    I finanziamenti pubblici alle infrastrutture aeroportuali: da misure generali rientranti nelle politiche nazionali a misure valutabili alla luce della disciplina sugli aiuti di Stato

    This document aims to trace the development phases of the guidelines on state aid in air transport, with particular attention to the Airport situation. The public financing of airport infrastructure was long considered an intervention of national economic policy, which doesn’t fall within the competence of the Commission and can not be assessed under the rules of State aid. The first different trend have occurred with the judgment Aéroport de Paris, confirmed also by the judgment Leipzig-Halle few years later. This judgment said in a more decisive way, that the public financing of infrastructure may fall in the field of state aid, if the infrastructure have to be commercially exploited by the airport management undertaking. The importance of this ruling is very wide, because the same principle can be extended to all cases of public funding for the construction, maintenance or expansion of infrastructure, regardless of the concerned economic sector. This new approach has created uncertainty and many doubts, because the Member States don’t know which kind of measure can be put in place without falling within the scope of state aid. In other words, the dividing line between measures as an exercise of public power and measures such as incompatibile aid with the Treaty doesn’t seem to be really clear.Questo documento si propone di ripercorrere le fasi evolutive della disciplina degli aiuti di Stato in tema di trasporto aereo, con particolare attenzione alla fattispecie aeroportuale. Il finanziamento pubblico delle infrastrutture aeroportuali è stato per molto tempo considerato un intervento di politica economica nazionale, non rientrante nell’ambito di competenza della Commissione e non valutabile alla luce della disciplina sugli aiuti di Stato. Le prime inversioni di tendenza si sono avute con la sentenza Aéroport de Paris, poi confermate qualche anno più tardi anche dalla sentenza Lipsia-Halle. Quest’ultima ha affermato in modo ancora più deciso che anche il finanziamento pubblico alle infrastrutture può rientrare nell’ambito di applicazione della disciplina sugli aiuti di Stato, qualora l’opera finanziata è destinata ad essere sfruttata commercialmente dall’impresa di gestione aeroportuale. La portata di questa pronuncia è molto ampia, perché il principio di diritto emerso è estendibile a tutte le fattispecie consistenti in interventi pubblici per la costruzione, manutenzione o ampliamento delle opere infrastrutturali, a prescindere dal settore economico interessato. Questa nuova impostazione ha creato incertezza e non pochi dubbi, perché agli Stati membri non è chiaro quali interventi possano porre in essere senza incorrere nel divieto degli aiuti di Stato. In altre parole la linea di demarcazione tra misure come esercizio di un potere pubblico e misure come agevolazioni incompatibili con il Trattato non sembra essere ancora nettamente definita

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Use of Capillary Electrophoresis for Polysaccharide: Studies and Applications

    CE applications to charged polysaccharides are briefly reported. A simple procedure is presented to determine the esterification degree of a hyaluronan derivative. In this case the degree of substitution was as low as 14 %. The molecular weight distribution of mannuronic oligosaccharides mixture produced by hydrolysis of native polymannuronic is readily calculated from peak area of the species resolved by CE on the basis of a specific degree of polymerization. The influence of the applied electric field strength on the free solution mobility of hyaluronan samples is briefly addressed for molar masses of the order of 105 and 106 g/mol. The data are compared with the results obtained for a 50 % galactose substituted HA. Mobility data obtained as a function of buffer pH for a native HA sample as well as for two galactose-amide HA derivatives, having slightly different degrees of substitution, are presented and discussed in terms of the polymer charge density parameters ξ. In most cases, more questions than answers arise from the application of CE to charged polysaccharides. However, perspectives are disclosed for a further understanding of the reliability of CE applied for the structural elucidation of such macromolecules

    The privilege deed granted by Isabella of Aragon to the Jews of Bari This paper  is the edition of a notarial deed relating to an agreement entered into between the universitas of Bari and the local Jewish community. Among other inserts, the deed contains an unpublished privilege granted in 1522 to the Jews of Bari by its feudal lord, Isabella of Aragon, concerning the safety of the Jewish families, their general assets, and the methods of exercising the activity of moneylending. The author provides a close analysis of the manuscript and a biographical note on Isabella of Aragon which explains the context in which the deed was granted, comparing its articles with similar measures previously issued in favour of Jews living in the Kingdom of Naples.In questo lavoro si presenta l’edizione di un atto notarile relativo a un accordo stipulato tra l’Universitas di Bari e la locale comunità ebraica. L’atto contiene, tra gli inserti, un inedito privilegio concesso nel 1522 agli ebrei di Bari dalla feudataria della città Isabella d’Aragona e relativo alla sicurezza delle loro famiglie, dei loro beni e alle modalità di esercizio dell'attività di prestito. Dopo una attenta analisi del manoscritto, l’autore fornisce cenni biografici su Isabella d’Aragona e si sofferma ad analizzare gli articoli che compongono il privilegio, confrontandoli con provvedimenti simili già emessi in precedenza a favore degli ebrei del regno di Napoli.
