Financial safety nets and incentive structures in Latin America
The literature on safety nets has become technically more precise by drawing on advances in contract theory and optimal governance structure. This paper begins with a treatment of some aspects of the theory. The author's approach draws more on institutional economics, and more precisely on the approach taken by Kindleberger (1978), in the sense that he believes the design of good financial safety nets for Latin America depends upon an understanding of the way that formal ex-ante safety nets have broken down during times of crisis over the past one hundred years. In this paper then author explores issues surrounding safety nets for financial systems in small open economies like those in Latin America. The starting point in Section 2 is the idea that asymmetric information will generally restrict the scope for lending to potential borrowers. Section 3 shows that government regulation of financial intermediaries can frequently lower the cost of lending. Section 4 discusses the creation of central banks in Latin America in the 1920s as an innovation to promote financial deepening. Section 5 shows that the extension of the safety net to depositors is a relatively new and untested development. Section 6 concludes with a discussion of the design of safety nets that takes into account the principles developed in the paper.Financial Crisis Management&Restructuring,Payment Systems&Infrastructure,Financial Intermediation,Banks&Banking Reform,Labor Policies,Financial Intermediation,Financial Crisis Management&Restructuring,Economic Theory&Research,Environmental Economics&Policies,Banks&Banking Reform

The coevolution of renewable resources and institutions - implications for policy design
This PhD thesis studies how natural renewable resources and institutions governing those resources mutually influence each other. Theoretical models are developed in which members of a small community have joint access to a common pool resource. We analyze under which circumstances social norms of cooperation evolve that effectively regulate resource exploitation, but also when those social norms break down, identifying obstacles for community governance. Furthermore, in the light of biological and social complexity this thesis analyzes how governmental policy should be designed if self-governance is not sufficient to protect the resource stock. The insights obtained are applied to the case of Arcto-Norwegian cod. An optimal management plan is developed that can be adapted to several policy objectives concerning the utilization of the fleet. In addition, management advice is given for the case that harvesting may trigger an evolutionary response of the fish stock. </p
Genetic association study of QT interval highlights role for calcium signaling pathways in myocardial repolarization.
The QT interval, an electrocardiographic measure reflecting myocardial repolarization, is a heritable trait. QT prolongation is a risk factor for ventricular arrhythmias and sudden cardiac death (SCD) and could indicate the presence of the potentially lethal mendelian long-QT syndrome (LQTS). Using a genome-wide association and replication study in up to 100,000 individuals, we identified 35 common variant loci associated with QT interval that collectively explain ∼8-10% of QT-interval variation and highlight the importance of calcium regulation in myocardial repolarization. Rare variant analysis of 6 new QT interval-associated loci in 298 unrelated probands with LQTS identified coding variants not found in controls but of uncertain causality and therefore requiring validation. Several newly identified loci encode proteins that physically interact with other recognized repolarization proteins. Our integration of common variant association, expression and orthogonal protein-protein interaction screens provides new insights into cardiac electrophysiology and identifies new candidate genes for ventricular arrhythmias, LQTS and SCD

Protein and energy nutrition of marine gadoids, Atlantic cod (Gadus morhua L.) and haddock (Melanogrammus aeglefinus L.)
Primary goals of this thesis were to: 1) examine the in vivo digestion of macronutrients from conventional or alternative feed ingredients used in practical diets of juvenile gadoids (Atlantic cod and haddock), 2) document growth potential of fish at the juvenile grower phase given varying levels of dietary protein and energy and 3) assess the potential of in vitro pH-Stat methods for rapid screening protein quality of feed ingredients, specifically for gadoids. All primary research questions were linked to and built upon one another with the goal of gaining a better understanding of protein and energy utilization of juvenile grower phase gadoids. Studies showed that cod and haddock have a high capacity to utilize a wide range of dietary feed ingredients, such as fish meals, zooplankton meal, soybean products (meal, concentrate and isolate) and wheat gluten meal. New dietary formulations for gadoids may also utilize pulse meals, corn gluten meal, canola protein concentrate and crab meal. Digestibility data in this thesis is currently the only research that examined both in vivo and in vitro macronutrient digestibility of a large number and wide range of individual ingredients, specifically for gadoids. This is essential to gain new knowledge on protein and energy utilization as well as for least-cost ration formulations and effective substitution of ingredients into new formulations. Data has demonstrated a dietary digestible protein/digestible energy (DP/DE)ratio of 30 g DP/MJ DE is required for gadoids during the juvenile phase (in vitro closed-system pH-Stat assay for rapid screening protein quality of test ingredients that is ‘species-specific’ to gadoids. It is demonstrated that in vitro results generally reflected results obtained through conventional in vivo protein digestibility methods. Studies resulted in the first generation of a ‘gadoid-specific’ proteolytic enzyme extraction method and in vitro closed-system pH-Stat assay which may be useful to investigate protein digestion, absorption and metabolism of gadoids and further development of their feeds. </p
'Keeping the bastards honest': the promise and practice of freedom of information legislation
In the last decade the number of countries that have enacted Freedom of Information (FOI) laws have increased dramatically. In many respects FOI laws have become a democratic 'right of passage'. No FOI, no 'proper' democracy.
The promises of FOI regimes are far-reaching: access to personal information and increased transparency in the form of third-party independent access to government-held information will prevent corruption and maladministration and encourage the public to participate more fully in the political process. But are the promises borne out by the practice of FOI?
To answer this question this thesis will track a number of real-life FOI requests in five countries. Based on this and other data this project will lay the foundation for the first International Freedom of Information Index, ranking five countries on how their FOI regimes deliver on the promises made. Included in the ranking will also be an evaluation of the legal situation for media whistleblowers and shield laws for journalists.
The thesis will show that it is easier to promise information access than to implement it. It will demonstrate that for most of the countries of study FOI laws serve more as a PR tool projecting an illusion of an informed public, rather than granting real independent access to quality information
Do proton pump inhibitors reduce the incidence of pharyngocutaneous fistulae following total laryngectomy?
Includes abstract.Includes bibliographical references.Pharyngocutaneous fistula is a common complication of total laryngectomy. We hypothesised that perioperative proton pump inhibitor (PPI) treatment could reduce the incidence of pharyngocutaneous fistulae. This prospective placebo-controlled double-blind randomised controlled trial compared PPI treatment (14 days enteral omeprazole) with a placebo in patients undergoing primary total laryngectomy. The incidence of pharyngocutaneous fistula was recorded
