial literacy in the research of Ivan Prokopenko and foreign experts
Присвячено розкриттю сутність фінансової грамотності як ключової компетентності сучасної молодої людини через призму професійного доробку Івана
Прокопенка і зарубіжних фахівців. У досліджені
використано методи — порівняльний історичний,
аналізу, синтезу.
Автор розкрив ключове поняття як здатність
людини розуміти та використовувати фінансові навички, включаючи управління особистими фінансами,
складання бюджету та інвестування, розуміння
певних фінансових принципів і концепцій, таких як
часова вартість грошей, складні відсотки, управління
боргом і фінансове планування.
Автор зазначив, що Іван Прокопенко приділяв
значну увагу формуванню фінансової грамотності
студентів, втіленню європейських стандартів розуміння і технологій формування цієї компетентності.
Також зазначено про те, що у контексті формування фінансової грамотності особистості у навчаль-
ному процесі І. Прокопенко стояв на позиціях людиноцентричності і системного підходу. У розробленні
питання змістовного і методичного забезпечення
академік орієнтував здобувачів на формування здатності приймати свідомі фінансові рішення. У цьому
вирішального значення набували питання соціальної
та економічної захищеності, фінансової незалежності.
Таке бачення стало базисом у реалізації ініціативи
упровадження для здобувачів різних рівнів освіти
індивідуальної траєкторії навчання у Харківському
національному педагогічному університеті імені
Г.С. Сковороди.
Компаративний аналіз дав змогу виділити у змісті
досліджуваного поняття світоглядно цільовий ком-
понент, практичний компетентнісний і стратегічний
предметний. У науковому доробку І. Прокопенка,
У. Байцахан, М. Д емерціс, А.Т. Паши, Х. Пікатоста,
Е.М. Гергіни виразним є світоглядно цільовий компонент.
Перспективним напрямом подальшої наукової
розвідки бачимо вивчення світового і національного
досвіду формування фінансової грамотності в умовах
форс-мажору, коли ситуації невизначеності впливають на національні і світові економічні системи. The article is devoted to the disclosure of the
essence of financial literacy as a key competence of a
modern young person through the prism of the professional
development of Ivan Prokopenko and foreign
specialists. The research used methods – comparative
historical, analysis, synthesis.
In the article, the author revealed the key concept
as a person's ability to understand and use financial
skills, including managing personal finances, budgeting
and investing, understanding certain financial principles and concepts such as: time value of money,
compound interest, debt management and financial
planning.
The author noted in the article that Ivan Prokopenko
paid considerable attention to the formation
of students' financial literacy, the implementation of
European standards of understanding and technologies
for the formation of this competence.
It is also stated that in the context of the formation
of personal financial literacy in the educational
process, I. Prokopenko stood for the positions of peoplecenteredness
and a systemic approach. In developing
the issue of meaningful and methodical support, the
academician oriented the applicants to the formation of
the ability to make conscious financial decisions. In this
regard, issues of social and economic security, financial
independence became crucial. This vision became the
basis for the implementation of the initiative to introduce
an individual learning trajectory for students of
different levels of education at the G. S. Skovoroda
Kharkiv National Pedagogical University
The comparative analysis made it possible to distinguish
the worldview target component, the practical
competence component, and the strategic subject
component in the content of the studied concept. In
the research work of I. Prokopenko, U. Baitsakhan, M.
Demertzis, A.T. Pasha, H. Picatosta, E. M. Hergins are
expressive in their outlook on the target component.
We see the study of global and national experience
of financial literacy formation in force majeure conditions,

Variants in ADCY5 and near CCNL1 are associated with fetal growth and birth weight
To identify genetic variants associated with birth weight, we meta-analyzed six genome-wide association (GWA) studies (n = 10,623 Europeans from pregnancy/birth cohorts) and followed up two lead signals in 13 replication studies (n = 27,591). rs900400 near LEKR1 and CCNL1 (P = 2 x 10(-35)) and rs9883204 in ADCY5 (P = 7 x 10(-15)) were robustly associated with birth weight. Correlated SNPs in ADCY5 were recently implicated in regulation of glucose levels and susceptibility to type 2 diabetes, providing evidence that the well-described association between lower birth weight and subsequent type 2 diabetes has a genetic component, distinct from the proposed role of programming by maternal nutrition. Using data from both SNPs, we found that the 9% of Europeans carrying four birth weight-lowering alleles were, on average, 113 g (95% CI 89-137 g) lighter at birth than the 24% with zero or one alleles (P(trend) = 7 x 10(-30)). The impact on birth weight is similar to that of a mother smoking 4-5 cigarettes per day in the third trimester of pregnancy

PROBLEMS OF ORGANIZATION OF FACILITATION INTERACTION BETWEEN TEACHER AND STUDENT

Abstract
The article is devoted to defining the essence of the concepts "interaction", "facilitation interaction", "facilitation interaction of a teacher with students" and the problem of organizing the facilitation interaction of a teacher with students. The basic ideas of facilitation interaction are due to a set of factors of the educational environment. Facilitation interaction in its structure has socio-cultural foundations that determine the methodological, theoretical and practical possibilities of facilitation as a humanistically oriented process that implements the principles of democracy and freedom in productive activities and communication, the variability of schooling.
Based on the scientific analysis of foreign works of scientists, the factors contributing to the facilitation interaction are identified: actualization of the facilitation potential of the educational environment, involvement of the facilitation potential of the environment, manifestation of facilitation in a certain sphere of life, influence of the sphere its various angles. Facilitation interaction in our study, based on the scientific work of foreign scientists, is defined as subject-subject interaction, which includes emotional contact, creating an educational environment for positive motivation, joint personal growth and self-improvement of teacher and student.

Ex-President of Botswana Ian Khama: Ascents and Reversals in the Political Career of a Former Pilot
The article shows the development of the political career of the ex-president of Botswana Ian Khama, a son of the country’s first president Seretse Khama.
The article analyzes domestic and foreign policy of the government of the Botswana Democratic Party (BDP) headed by Mr. Ian Khama, whose first term in office coincided with difficulties of the global economic crisis that began in 2008. It is noted that during Mr. Khama’s presidency the West-oriented foreign policy of Botswana was well-balanced, pragmatic and aimed at attracting investments. It was rather bold and independent, which was largely due to the independence of Botswana, a major exporter of diamonds to the world market, as regards donors’ assistance. At the African level Mr. Khama’s image has been that of a consistent critic of authoritarian and despotic regimes, he also adhered to a consistent firm position regarding the political and economic crisis in Zimbabwe, calling on Robert Mugabe to transfer power.
Mr. Khama is an extraordinary political leader. The style and methods of his leadership (harsh bureaucratic methods, frequent decision-making without coordination with the government, disdain of opposition’s criticism and of public opinion) led to accusations of authoritarianism. The author makes an attempt to define its nature which was somewhat different from the authoritarianism of other African leaders. The issue of corruption and nepotism in Botswana is also discussed. During the ten-year period of Mr. Khama’s rule (2008–2018), the problem of nepotism was especially often the focus of the criticism by the local opposition and media. This had a negative effect for the president’s political image and for that of the authorities in general. At the same time, Mr. Khama’s government managed to maintain stability of the economics and of the internal political situation.
The properties of the situation in the Botswana Democratic Party, which has ruled the country for almost 55 years and still holds a central position in the country’s political landscape, are shown.
Despite a number of mistakes in governing the country, President Ian Khama managed to preserve and strengthen the authority of Botswana in the eyes of the international community for its commitment to the international law, its respect for human rights, good governance and active foreign policy.
It is pointed out that Mr. Khama, respecting the Constitution, peacefully transferred power to the country’s vice-president Mokgweetsi Masisi whom he chose as his successor. However, a conflict arose between them very soon, and their confrontation led the ex-president to supporting the opposition at the general elections in October 2019.
The events of recent years in Botswana serve an important evidence of the problematic issue – insecurity of democracy in the context of a long dominance of one political party. The unexpected emergence of Khama-Masisi confrontation questioned to a certain extent the tradition of early power transfer from the head of state to the vice-president which established in the country in recent decades. However, this confrontation did not go beyond the framework of the electoral struggle and did not lead to serious tension in the internal political situation
Christian Nation in Zambia: from Proclamation to Reset
December 2021 marks the 30th anniversary of the proclamation of Zambia a Christian nation. The leader of the Movement for Multi-party Democracy (MMD) party who came to power in 1991, a convinced Christian F. Chiluba, declared Zambia a Christian nation, arguing that Christianity was then professed by more than 70% of the population and that this was supposed to help the country to get rid of corruption and contribute to its prosperity.
The article analyzes the reasons of decision to declare Zambia a Christian nation. It is emphasized that political goals prevailed then over religious ones, since the issue of preserving and strengthening power was high on the political agenda of the ruling MMD party. The economic background is also touched upon: as a pragmatic president Chiluba pursued a policy of economic liberalization and counted on financial assistance from Western countries and international donors.
The following Christian presidents L. Mwanawasa, R. Banda and M. Sata used limited Christian rhetoric, but they collaborated with the Church with varying degrees of intensity. At the same time, the provision on the Christian nation in the Constitution was preserved.
It is noted that the role of the religious factor in politics increased in the early 2010s. The politicization of religion, primarily Christianity, became apparent during the struggle for power led by the leader of the opposition Patriotic Front party Michael Sata, who was supported by some religious leaders.
After Edgar Lungu (party Patriotic Front) came to power in 2015, Zambia was re-proclaimed a Christian nation, which was enshrined in the new edition of the 2016 constitution. At the same time, the country began the political rehabilitation of F. Chiluba, who, after leaving the presidency in 2001, was persecuted for corruption. The campaigns for the 2015 presidential elections and for the 2016 general elections have shown the relevance of the discourse on religion and politics in the political process, primarily in its aspect of the multiple relationships between religion, ethnicity and politics.
The article shows that the issue of the proclamation of Zambia a Christian nation remains relevant in Zambian society and among African and Western theologians and researchers whose judgments and conclusions are often polar opposite.
The author notes that the realities of the socio-political, socio-economic and cultural life in Zambia do not yet indicate the existence of the declared Christian nation. The high level of corruption, poverty, limited rights of some groups of the population do not correspond to Christian ideals and values and have become serious challenges for the modern Zambian society.
The article emphasizes that, unlike a number of other countries south of the Sahara, where competition between Christianity and Islam has intensified in recent years, leading, among other things, to bloody conflicts, Zambia survives this conflict along the axis of competition between different directions of Christianity.
The ruling PF’s manifesto for the August 2021 general election contains Christian rhetoric. The document states the PF’s commitment to partnership with the Church, which it recognizes as a key partner in the conversion of Zambians into a Christian nation. Further peaceful development of Zambia depends on a balanced internal policy of the authorities aimed at solving complex socio-economic problems in cooperation with representatives of all religions and their confessions
Complex Model of Strategic Management of Organizing-technical System in Conditions of the Uncertainty
The article considers complex model of strategic management of organizing-technical system in conditions of the uncertainty. The author offers a dynamic complex model, which is based on using Petri networks, scenario approach and cognitive cards. Given model enables to define semi structured situations, scenario of the system development, as well as to forecast achievements dynamic of strategic hierarchy objectives, dynamic of the resource consumption, anddynamic of system activity factor changes in conditions of the uncertainty
Robust Algorithm for Signal Digital Detection on the Background of Non-Gaussian Passive Interferences
This paper proposes generalized mathematical model of different passive interferences and develops an effective algorithm of digital signal processing for detection on the background of them. Models of interferences as random process of K-distribution is used with parametrization for the unwanted reflections from atmosphere, land, and sea. Robust algorithm for signal detection on the background of such interferences, in particular in case of non-gaussian distribution, is developed. Its effectiveness is researched and confirmed. Generalized Computer Model of Sea, Land and Atmospheric Clutter
The generalized mathematical and computer model of clutter is developed. It is based on K-distribution and can be used for simulation of sea, atmospheric, and land clutter with different characteristics.
