    Quality Control in the Preliminary Examination of Civil Society Submissions

    Pre-investigations within criminal justice systems have garnered much significance and attention in the last years with regard to core international crimes. Careful scrutiny is warranted as this is one of the most sensitive stages of such proceedings, often characterized by a complex mixture of factors such as broad prosecutorial discretion, limited public communication, delays, high public expectations, and political pressure.  Civil society organizations (CSOs) involved in such proceedings as triggers of (pre-)investigations into egregious crimes and mass human rights violations have a unique vantage point on these proceedings. Those civil society organizations, who will generally be in close contact with victims of such violations,areparticularly well-placed to observe the pre-investigation stage of the criminal proceedings, including experiencinghow in cases of grave crimes, deficiencies in preliminary examinations can be fatal to the prosecutory process triggered by a criminal complaint or submission. This article aims to provide some observations and critical remarks drawn from the practical experience of the authors in their work as part of a civil society organization as well as from an academic standpoint, both (I) at the domestic level, specifically in Germany (II),and at the International Criminal Court (ICC)

    The One-loop Open Superstring Massless Five-point Amplitude with the Non-Minimal Pure Spinor Formalism

    We compute the massless five-point amplitude of open superstrings using the non-minimal pure spinor formalism and obtain a simple kinematic factor in pure spinor superspace, which can be viewed as the natural extension of the kinematic factor of the massless four-point amplitude. It encodes bosonic and fermionic external states in supersymmetric form and reduces to existing bosonic amplitudes when expanded in components, therefore proving their equivalence. We also show how to compute the kinematic structures involving fermionic states

    Fragmentation of the notion of co-perpetration in international criminal law?

    The modes of liability that regulate participation in the context of international crimes tend to be structured in a way that takes into account the particular modalities and forms that connote the commission of war crimes, crimes against humanity and genocide. Moreover, mechanisms that extend the scope of individual criminal responsibility beyond one’s own actions are not unusual in international criminal law (i.e the command responsibility doctrine). Attention must be paid that the principle of individual and culpable responsibility is not violated, since from the Nuremberg process on it has been recognized in international criminal law exactly as in domestic law as a fundamental principle that refuses collective forms of criminal responsibility as well as strict liability for international crimes. In the international macro-criminal context specific problems arise in the process of attributing criminal responsibilities to individuals involved in the joint commission of crimes, where a plurality of persons acts with a common plan. Such difficulties consist in particular in distinguishing between (co-)perpetration (as a form of principal liability) and mere participation (as a form of secondary liability) to the common plan

    Reduced vagal modulations of heart rate during overwintering in Antarctica

    Long-duration Antarctic expeditions are characterized by isolation, confinement, and extreme environments. Here we describe the time course of cardiac autonomic modulation assessed by heart rate variability (HRV) during 14-month expeditions at the German Neumayer III station in Antarctica. Heart rate recordings were acquired in supine position in the morning at rest once before the expedition (baseline) and monthly during the expedition from February to October. The total set comprised twenty-five healthy crewmembers (n = 15 men, 38 ± 6 yrs, n = 10 women, 32 ± 6 yrs, mean ± SD). High frequency (HF) power and the ratio of low to high frequency power (LF/HF) were used as indices of vagal modulation and sympathovagal balance. HF power adjusted for baseline differences decreased significantly during the expedition, indicating a gradual reduction in vagal tone. LF/HF powers ratio progressively shifted toward a sympathetic predominance reaching statistical significance in the final trimester (August to October) relative to the first trimester (February to April). This effect was particularly pronounced in women. The depression of cardio-vagal tone and the shift toward a sympathetic predominance observed throughout the overwintering suggest a long-term cardiac autonomic modulation in response to isolation and confinement during Antartic overwintering

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    Diving activities at Pemuteran Beach are well known in Bali, various researches have been conducted to study about Pemuteran Beach, especially in diving activities. However, there are few studies on safety and image in diving activities at Pemuteran Beach. Therefore, this research aims to: a) determine the influence of image on tourists' decisions to carry out diving in the Pemuteran Beach area, b) determine the effect of safety on tourists' decisions to carry out diving activities in Pemuteran Beach, and c) to determine the influence of image and safety of tourists' decisions to carry out diving activities at Pemuteran Beach. This research used a survey method with a quantitative approach. To answer the formulation of the problem, a total of 104 samples were collected by accidental sampling technique to answer a questionnaire containing 39 items. The collected data were then analyzed descriptively and inferentially using SPSS 26.0 and AMOS 26.0. Based on the data collected, the following results were obtained: a. Image partially has no significant effect on tourists' decisions, b. Safety partially has a significant influence on tourists' decisions, and c. Image and Safety simultaneously have an influence on tourists' decisions. This research is expected to provide a reference for tourist villages as study material in developing tourist destinations.Keywords : Diving, image, Pantai Pemuteran, safety, tourist decision
