EFEKTIVITAS PELAYANAN PUBLIK ANGKUTAN UMUM FEEDER WIRA-WIRI KOTA SURABAYA
Get PDFKota Surabaya merupakan ibukota provinsi Jawa Timur yang dikenal sebagai kota pahlawan sekaligus menjadi kota metropolitan terbesar kedua dengan jumlah penduduk yang padat setelah Kota Jakarta. Menurut data dari website resmi Badan Pusat Statistik Jawa Timur Tahun 2023, Kota Surabaya memiliki jumlah penduduk kurang lebih sekitar 2.893.698 jiwa, dengan banyaknya jumlah penduduk akan berakibat meningkatkan jumlah kendaraan pribadi yang akan mempengaruhi kenyamanan pada wilayah perkotaan. Sehubungan dengan hal tersebut, maka Pemerintah kota Surabaya memberikan suatu program yang bertujuan untuk mengatasi permasalahan pada bidang transportasi yaitu penyediaan angkutan umum yang bernama Feeder Wira-Wiri dengan membawa konsep perilaku berkendara atau bertransportasi yang tertib, aman, dan nyaman. Tujuan penelitian ini adalah untuk mengukur Efektivitas Pelayanan Publik Angkutan Umum Feeder Wira-Wiri Kota Surabaya. Penelitian ini menggunakan pendekatan kuantitatif dengan menggunakan teknik analisis deskriptif sederhana. Teknik pengumpulan data dalam penelitian ini menggunakan teknik kuisioner. Populasi penelitian ini ialah masyarakat yang menggunakan layanan feeder wira-wiri dengan sampel berjumlah 100 responden. Penelitian ini menghasilkan temuan menarik diantaranya adalah : 1) Hasil tanggapan responden terhadap dua belas indikator pengukuran efektivitas mendapatkan hasil bahwa seluruh indikator masih terdapat nilai yang menandakan cukup efektif. Namun dari dua belas indikator pengukuran efektivitas, nilai yang menandakan cukup efektif tinggi terdapat pada indikator keluwesan adaptasi dengan persentase 23% dan pada indikator produktivitas dengan persentase 16%. 2) Hasil keseluruhan tanggapan responden mendapatkan hasil bahwa pelayanan publik angkutan umum feeder wira-wiri Kota Surabaya dikatakan efektif dengan persentase sebesar 53%.

DAMPAK PENGOPERASIAN FEEDER WIRA-WIRI TERHADAP PERUBAHAN SOSIAL MASYARAKAT KOTA SURABAYA

The aim of this research is to determine the impact of the operation of the Wira-wiri Suroboyo feeder on the people of Surabaya City. Data collection techniques in this research used interviews, observation and documentation. The research subjects were the Surabaya City Community and the Suroboyo Wira-wiri Crew. Data analysis in this research refers to interactive data as stated by Miles & Huberman, namely that it is carried out interactively continuously until complete so that accurate and definite data is obtained. From the results of research conducted by researchers, it can be concluded that the operation of the Wira-wiri Suroboyo feeder has had an impact on social change in the people of Surabaya City, such as the impact felt by non-users such as city transport drivers who are no longer operating, namely creating jobs, increasing income, getting used to obey the rules, and get used to socializing or communicating well. Meanwhile, the impact on the user community is making it easier to get public transportation, facilitating people's mobility or traveling from one place to another, getting people used to obeying the rules, and increasing social awareness.Wira-wiri Suroboyo merupakan transportasi umum berbasis angkutan pengumpan yang dioperasikan oleh Pemerintah Kota Surabaya dalam mengatasi berbagai permasalahan terkait transportasi umum yang dihadapi warga Kota Surabaya. Adapun tujuan dari penelitian ini adalah untuk mengetahui dampak adanya pengoperasian feeder Wira-wiri Suroboyo bagi masyarakat Kota Surabaya. Teknik pengumpulan data dalam penelitian ini yakni menggunakan wawancara, observasi, dan dokumentasi. Subyek penelitiannya yaitu Masyarakat Kota Surabaya dan Kru Wira-wiri Suroboyo. Analisis data dalam penelitian ini mengacu pada data interaktif sesuai dengan yang dikemukakan oleh Miles & Huberman yakni dilakukan dengan interaktif secara terus-menerus sampai tuntas sehingga didapatkan data yang akurat dan pasti. Hasil penelitian yang dilakukan oleh peneliti, dapat disimpulkan bahwa adanya pengoperasian feeder Wira-wiri Suroboyo memiliki dampak terhadap perubahan sosial masyarakat Kota Surabaya seperti dampak yang dirasakan bagi non pengguna seperti sopir angkutan kota yang sudah tidak beroperasi yaitu terciptanya lapangan pekerjaan, meningkatnya jumlah pendapatan, membiasakan menaati aturan, dan membiasakan bersosialisasi atau berkomunikasi dengan baik. Sedangkan dampak bagi masyarakat pengguna yaitu memudahkan mendapatkan transportasi umum, memudahkan mobilitas masyarakat atau bepergian dari satu tempat ke tempat yang lain, membiasakan masyarakat menaati aturan, serta meningkatkan sikap kepedulian sosial

Furthermore, the data analysis technique is by reducing data; presenting data; and drawing conclusions, the focus of this research is 4, namely safety, regularity, comfort and economy. The results showed that the management of wira wiri Surabaya in the aspect of safety wira wiri Surabaya has fulfilled the safety aspects of passengers because of the infrastructure facilities provided to passengers. In the aspect of regularity wira wiri Surabaya has not been able to have a good regularity of operational schedules for passengers because the certainty of passenger time in the vehicle departure schedule does not exist. In the aspect of comfort wira wiri Surabaya has fulfilled the comfort of passengers because the facilities in the vehicle have been well considered. Furthermore, in the aspect of economy wira wiri Surabaya has fulfilled the affordability of tariffs for riding wira wiri Surabaya because of the distribution of the Surabaya city government so that low tariffs make the affordability of wira wiri Surabaya tariffs.

PERLINDUNGAN HUKUM ATAS KERUGIAN YANG DIALAMI PENUMPANG WIRA WIRI SUROBOYO DALAM PENGANGKUTAN DARAT

Pemerintah Kota Surabaya melalui Dinas Perhubungan Kota Surabaya menjadi bagian dalam sistem operasional wira wiri Suroboyo. Isu hukum yang diangkat pada topik ini adalah perlindungan hukum bagi penumpang feeder yang mengalami kerugian. Metode penelitian yang digunakan untuk menjawab isu ini adalah dengan menggunakan penelitian hukum dengan pendekatan statute approach dan conceptual approach yaitu metode yang berdasarkan peraturan perundang-undangan dan konsep hukum yang telah ada di masyarakat.. Sebagai alat angkutan darat, tentu penumpang memiliki risiko kerugian seperti kecelakaan atau kehilangan barang. Wira wiri Suroboyo berbeda dengan alat transportasi umum lainnya, terutama dalam perlindungan hukum bagi penumpangnya. Pemkot Surabaya memiliki peran penting dalam memberikan perlindungan hukum bagi penumpang feeder. Perlindungan hukum yang dilakukan oleh angkutan umum Wira Wiri Suroboyo wajib dilaksanakan sesuai dengan Peraturan Walikota dan peraturan perundang-undangan yang sesuai pada bidang angkutan jalan.Wira Wiri Suroboyo is one of the public transportation in the city of Surabaya where the Surabaya City Government, through the Surabaya City Transportation Service, is part of the Wira Wiri Suroboyo operational system. As a means of land transportation, passengers have the risk of losses such as accidents or loss of goods. This research raises a legal question regarding legal protection for feeder passengers who experience losses. Wira Wiri Suroboyo is different from other public transportation, especially in terms of legal protection for passengers. Therefore, the Surabaya City Government plays an important role in providing legal protection for feeder passengers. Theoretically, the general legal protection by Wira Wiri Suroboyo transportation must be implemented in accordance with the Mayor Regulations and its executive laws and regulations in the field of road transportation. This legal research used a statute approach (a method based on statutory regulations) and a conceptual approach (legal concepts in society) to answer the legal question of this research
IMPLEMENTASI PROGRAM WIRA WIRI SUROBOYO DI DINAS PERHUBUNGAN KOTA SURABAYA

Program Wira Wiri Suroboyo digagas oleh Eri Cahyadi selaku Walikota Surabaya dan diwujudkan oleh Dinas Perhubungan Kota Surabaya. Dalam implementasi program terdapat beberapa kendala diantaranya keterbatasan sumber daya, tidak ada pengawasan dari perencana program terhadap implementor, kurangnya pengetahuan masyarakat mengenai program ini dan kondisi sosial yang kurang mendukung. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis impelementasi Program Wira Wiri Suroboyo di Dinas Perhubungan Kota Surabaya. Jenis penelitian ini deskriptif dengan pendekatan kualitatif. Fokus penelitian ini menggunakan Model Implementasi menurut Van Meter dan Van Horn meliputi, ukuran dan tujuan kebijakan, sumber daya , komunikasi antar organisasi, karakteristik agen pelaksana, disposisi pelaksana dan kondisi sosial, ekonomi dan politik. Teknik analisis data pada penelitian ini terdiri dari pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan melalui wawancara, observasi dan studi dokumentasi. Hasil penelitian menunjukan implementasi sudah cukup baik dipengaruhi oleh tujuan kebijakan yang ditafsirkan dengan baik oleh pelaksana program. Komunikasi antar organisasi yang dilakukan cukup lancar. Karakteristik agen pelaksana terus memperbaiki pelaksanaan program. Disposisi atau sikap pelaksana terbuka dan dapat menerima program. Tetapi terdapat beberapa kekurangan seperti keterbatasan sumber daya anggaran yang menyebabkan sulitnya menambah kendaraan dan perekrutan staf. Kondisi sosial lebih gemar menggunakan kendaraan pribadi dibandingkan transportasi publik. Dari beberapa kekurangan tersebut saran yang dapat diberikan peneliti diantaranya, melengkapi informasi rute transportasi umum di Aplikasi Gobis, mengupayakan penyediaan sumber daya yang cukup dan mendorong masyarakat menggunakan transportasi publik.

Social conditions prefer to use private vehicles compared to public transportation. IN SURABAYA CITY
This study aims to analyze the development strategy of the Wira-Wiri Feeder
Program in Surabaya City using the SOAR (Strengths, Opportunities, Aspirations,
Results) approach. The background of this research is based on the chronic
congestion problem in Surabaya City and the low accessibility of public
transportation to residential areas and community activity centers. The Wira-Wiri
Feeder Program comes as a feeder transportation solution that reaches narrow
streets and is integrated with other public transportation systems such as Suroboyo
Bus. This research method uses a descriptive qualitative approach with data
collection techniques through interviews, observation, and documentation. The
results showed that the main strengths of this program lie in accessibility and
system integration, opportunities in the form of community enthusiasm and policy
support, aspirations to expand service coverage, and the results achieved in
increasing the number of public transportation users. However, there are still
challenges such as limited budget, fleet, and public preference for private vehicles.
Through SOAR analysis, this research recommends strengthening strategies based
on internal advantages and external opportunities to realize a sustainable
transportation system in Surabaya.

PENGARUH RESILIENSI DAN ADVERSITY QUOTIENT TERHADAP INTENSI BERWIRAUSAHA MAHASISWA YANG MENGIKUTI PROGRAM WIRA-WIRI UNJ 2023

Penelitian ini menggunakan metode kuantitatif dengan analisis uji regresi berganda. Teknik pengumpulan data menggunakan instrumen entrepreneurial intention model oleh Francisco Liñán and Yi-Wen Chen (2006) , Connor-Davidson Resilience Scale oleh oleh Kathryn M. Connor, M.D., and Jonathan R.T. Davidson, M.D. (2003) dan Adversity Response Profile oleh Paul Stoltz, Ph.D. (2000). Pengambilan sample menggunakan Teknik nonproblability purposive sampling dengan menggunakan kuesioner sebagai alat pengumpul data. Data diperoleh sebanyak 63 partisipan mahasiswa aktif seluruh Indonesia yang telah mengikuti program Wira-wiri UNJ 2023. Hasil penelitian manunjukkan terdapat pengaruh yang signifikan antara resiliensi dan adversity quotient terhadap intensi berwirausaha pada mahasiswa yang telah mengikuti program Wira-wiri UNJ 2023. Penelitian ini juga menemukan bahwa kedua variabel tersebut berpengaruh secara positif terhadap Intensi berwirausaha. Penelitian ini diharapkan pelaku usaha khususnya mahasiswa yang untuk bisa mempertahankan atau meningkatkan intensi berwirausaha dalam dirinya melalu pengasahan dan perbaikan resiliensi dan adversity quotient, agar nantinya budaya dan pelaku wirausaha dapat terus-menerus bertambah sesuai dengan program pemerintah untuk meningkatkan rasio kewirausahaan

This research aims to determine the influence of resilience and adversity quotient on the entrepreneurial intentions of students taking part in the UNJ 2023 Wira-wiri program. This research uses quantitative methods with multiple regression test analysis. Data collection techniques used the entrepreneurial intention model instrument by Francisco Liñán and Yi-Wen Chen (2006), the Connor-Davidson Resilience Scale by Kathryn M. Connor, M.D., and Jonathan R.T. Davidson, M.D. (2003) and Adversity Response Profile by Paul Stoltz, Ph.D. (2000). Sampling used a nonproblability purposive sampling technique using a questionnaire as a data collection tool. Data was obtained from 63 active student participants throughout Indonesia who had taken part in the 2023 UNJ Wira-wiri program. The research results show that there is a significant influence between resilience and adversity quotient on entrepreneurial intentions among students who have taken part in the UNJ 2023 Wira-wiri program. This research also found that these two variables had a positive effect on entrepreneurial intentions. This research hopes that business actors, especially students, will be able to maintain or increase their entrepreneurial intentions through honing and improving their resilience and adversity quotient, so that in the future entrepreneurial culture and actors can continue to increase in accordance with government programs to increase the entrepreneurial ratio.

UPAYA OPTIMALISASI LAYANAN FEEDER WIRA WIRI SUROBOYO OLEH DINAS PERHUBUNGAN KOTA SURABAYA

Surabaya City Transportation Agency for Transportation as a form of the
seriousness of the Surabaya City Government in creating quality public
transportation and is expected to be able to reach residential areas and narrow
roads that cannot be passed by the Suroboyo Bus and Trans Semanggi Suroboyo
routes with relatively economical fares. This study aims to determine whether the
Wira Wiri Suroboyo Feeder service has been running optimally or not. This study is
a type of descriptive research using a qualitative approach with data collection
techniques using interviews, observations, and documentation. The results of this
study indicate that efforts to optimize the Wira Wiri Suroboyo Feeder service by the
Surabaya City Transportation Agency have not been optimal enough. This is
evidenced by the 10 components of efforts to optimize the Wira Wiri Suroboyo
Feeder service, starting from 1) Tariff; 2) Reliability; 3) Whether or not additional
modes are needed; 4) Losses, damage, and complaint processes; 5) Internal
conditions of the transportation company; 6) Products; 7) Prices; 8) Target market;
9) Purchase; 10) Location Facilities. Of these components, there are 2 components
that have not been running optimally, namely reliability and the need or absence of
transportation modes
