HELMUT E. LUCK JAKO HISTORYK PSYCHOLOGII
The article presents the figure of Helmut E. Luck, well-known scientist in the world of historians of psychology. Helmut E. Luck also is well-known in Poland, as the author or the scientific editor of several books in the field of history of psychology. In the first part of the article the short presentation of his scientific career and his scientific achievements are demonstrated. The second part comprises the analysis of his opinions in the scope of social psychology. Helmut E. Luck was the one of pioneers in psychology, who paid attention to social positive phenomena or social positive behaviors. In the field of history of psychology, H.E.Luck made the contribution to methodological analysis of psychological ideas in history, preferring the model which underlines connection of psychology with culture and at the same time creates the opportunity to analysis of biographical plots. The article also shows unquestionable and unusually merits of Luck’s in popularization of knowledge about history of psychology.The article presents the figure of Helmut E. E-Voting am Beispiel der ÖH-Wahlen 2009
Bei den Wahlen zur Österreichischen HochschülerInnenschaft (ÖH) 2009 war es in Österreich erstmals möglich, die Stimme im Wege einer automationsunterstützten, vorgezogenen Distanzwahl über das Internet abzugeben („E-Voting“). Allerdings nutzten nur 0,94 % der Studierenden E-Voting und die Gesamtwahlbeteiligung lag weiterhin bei mageren 25,76 %. Um an E-Voting teilnehmen zu können, benötigte man einen Computer mit Internetzugang, eine aktivierte Bürgerkarte als elektronischen Ausweis, ein Kartenlesegerät und die Bürgerkarten-Software. Rechtsgrundlage für E-Voting bei den ÖH-Wahlen 2009 waren das Hochschülerinnen- und Hochschülerschaftsgesetz 1998 (HSG 1998) und die Hochschülerinnen- und Hochschülerschaftswahlordnung 2005 (HSWO 2005). Bereits im Vorfeld der Wahlen gab es massive Kritik, die vor allem seitens der Studierenden und deren VertreterInnen vorgetragen wurde. Sie entzündete sich im Kern an Bedenken hinsichtlich der Einhaltung der Grundsätze einer freien, geheimen und persönlichen Wahl. Im Dezember 2011 hob schließlich der Verfassungsgerichtshof die E-Voting-Bestimmungen in der HSWO 2005 auf. Entscheidend war für den VfGH, dass es der Verordnungsgeber aus Sicht des Höchstgerichtes verabsäumt hatte, in hinreichender Bestimmtheit festzulegen, wie den Wahlgrundsätzen durch das E-Voting entsprochen werden kann. Während E-Voting in Österreich im Zuge der ÖH-Wahlen 2009 das erste und letzte Mal als rechtsverbindlicher Wahlkanal zur Verfügung stand, weisen manche Länder bereits eine mehrjährige E-Voting-Tradition auf: Allen voran sei hier Estland hervorgehoben, wo man erstmals im Oktober 2005 die Stimmabgabe für die Kommunalwahlen über das Internet durchführen konnte. Seither ist E-Voting dort bei Kommunalwahlen, bei Wahlen zum estnischen Parlament und zum Europäischen Parlament in Verwendung. Zuletzt nutzten bereits über 30 % der Esten diesen Wahlkanal. Somit könnte Estland hinsichtlich E-Voting für Österreich ein Vorbild sein, – sofern die politischen Entscheidungsträger die entsprechenden rechtlichen Grundlagen schaffen. Diesen rechtlichen Rahmen einer elektronischen Stimmabgabe über das Internet auszuloten ist Ziel und Inhalt der vorliegenden Dissertationsschrift.During the elections for the Austrian Students’ Union (ÖH) in 2009, for the first time in Austria it was possible to cast one’s vote in advance by electronic distance voting (so-called "e-voting") via the Internet. However, only 0.94 % of the students used e-voting and the overall voter turnout remained at a meagre 25.76 %. In order to be able to participate in e-voting, it was required to have a computer with access to the Internet, an activated Citizen Card as a virtual ID card, a card reader and the Citizen Card software. The use of e-voting in the Austrian Students’ Union elections in 2009 was legally based on the Union of Student’s Act 1998 (HSG 1998) and the Austrian Students’ Union’s Election Regulations 2005 (HSWO 2005). Already prior to the elections mainly the students and their representatives have expressed massive criticism, especially about the technical and legal design. It focused on concerns regarding compliance with the principles of free, secret and personal vote. In December 2011, the Constitutional Court (VfGH) finally abolished the regulations that regarded e-voting in the HSWO 2005. To the VfGH, it was rather crucial that from the perspective of the Supreme Court the legislator had neglected to establish how the voting principles can be met by e-voting. While e-voting in the course of the Students’ Union’s elections in 2009 was available as a legally binding election channel for the first and last time in Austria, some countries already look back on an e-voting tradition for several years: Most notably Estonia, where one could cast out one’s vote for the municipal elections in October 2005 via the Internet for the first time. Since then, e-voting has been used in local elections, and even in elections to the Estonian Parliament and the European Parliament. Most recently, over 30 % of the Estonians already have used this election channel. Therefore, Estonia could function as a role model for e-voting in Austria, provided that the political decision-makers create a corresponding legal basis. Hydrogen peroxide and central redox theory for aerobic life A tribute to Helmut Sies: Scout, trailblazer, and redox pioneer
AbstractWhen Rafael Radi and I wrote about Helmut Sies for the Redox Pioneer series, I was disappointed that the Editor restricted us to the use of “Pioneer” in the title. My view is that Helmut was always ahead of the pioneers: He was a scout discovering paths for exploration and a trailblazer developing strategies and methods for discovery. I have known him for nearly 40 years and greatly enjoyed his collegiality as well as brilliance in scientific scholarship. He made monumental contributions to 20th century physiological chemistry beginning with his first measurement of H2O2 in rat liver. While continuous H2O2 production is dogma today, the concept of H2O2 production in mammalian tissues was largely buried for half a century. He continued this leadership in research on oxidative stress, GSH, selenium, and singlet oxygen, during the timeframe when physiological chemistry and biochemistry transitioned to contemporary 21st century systems biology. His impact has been extensive in medical and health sciences, especially in nutrition, aging, toxicology and cancer. I briefly summarize my interactions with Helmut, stressing our work together on the redox code, a set of principles to link mitochondrial respiration, bioenergetics, H2O2 metabolism, redox signaling and redox proteomics into central redox theory
