    I frånvaron av en nationellt sammanhållen bostadspolitik står kommunerna med ett tungt ansvar att sörja för sina invånares rätt till en bostad. Som konsekvens av allmännyttans förändrade roll behöver kommunerna i högre grad förlita sig på att marknaden ska bidra med lösningarna. Under senare år har byggtakten i Sverige visserligen ökat, det som byggs är dock för dyrt för stora delar av befolkningen. I detta har kommunens möjlighet att utöva markägarskapet för att ställa krav på låga hyror vid markanvisning pekats ut som ett potentiellt verksamt verktyg. Den relativt oprövade strategin förekommer i några få svenska kommuner. Ett uppmärksammat försök till implementering pågår sedan 2014 i Frihamnen i Göteborg, en ansats till försök går även att urskilja i Stockholm sedan 2017. Med utgångspunkt i begreppen bostadsregim och handlingsutrymme utforskas och jämförs dessa två fall i syfte att utveckla förståelsen för det kommunala handlingsutrymmet att öka utbudet av billiga hyresbostäder med hjälp av aktiv markpolitik. Resultatet visar att kommunerna verkar ha ett visst handlingsutrymme att implementera strategin, ett handlingsutrymme som tycks vara använt i Göteborg och till stor del oanvänt i Stockholm. Skillnaden beror sannolikt på faktorer såsom styrning, markägarskap, marknadsförutsättningar, administrativa och ekonomiska resurser, organisationskultur, tjänstepersonernas självbild samt stigberoendet i den svenska bostadsregimen. Resultat nyanserar också potentialen i strategin genom att visa på aspekter som både talar för och emot dess implementering. Än återstår dock att se vilka av markanvisningarna som kommer att förverkligas. Bristen på en nationellt sammanhängande bostadspolitik framstår som alltjämt påträngande.In the absence of a nationally coherent housing policy, the municipalities are expected to take responsibility for providing for their residents' right to housing. As a consequence of the changing role of the municipal housing companies, the municipalities need to rely increasingly on the market to contribute with the solutions. In recent years, housing construction in Sweden has indeed increased, what is being built is nevertheless too expensive for large parts of the population. Given the circumstances the municipality's possibility to exercise land ownership in order to condition land allocation with requirements for low rents has been identified as a potential tool. The relatively untested strategy can be found in a few Swedish municipalities. One attempt at implementation that has drawn the public attention is in progress since 2014 in Frihamnen in Gothenburg, another approach to attempts is also possible to distinguish in Stockholm since 2017. Based on the concepts of housing regime and discretion, these two cases are explored and compared in order to develop an understanding of the municipal discretion to increase the supply of affordable housing by means of active land policy. The results show the occurrence of some municipal discretion to implement the strategy, a discretion that seems to have been used in Gothenburg and mostly unused in Stockholm. The difference is probably due to factors such as local governance, land ownership, market conditions, administrative and financial resources, organizational culture, the identity of the public officials and the pathdependency of the Swedish housing regime. The results also nuance the potential of the strategy by showing aspects that both speak for and against its implementation. However, it remains to be seen which of the land allocations will be realized. Meanwhile, the lack of a nationally coherent housing policy remains as a matter of great concern

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    I det bostadspolitiska tomrummet - en kvalitativ studie av alternativa finansieringsmetoder för nyproduktion av ekonomiskt överkomliga hyresrätter

    Förändringar i den svenska bostadsregimen har öppnat ett bostadspolitiskt tomrum som begränsar allmännyttans handlingsutrymme och marknadens incitament att producera ekonomiskt överkomliga hyresrätter. Frågan om hur allas rätt till bostaden ska garanteras står obesvarad, alltjämt som bostadsojämlikheten i samhället intensifieras. Genom en intervjustudie utforskas hur kommunen hanterar problematiken, samt hur byggaktörerna ETC Bygg och Trianon manövrerar inom det bostadspolitiska tomrummet med hjälp av alternativa finansieringsmetoder. Trianon med en breddad investeringsstrategi och ETC Bygg med gräsrotsfinansiering understöd av en ideell organisationslogik. Resultatet visar att fastighetskontorets handlingsutrymme är begränsat till att sätta agendan för och medla i dialogen mellan stadsutvecklingens olika aktörer. Studien belyser hur aktörerna anpassar sig till det finansialiserade samhällets förutsättningar men använder två olika finansieringslösningar förankrade i deras kontrasterande ideologiska skiljelinjer. Trianon agerar i linje med rådande finansiella strukturer. ETC Bygg däremot strävar med hjälp av - vad som av studien identifieras vara en - medborgardriven gräsrotsfinansiering efter att motverka finansialiseringen av bostadsregimen och demokratisera urban governance för att förändra den bostadspolitiska diskussionen. Detta genom att visa hur bostäder med låga hyresnivåer kan produceras utan vinstkrav. Slutligen beskrivs de långsiktiga risker som blir allt mer överhängande i takt med att privata aktörer övertar offentlighetens ansvar för den generella bostadsförsörjningen.Changes in the Swedish housing regime have opened a housing policy gap, limiting the public housing company's room to manoeuvre and the market's incentive to develop affordable housing. The question of how to ensure everyone's right to housing is unanswered still as the housing inequality intensifies. The study explores with the help of interviews how the municipality of Malmö struggle to cope with the problem, as well as how the housing developers ETC Bygg and Trianon manoeuvre within the housing policy gap using alternative financing methods. Trianon, by implementing an unconventional investment strategy and ETC Bygg by crowdfunding granted by their non-profit policy. The result demonstrates that the municipality’s room to manoeuvre is limited to dictate the agenda for and to mediate the dialogue between urban developers. The study illustrates how the actors adapt to the logics of financialization. However, they do this by using different means of financing which expose their contrasting ideologies. Trianon acts in line with current financial structures. ETC Bygg, on the other hand, pursues to counteract the financialization of the housing regime and democratize urban governance to change the public debate on housing policy. This through - what is identified by the study as - a ‘crowdfunding campaign powered by local citizens’ ETC Bygg argue that affordable housing can be developed without the demand for return on investment. The thesis concludes by emphasizing the impending long-term risks associated with the increasing private influence over the formerly publicly warranted right to housing

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
