    In every construction job there must be a risk, the risk is a consequence of an uncertain condition. In a construction work the uncertainty is substantial because it can't be predicted exactly how much profit or loss will be obtained. Because of this, there is a need for risk management analysis from early of a construction project to reduce the risk and impact of possible risks. The results of this study by using the method of principal component analysis based on the method of likelihood are aspect difficult locations, the bureaucracy of the necessary permits, condition of the land acquisition is difficult, the weather conditions, health and safety, payment is not on time, delays in delivery of materials, location and site conditions are bad, demonstration/despoliation on location of the project, policy of government's political, interest rates on bank loans and the quality of materials that are less good; based on the impact are aspect of order changes, human error, weather conditions, natural disasters, lack of timely payment, health and safety, communication and coordination, equipment, material prices, equipment is not feasible and the culture and customs. While the research results using measurement scale AS / NZS according the likelihood of events resulted in three aspects of risk is very high, 5 aspects of high risk and 4 aspects of intermediate risk, and based on the impact occurs produces one aspect of risk is very high, four aspects of high risk 5 aspects medium risk and one low risk aspect

    Masalah yang sering terjadi di proyek konstruksi adalah penyerahan hasil proyek yang terlambat dikarenakan ketidaksesuaian antara rencana awal dengan realisasi yang ada dalam pelaksanaan proyek. Untuk menghindari keterlambatan pekerjaan, maka diperlukan adanya pengendalian proyek yang dapat mengevaluasi kinerja dan kapan diperlukan langkah perbaikan diperlukan, sehingga diperlukan metode penjadwalan dan pengendalian yang sensitive, artinya dapat mengungkapkan dan menditeksi penyimpangan sedini mungkin.Penelitian ini bertujuan untuk menerapkan metode Critical Chain Project Management dalam mencari solusi optimalisasi dan pengendalian kinerja waktu pada penjadwalan proyek konstruksi. Metode penelitian yang digunakan adalah metode studi kasus pada proyek pembangunan Hanggar PT. Gudang Garam,Tbk Sidoarjo dengan mengumpulkan data hasil tinjauan langsung pengamatan dan wawancara serta data pihak internal yaitu PT. Dutikon Sejahtera sebagai pengawas dan PT. Pamenang Buana Raya sebagai pelaksana proyek. Kemudian berdasarkan data tersebut, membuat jadwal baru dengan menggunakan metode Critical Chain Project Management , yang nantinya akan dilakukan pengukur kinerja proyek dan diharapkan dapat mengatasi permasalahan pengendalian dan penyelesaian akhir proyek.Hasil dari penelitian ini, dengan menggunakan metode C ritic al C h ain P r o j e c t Management terbukti dapat mengoptimalisasi jadwal karena dapat menghilangkan waktu tunggu dengan menghilangkan waktu pengaman pada setiap pekerjaan, menyisipkan project buffer dan feeding buff er .     Dalam pelaksanaan proyek, diperlukan pengendalian untuk menghindari terjadinya penyimpangan. Ada tiga hal yang perlu diperhatikan dalam pengendalian tersebut, yaitu: biaya, waktu dan mutu yang sesuai dengan rencana. Namun dalam kenyataannya, keterlambatan penyelesaian proyek sering terjadi karena salah satu dari tiga kompenen keberhasilan tidak terpenuhi. Tujuan penelitian ini adalah untuk mengetahui pengaruh keterlambatan dimulainya pembangunan ditinjau dari aspek finansial atau kelayakan investasi. Pengaruh tersebut didapat setalah melakukan analisa regresi dan least square terhadap perbandingan persentase kenaikan standar satuan harga dan nilai Inflasi. Hasilnya, kemudian digunakan untuk mencari nilai kembali modal ( Payback Period ) dan keuntungan bersih (NPV). Penelitian ini menghasilkan waktu kembali modal ( P a y b a c k P e rio d ) sebelum terjadi keterlambatan adalah tahun ke-11 masa investasi dengan NPV sebesar Rp.58.228.323.208,-. Setelah terjadi keterlambatan waktu kembali modal ( Payback Period ) menjadi tahun ke-13 masa investasi dengan NPV sebesar Rp.47.508.214.851,-. Selisih sebelum dan sesudah terjadi keterlambatan pembangunan untuk tahun pertama sebesar Rp. 12.357.823.217,- . Dan jika keterlambatan melebihi empat tahun, maka investasi sudah tidak layak lagi untuk dilakukan. Kata kunci: Keterlambatan, analisa investasi, PBP, NP

    The purpose PDAM is service and satisfy clean water and source of regional revenue. In the implementation of water distribution, PDAM have some problems such as loss water or contaminants the outside. The purpose of research are: Analyze clean water needs based on population and number of subscribers; Analyze prediction rate of loss water; Analyze level of importance and performance matrix. Type of research method is descriptive, data have been obtained and analyzed based on literature related to the issue: analyze water loss, type of customer, water flow, number of subscribers and number of population and spread questionnaire to analyze level of importance and performance. Based on research results, water needs years of 2020 according the prediction total population is 1162.326 liters/second and prediction of clean water needs is 1,140,880 liters/second; Calculated prediction rate of loss water is 29.61%; After validity and reliability, calculate avarege all indicators, based on level of importance and level of performance. Factors that influence level of importance and level of performance of PDAM is quadrant A (top priority) and quadrant B (preserve achievements) at importance and performance matrix. Have a value larger 4.19 for importance and larger 3.39 for performance matrix

    —The Government of Ende District plans to build a Job Training Center of Ende District on an area of 2.4 hectares. The land must be firstly filled because its surface elevation is below the elevation of the road side surface. The land filling is carried out by using heavy equipment consisting of Excavators, Dump trucks, Bulldozers and Rollers. The objectives of this research are to analyze the combination of heavy equipment types and determine the minimum cost and efficient time for the construction project of land filling work on Job Training Center of Ende District. The research type is quantitative descriptive research using data sources collected based on observation, interview, and documentation methods. The observation method was used to obtain the cycle time of each heavy equipment use and the efficiency of working hours of each heavy equipment use every day. The interview method was used to obtain information for the research objectives by asking questions in face-to-face meeting between the interviewer and the informant. Moreover, the documentation method was used to get pictures or photos in the work location based on the combination of heavy equipment use. The results of the calculation found that the most effective combination based on cost and time analysis is the alternative use of a combination of 4 types of heavy equipment, consisting of 1 Unit of Excavator (12 Days), 2 Units of Dump Truck (5 Days), 2 Units of Bulldozer (1 Day), and 1 Unit of Roller (10 Days) with a total operational cost of IDR 210,679,286 and a work period of 12 days. However, construction project activities often occur such as those occurring at the Public Works Department of Water Resources of Sidoarjo Regency caused by the lack of expertise possessed by a Project Manager in carrying out its duties and responsibilities to coordinate and integrate all available resources to achieve specific targets of performance time of the project. Therefore, it is necessary to research the competence of project managers such as Conceptual Skills, Technical Skills, and Social Skills. Data collection was done by distributing questionnaires and then processed using SPSS v.20 software. It can be concluded that the three variables affect simultaneously to project time performance.     Optimizing agricultural land area to increase productivity for anticipating decreasing irrigation water supply

    In order to maintain food security in Indonesia it is very necessary to organize the provision of irrigation water as well as possible. Current surface water discharge conditions have decreased compared to 10 years ago so that there really must be efficiency and wise efforts in the provision of irrigation water in paddy fields. Many efforts to increase the productivity of paddy fields and one of them is by optimizing the area of paddy fields and regulating cropping patterns in the paddy fields. In the initial stage of this study an analysis of the availability of surface water discharge was then analyzed for irrigation water requirements that could be given to each paddy field in accordance with a predetermined cropping pattern. Then a land area simulation is carried out to obtain the most optimal land area. This simulation is carried out in the conditions of the wet season, the normal season and the dry season. Simulations are carried out with various cropping patterns including rice, secondary crops and sugar cane. Simulation results show that the most optimal land area is in the wet season, then the normal season and the dry season
