Role of County Governor’s Administration in Lithuanian System of Public Administration.
The Master Thesis “Role of County Governor’s Administration in Lithuanian System of Public Administration” is prepared in 2010. The author of the paper is Tadas Simelis. The aim of the research: to analyse the role of county management in the Lithuanian System of Public administration, the tendency of change and historical process of this mechanism. For implementation of the aim of the research the following objectives have been set: to ascertain the historical role of counties; to analyse the functions assigned to county’s governor and the measures applicable; to discuss the reasons and the essence of public administration system reforms; to ascertain the role of the county governor’s administration in the system of public administration, to explore the opinion of employees of county governor’s administration, employees of municipality and users of the services rendered by public administration institutions. Upon the analysis of the opinion of the employees of municipality, we can conclude that, according to the opinion of the employees of municipality, the functions of county governor’s administration can be taken over by municipalities, hereby improving rendering of services for residents. The activity of county governor’s administration is only important, when implementing regional programs. The employees of municipalities have no very divergent opinion, neither positive, no negative, on liquidation of the county governor’s administration and think that the liquidation of that institution will provide both positive and negative after-effects. The biggest attention, when liquidating the county governor’s administrations, must be given for strategic assessment of that process. The analysis of the employees of county governor’s administration showed that, the opinion of the employees of the county governor’s administration was coincident with the opinion of the municipality’s employees concerning the fact that within the period of the tough times the county governor’s administrations had to be retained as an institution, but the amount of employees should be decreased. The employees of the county governor’s administration assess their work favourably and state that the county governor’s administration is a well-established institution. According to their opinion, when liquidating the county governor’s administrations, the biggest attention must be given for fluent assignment of the functions. Upon the analysis of the opinion of the users of services rendered by county governor’s administrations, it was established that, basically, the users valuated the activity of the county governor’s administration adversely (78 per cent) although visited this institution quite rarely. They hoped that after liquidation of the county governor’s administrations the rendering of services for residents would improve, but pointed out that the main factor, which should be considered, when liquidating the county governor’s administrations, must be dismissal of employees

Implementation and perspectives of electronic governance in Lithuania: the society interaction with public administration

Summary
The paper analyses the implementation of electronic governance and its perspective, some aspects of society interaction with public administration in Lithuania. The main principles of electronic governance creation as well as the resistance of electronic governance development from the point of view of public sector are discussed. The questions of peculiarities and assessment of the level of implementation of the e-government legal regulations are discussed, too. The author of the article suggests that the public administration and legal environment of e-governance is of crucial importance to the development of the knowledge society and knowledge economy, also, for the adaptation of the governmental bodies to the changing societal needs. The aim of this paper is to: (1) identify the issues of implementation of electronic government, the tendencies of electronic governance development in Lithuania; (2) analyse some questions of interaction between society and governance
by e-mail; (3) discuss the institutional aspects and perspectives of electronic governance development;
(4) provide some recommendations

Humanity's ever-expanding use of information technology provides an ever-increasing variety of threats to those who wish to do harm, one of which is DoS attacks, which can slow down or completely stop devices, causing dire financial and other consequences. For this reason, this topic is very important to better understand DoS attacks, to identify their operating principles, to observe how the packet flow changes during the attack. The problem of the thesis - every year the number of DoS attacks in the world increases, which is why it is important to collect data from these attacks for machine learning. The aim of the thesis is the creation of a simulation environment for the generation and analysis of DoS attack data. This is important because by collecting the right amount from the analysed attacks, it is possible to train devices with the help of machine learning and prevent the occurrence of DoS attacks. The work will use different tools to carry out these attacks, analyse network traffic by monitoring the impact of attacks on the server, collect data that can be used for machine learning to help identify DoS attacks and prevent them faster.Autorius Tadas Paulauskas. Baigiamojo darbo problema – kiekvienais metais pasaulyje daugėja atliekamų DoS atakų kiekis, dėl to yra svarbu, kad šios atakos būtų ištirtos ir būtų surinkti duomenys kurie yra reikalingi mašininiam mokymuisi. Baigiamojo darbo tikslas – simuliacinės aplinkos sukūrimas DoS atakų duomenų generavimui ir analizei. Tai yra svarbu, nes surinkus tinkamą kiekį duomenų iš išanalizuotų atakų galima apmokyti įrenginius mašininio mokymosi pagalba ir užkirsti kelią DoS atakų nutikimui. Investigation of thermally crosslinkable charge transport materials.
Chosen theme – investigation of Thermally Crosslinkable Charge Transport Materials. The author – Tadas Juknevičius. Leader assistant – Dr. Vygintas Jankauskas. Relevance: Renewable energy sources are increasingly used in the world, and solar collectors are one of the most popular. The most widely used silicon solar cells (SC) are quite expensive, so alternatives are being sought. Perovskite solar cells have comparable efficiency, and in addition, they can be produced much cheaper. However, they have several major disadvantages - they are not resistant to moisture and direct sunlight. To change this, we investigated the mechanical and charge transfer characteristics of organic semiconductors before and after crosslinking polymerization, hoping that the charge transfer properties of the material would not deteriorate and the mechanical properties would improve significantly. The aim of the study: to perform charge transfer studies of two organic semiconductors - V1241 and V1274 using XTOF method and to compare the obtained results. Also to produce a differential thermal analysis (DTA) device, which would allow accurate measurements of thermal events of samples, such as polymerization. The study was performed in NFTMC A328 and other laboratories. The work lasted from October 2019 to March 2020. Later on, data analysis and review of sources were performed. In the course of our work, we found that V1241 material was given stronger mechanical properties by crosslinking, and the charge transfer was not significantly affected. For V1274, we found that we could produce a quality sample only with a binder - polycarbonate. Three samples in a ratio of 1: 2, 1: 3 and 1: 4 with polycarbonate were tested. We observed that as the amount of polycarbonate in the sample increased, the mobility of the holes in the sample decreased rapidly, so the load transfer to this material was impaired
Parallel algorithms in cryptoanalysis.
The title of this work is “Parallel algorithms in cryptoanalysis”. The main idea of this individual final work of Master studies is to research parallel algorithms and Grid usages effectivity in cryptoanalysis. In the beginning of the work author provides the information on existing parallel programming methods, existing cryptosistems, symetric encrypt decrypt algoriphm and their hacking possibilities. In the second part of work author carrying out cryptoanalysis of DES cryptographies algorithms and choosing a parallel algorithm, based on MPI protocol to the future researches and experiments. Further based on cryptoanalysis of DES cryptographies algorithms results author describing experiment which is necessary to achived the main work goal. The received results of work and formulated conclusion finish research and show, that all collected information is analyzed, and the purposes put by the author are executed. In the closing part of the work author presents the main results of the work and suggests some recommendations
Parallel algorithms for linear algebra problems.
The title of this work is “Parallel algorithms for linear algebra problems”. The main goal of Master thesis is to research solving possibilities of linear algebra problems, using different kind of computing machines and dedicated linear algebra libraries. In the beginning of the work author introduces the comparison of the system for parallel computing such as symmetric multi-processing and massively parallel processing. Later in this chapter the main linear algebra problems and theirs solutions were introduced. In the beginning of the second part, different kinds of algorithms for solving linear equation systems, such as LU factorization and SVD – singular value decomposition, were researched. In the next part of this chapter author looked for possibility to make computations of linear equation system in a parallel way. In the practical part of the work, the author developed few programs, which were used for analysis of different kind of algorithms and used BalticGrid technologies for parallel solving of linear equation systems. In the closing part of the work author presents the main results of the work and suggests some recommendations
Kompozitinių plienbetoninių perdangų vibracijų tyrimai.
Developments in lightweight steel-concrete composite floors with long spans are resulting in structures with low natural frequencies. Potentially, these floors are sensitive to vibration issues. Vibrations are mostly caused by human activities on the floor. However, vibrations due to mechanical systems can also cause problems. This thesis analyses approaches on how to manually calculate natural frequency and dynamic response of slim composite floors by using available design guidelines. Composite slim steel-concrete floors with hollow-core slabs are chosen in the analysis because they are one of the most popular on construction market nowadays. Additionally, Finite Element Method software (i.e. SCIA Engineer and Autodesk Robot Structural Analysis) is used to determine the dynamic properties of these floors. Moreover, the author has created nomographs to calculate the natural frequency of floor elements much easier with less calculation. Finally, all results from the manual and numerical calculations, as well as nomographs are compared and concluded
Procedural law of Medieval Church (ordo iudiciarius) in the context of the defendant’s right to due process.
The paper examines the development of the Church’s procedural law ordo iudiciarius in the period from the middle of the 12th century to the end of 13th century. By looking from the perspective of the defendant’s right to a due process, the author aims to reveal circumstances for the formation of ordo iudiciarius and its main features in the stages when the opposing procedure models (accusatorial and inquisitorial) were applied in the Church courts
Teismo pagalba arbitražui, skiriant arbitrą
Straipsnyje analizuojama problematika, susijusi su teismo pagalba arbitražo procesui tuomet, kai teismo prašoma paskirti arbitrą. Autorius analizuoja, kokiais atvejais arbitražo proceso šalys gali kreiptis į teismą, prašydamos paskirti arbitrą, kokie teismai turi kompetenciją nagrinėti tokius klausimus, kokią reikšmę arbitro paskyrimas su teismo pagalba turi ateityje, kai prašoma panaikinti arba nepripažinti arbitražo teismo sprendimo. Siekiant detaliai išanalizuoti pasirinktą temą, gilinamasi į įvairias situacijas, kylančias ar galinčias kilti praktikoje. Straipsnyje daugiausia remiamasi užsienio specialiąja literatūra, taip pat aktualia teismų praktika, Lietuvoje galiojantis teisinis reglamentavimas lyginamas su kitų valstybių teisiniu reguliavimu, stengiamasi pateikti siūlymus, kurie būtų tinkami, siekiant visapusiškos teismų pagalbos arbitrų skyrimo procese. Išanalizavus straipsnyje aptariamus klausimus, autorius daro išvadą, kad LR komercinio arbitražo įstatymo nuostatos, reglamentuojančios arbitro skyrimą su teismo pagalba, turėtų būti aiškinamos plečiamai, kaip sudarančios prielaidas teismui paskirti arbitrą ne tik ad hoc arbitražo atveju, tačiau ir instituciniame arbitraže, kadangi priešingas įstatymo normų aiškinimas gali padaryti arbitražo procesą neįmanomą. Autorius taip pat daro išvadą, kad prieš paskirdamas arbitrą, teismas turėtų suteikti paskutinę galimybę ginčo šaliai pačiai įgyvendinti savo teisę ir pareigą skirti arbitrą. Ir tik pasyviajai šaliai to nepadarius, pats paskirti nepriklausomą, nešališką ir kvalifikuotą ginčo sprendėją.Arbitrator’s appointment is usually one of the most crucial aspects of arbitration, maybe even the most important after arbitration agreement itself. However, there are cases when arbitrator cannot be appointed in accordance with the agreed appointment mechanism. Therefore, both international and national laws foresee rules regulating the issue of arbitrator’s appointment. One of the possible scenarios to appoint arbitrator is to apply to a national court with a request of appointment. This scenario is also foreseen in Lithuanian law on Commercial Arbitration.
The subject-matter of this article is to analyse the issues related to the role of the courts in arbitration proceedings when the court is requested to appoint the arbitrator. When UNCITRAL adopted its new Model Law on International Commercial Arbitration in 2006, Lithuania amended its Law on Commercial Arbitration in 2012. This new law provides for modern approach towards court assistance to arbitration and allows national court to help arbitration proceedings by appointing arbitrator. Nevertheless, after four years of the application of this new law, there is almost no case-law on the issue. However, the popularity of arbitration is growing in Lithuania. Therefore, it is necessary to analyse in what situations and on what grounds the court may assist arbitration proceedings. Analysis of the subject-matter of this article will be useful for both arbitration scholars and practitioners.
In particular, the author examines cases when parties to arbitration proceedings have the right to apply to the court to appoint an arbitrator. The author also analyses which courts are competent in solving this category of disputes as well as whether the appointment of arbitrator in the court has any influence on the recognition or recourse proceedings. In order to reveal the subject-matter of this article author examines various situations which arise or may arise in the practice. The doctrine of foreign countries as well as case-law is the main source of this article. Legal regulation of Lithuania is compared to the regulation of foreign countries. After examining the abovementioned questions, author concludes that the provisions on arbitrator’s appointment of the Law on Commercial Arbitration should be interpreted broadly. In author’s opinion, court assistance to arbitration in arbitrator’s appointment should be possible not only in ad hoc arbitration but also when institutional arbitration is chosen because different interpretation of the law could make arbitration proceedings impossible. The author also concludes, that before appointing the arbitrator, the court should suggest, for the last time, the party to arbitration to appoint the arbitrator. Only if the passive party refuses to fulfil its duty, the court should appoint independent, neutral and qualified arbitrator
Problematics of regulating and applying the form of uab share purchase agreement.
Problematics of Regulating and Applying the Form of PLC Shares Purchase and Sales Agreement On 1 January 2015 the amendment of Art. 1.74(1)(3) of Civil Code of the Republic of Lithuania entered into force, which created the new regulation of the form of the Share Purchase Agreement. The abovementioned amendment established that the Share Purchase Agreement of UAB must be concluded in a notarial form if at least 25 % of the company’s shares are transferred and/or the price of the shares exceeds EUR 14 500. The objective of this Master thesis is to analyze in detail the legal regulation of the form of the UAB Share Purchase Agreement, to identify the existing problems and provide possible solutions to them. The first part of this Master thesis is a detailed analysis of the legal regulation of the form of the Share Purchase Agreement. Each form of the Share Purchase Agreement is assessed separately: a simple written form, a written form, when the security accounts of a company are managed by a professional brokerage and a notarial form. Besides, in this part of the Master thesis other institutes closely related to the agreement form are analysed as well e. g. the shareholder’s pre-emptive right, the consequences of non-compliance with the form requirements, the mandatory permissions of Lithuanian state institutions to conclude the Share Purchase Agreement. Also, in this part of the Master thesis, much attention is paid to the determination of the legislator’s motives and objectives in relation to the adoption of the abovementioned amendment and the evaluation of proportionality of chosen measures (notarial form). The second part of the Master thesis deals with the analysis of specific legal problems related to the mandatory notarial form of the Share Purchase Agreement. The author distinguishes several problems that have arisen. First, the problem of choosing a foreign jurisdiction law in the notarial form of the Share Purchase Agreement. Second, the problem of choosing a foreign language and its superiority over Lithuanian language in the notarial form of the Share Purchase Agreement. Furthermore, the author compares and evaluates the difference of cost and time consumption between a simple written form and the notarial form of the Share Purchase Agreement. Lastly, the author analyzes Share donation and Share exchange agreements as a way to avoid legal requirements, including, but not limited to, mandatory notarial form of Share Purchase Agreement. The third part of the Master thesis is dedicated to comparative analysis of the regulations of the Share Purchase Agreement Form of limited liability companies of the selected states. Possible regulatory models are distinguished and the aim is to assess the advantages and disadvantages of these models and to propose the best model for the Lithuanian legal system
