    Synthesis of Gold Nanoparticles Decorated with Multiwalled Carbon Nanotubes (Au-MWCNTs) via Cysteaminium Chloride Functionalization

    Gold nanoparticles (AuNPs) decorated CNTs are promising materials for photocatalytics and biosensors. However, the synthesis of AuNPs chemically linked to the walls of MWCNTs is challenging and toxic products such as thionylchloride (SOCl2) or [1-ethyl-3(dimethyl-amino) propyl] carbodiimide hydrochloride (EDAC) need to be used. This work reports a new approach to prepare gold nanoparticles decorated multiwalled carbon nanotubes (MWCNTs) by using cysteaminium chloride via the formation of a Zwitterionic acide-base bond. The grafting process consists of 3 mains steps: oxidation, thiolation and decoration of AuNPs on the surface of MWCNTs. The completion of each step has been verified out by both spectroscopic (Raman, UV-Vis, FT-IR) and Scanning Electron Miscroscopy (SEM). The chemical bonding states of synthesized products have been proven by X-ray photoelectron spectroscopy (XPS)

    The impact of socially responsible human resource management on the organizational citizenship behavior of employees in universities in Ho Chi Minh City

    This study aims to examine the influence of socially responsible human resource management on employees’ organizational citizenship behavior in universities in Ho Chi Minh City, using both qualitative and quantitative research methodologies. The official quantitative research was conducted with a substantial sample size (n = 422) comprising staff members and lecturers at institutions in Ho Chi Minh City, encompassing all relevant content, scope, and subjects. The gathered data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to evaluate the measurement and structural models and to test the proposed hypotheses. The study’s findings demonstrate that socially responsible human resource management, involving three factors such as legal compliance, employee orientation, and organizational support, has a positive impact on organizational citizenship behavior among personnel in Ho Chi Minh City universities using the mediator element of organizational identification. This research uses two theoretical frameworks: social identity theory, which explains how employees’ alignment with organizational values influences OCB, and social exchange theory, which emphasizes the reciprocal relationship between employees and organizations and motivates OCB through perceived benefits. This study’s findings can benefit state management of education and training in general and higher education in particular by offering ideas to improve human resource management in universities, thereby creating favorable conditions for the development of Vietnam’s education sector

Promoting its potential and advantages, Ho Chi Minh City is aiming to become the center of industry, services, education and training, science, and technology of Southeast Asia. To meet that requirement, Ho Chi Minh City identifies education and training as the top national policy that plays a decisive role in achieving sustainable development goals. Within the framework of the article, the author presents the current situation of education and training development in Ho Chi Minh City; thereby offering some appropriate solutions to develop education and training to meet the requirements outlined in the era of industrial revolution 4.0

    The emerging legal framework for private sector development in Viet Nam's transitional economy

    A major objective of Viet Nam's transition to a market economy has been to reactivate the private sector in a mixed economy. Several new laws have been introduced in the past five years to implement this policy and to create an enabling environment for the private sector. The author reviews some of the more important laws and regulations that affect Viet Nam's private sector activities, including laws on real property, intellectual property, companies, domestic investment, foreign investment, bankruptcy, contracts, and dispute resolution. Anti-monopoly law has not yet been introduced in Viet Nam. The issue of competition is addressed in the context of trade law, the relative roles of the state and private sector, and restrictions in company law. These areas all establish the foundation of a legal framework for a market economy. The author concludes that Viet Nam's legal framework, like China's, is still influenced by ideology, which causes problems in such areas as private ownership of real property and with such fundamental legal concepts as"due process of law."It is noted that the private sector is constrained by the lack of an independent judiciary, the absence of private land ownership, other uncertainties in property law that limit the develpoment of financial markets, and the inherent bias of the system in favor of the state sector (and collective ownership). Also noted is a law-abiding attitude, equally important to development has been slow to develop. The author goes on to point out that the foreign investment process is too complicated, and its company law too restrictive. A first priority should be to strreamline regulations, as well as liberalize trade policy and increase efforts in privatization of state enterprises. In this respect the author notes that export processing zones may be a useful interim instrument to attract foreign investment but should be phased out over time.     Science - Technology Development: A Case of Ho Chi Minh City, Vietnam

    Purpose: This study aims to analyze s the results and limitations of Ho Chi Minh City's scientific and technological development in international integration, from which the study proposes solutions to develop science and technology to meet the requirements of science and technology sustainable development needs in Ho Chi Minh City, Vietnam.   Methods: This study uses qualitative methods to analyze the development of science and technology in Ho Chi Minh City. The article also uses analytical, synthesis, logical, and historical methods to clarify the results and limitations of science and technology development in Ho Chi Minh City.   Findings: From the analysis and assessment of the reality of science and technology development in Ho Chi Minh City, the study contributes to proposing solutions to develop science and technology, and innovate to meet requirements for rapid development in Ho Chi Minh City today.   Research, Practical & Social Implications: This study will help the Ho Chi Minh City government to fully understand the achievements and limitations of science and technology development in Ho Chi Minh City in the process of international integration.   Originality/value:  The value of the study will be aware of the results and limitations of science and technology in Ho Chi Minh City and having timely and scientific solutions is the basis for making good use of the achievements of the 4.0 industrial revolution to meet the needs of the requirements for socio-economic development in Ho Chi Minh City's future
