No full textThe purpose of this research is to describe and analize the implementation of Authory of the head of Sub- Districtbased on law No. 32 of 2004 on Regional Government (studies on the office of Tanjung Selor and Tanjung Palas Sub-District of Bulungan, North Berneo) about the implementation in terms of sub-district in Tanjung Selor and TanjungPalas sub-District of Bulungan. Based of the law No. 32 of 2004 concerning local government in which the delegationof authory from the regent to the head of sub-distruct is a from of desentralized system of govenment in strengtheningthe organizational structure at districtand maximizing the service. The reseach method used a descriptive studywith a qualitative approach. Reseachs used data collection techniques though interviews, observation, and documents.The focus of reseach is the Analycis on the implementation of Authory of the head of Sub-Distruct based onlaw No. 32 of 2004 on regional Govenment (studies on the office of Tanjung Selor and Tanjung Palas Sus Distruct,Distruct of Bulungan, North Borneo). Based on the results of a study conducted reseachers at Tanjung Selor andTanjung Palas Sub-Distruct are there several problems associated with the authory of the head of sub-district, such asthe coordination on the soceity development, the coordination and maintenance of public intrasstructure and facilities,the coordination of govenments activities in sub district level, and village in order to carry out community serviceinto a scope of duties that can not be carried out optimally. The finding of this research is that in the implementationof the task is not in accordance with what is expeted, the authory i not yet clear, lack of community participation andlaw human resources in the sub-district office. The inhibiting factors are innefective communication, minimum resources,disposition and bureaucratic structures that do not fuction properly. It is suggersted that the service wouldbe optimal by revamping the Tnajung Selor and Tanjung Palas sub-district office.
THE ROLE OF THE GOVERNMENT IN THE EFFORT OF MANGROVE FOREST CONSERVATION IN THE COASTAL AREA OF TARAKAN CITY, NORTH KALIMANTAN PROVINCE
No full textThe city of Tarakan has a very wide mangrove forest, as for the phenomena and problems in mangrove conservation, namely the irresponsibility of the community who transfers land functions for personal purposes. Some of the mangrove areas are aquaculture areas by the community and there are residential areas in the mangrove area. The purpose of this study is to analyze and determine the aspects that influence the role of the government in its efforts to preserve mangrove forests in the coastal area of Tarakan City, North Kalimantan Province. The method used is descriptive qualitative. The research was carried out in the City of Tarakan and the City of Tanjung Selor, the Province of North Kalimantan, for data collection the authors visited the Forestry Service of the Province of North Kalimantan, the KPH of the City of Tarakan and the BLH of the City of Tarakan. Data were collected through direct observation, interviews and documentation. This research resulted in the role of the government as a facilitator, regulator, catalyst and efforts to preserve the mangrove forest of Tarakan City, namely mangrove conservation areas, mangrove replanting, restoration/rehabilitation of mangrove areas, public education and factors that have an influence including the availability of facilities and infrastructure, budget availability, partnerships and community participation. The conclusion shows the role of the government in its efforts to preserve mangrove forests in the coastal area of Tarakan City as much as possible, but there are still obstacles in the field that are in direct contact with people who carry out activities around the mangrove area and the need for budget fulfillment for the implementation of mangrove forest rehabilitation

No full textProductivity is essentially an input factor effectiveness in generating output. Increasing the amount of labor that is not accompanied by an increase in the performance of the worker will affect the production process and will ultimately hamper economic growth. This research seeks to analyze the effect of the level of wages on labor productivity in Indonesia period 2006-2013 . To answer these objectives is to analyze the effect of the level of wages on labor productivity in Indonesia , used Simple Linear Regression analysis tool . The data used in this research is secondary data drawn from the BPS. Research results revealed positive influence on the wage rate of labor productivity in Indonesia . The wage rate has a positive and significant impact on labor productivity . Individual variable salary has a positive and significant relationship to productivity of labor in Indonesia . From the analysis it can be concluded the greater the province minimum wage and average wage / salary given and is owned by the workers , the greater the level of labor productivity. Melalui sosialisasi, para siswa yang bakal menggunakan hak pilihnya bisa berpartisipasi dalam memberikan suaranya pada Pemilu 2024 mendatang. Sehingga kalangan pelajar atau pemilih pemula perlu dibekali dengan pendidikan politik karena mereka adalah calon-calon pemilih yang akan memberikan hak suaranya pada Pemilu 2024 mendatang atau yang akan datang. Kegiatan pengabdian masyarakat ini dilakukan untuk memanfaatkan potensi pemilih pemula yang dimiliki Desa Gunung Sari dalam keikutsertaannya pada pemilu akan datang maupun kedepannya. Based on these problems, it is considered important to assist in the management of library archives in Gunung Sari Village, Tanjung Selor District, Bulungan Regency, which is the only library managed directly by the Village Government and is a place for the community, especially people who are still in school, to gain knowledge by reading directly in the library that has been provided. provided by Gunung Sari Village. The method used in this service uses lecture techniques and training provided directly in the mentoring activities. Furthermore, the results obtained are improvements made in the management of the Gunung Sari Village Library archives, namely re-managing the library archives, classifying books and arranging them systematically on bookshelves which have their own categories to make it easier to find, as well as helping human resource
