Is the discount on the secondary market a case for LDC debt relief?
No full textIn 1988, the prices on the secondary market of LDC debt averaged 50 cents per dollar of face value. From the observation of such discount, this paper goes one step further and argues thatthe debt should be written down in order to account for the discrepancy between the face and market value of the debt. The paper is structured as follows. Section 1 spells out the model, section 2 calculates the socially efficient and the post-default growth rates of the economy. Section 3 shows that the lenders, if they were to monitor the investment and the consumption strategy of the borrower, would choose a lower investment strategy than the socially efficient one. Section 4 shows how an optimum rescheduling can achieve the equilibrium described in section 3. Section 5 shows the dynamic inconsistency of the optimal strategy spelled out in section 4, and shows the link with the"debt overhang"literature. The proofreader in the trails of fiction in the context of the translation studies

E é justamente na fronteira entre realidade e ficção que se encontra o revisor-detetive Daniel Hernández, personagem central desta pesquisa, uma vez que seu autor Rodolfo Walsh (revisor, tradutor, ensaísta e, posteriormente, militante político) retira-o do mundo real e transporta-o para o ficcional. A presente pesquisa, portanto, tem por objetivo analisar a narrativa A aventura das provas de prelo, do escritor Rodolfo Walsh, como uma metáfora da tarefa do revisor, de seus rastros, de sua escrita, de seu trabalho de tradutor. Junto com o passo a passo do ofício do revisor, apresentamos o trajeto desta pesquisa: uma breve apresentação da vida de Rodolfo Walsh, bem como de sua literatura policial; conceitos relacionados à revisão, diretamente ligados ao dia a dia do revisor; a fundamentação teórica para a análise da tarefa do revisor e de sua criação como personagem de ficção, acompanhado de outros dois personagens: o revisor Raimundo Silva e o tradutor Gallus (abordados segundo uma visão mais conservadora, ou tradicional, de tradução e revisão) e o intérprete, senhor Kapasi (em cujas características reconhecemos uma visão denominada pós-estruturalista); a análise do personagem central criado por Rodolfo Walsh, o revisor-detetive Daniel Hernández. A título de desfecho, o ofício do revisor se apresenta como sempre mais ou menos terminado, sempre sujeito a falhas, confirmando que, ao menos no caso aqui estudado, não há crime perfeitoAbstract: Over the last years, a great number of papers have been written focusing on the part translators and interpreters play in literature and in the movies, but not many have concentrated on the proofreader's role. And precisely on the borderline between reality and fiction, we find proofreader-detective Daniel Hernández, the central character of this research, since his creator, author Rodolfo Walsh (proofreader, translator, essayist, and eventually, political activist), takes him out of the real world and plants him in the fictional. The scope of this paper, therefore, is to analyze the novel A aventura das provas de prelo (The Adventure of the Print Proofs), by author Rodolfo Walsh, as a metaphor of a proofreader¿s job, his tracks, his writings, and his work as a translator. Along with a step-by-step description of an proofreader¿s routine, we present the trajectory of this research: a brief presentation of the life of Rodolfo Walsh, as well as his police literature; concepts related to editing, directly connected to an proofreader¿s daily routine; the theoretical basis for the analysis of an proofreader¿s job and his creation as a fictional character, accompanied by two other characters: proofreader Raimundo Silva and translator Gallus (viewed through a more conservative or traditional lens of translation and editing) and the interpreter, Mr. Kapasi (in whose traits one can perceive a post-structuralist viewpoint); the analysis of the central character created by Rodolfo Walsh, proofreader-detective Daniel Hernández. The \"personal papers\" of Rodolfo Walsh: the violent job of the diarist
No full textEl presente trabajo propone un análisis de los diarios de Rodolfo Walsh escritos entre 1957 y 1976. Estas anotaciones personales, que lleva a cabo el escritor a lo largo de casi veinte años, se encuentran en el libro Ese hombre y otros papeles personales, editado por Daniel Link. De esta forma, la investigación se centra en estos textos personales que constituyen un verdadero cuaderno de bitácora del autor, ya que además de su diario abarca otras escrituras del yo vecinas y correlativas a éste, como memorias, relatos de infancia y diverso material de cuño autobiográfico. De este modo, el primer capítulo se centra en dos tópicos previos al trabajo específico sobre el corpus. El primero referido a la problemática de los géneros literarios que transita el escritor en su obra. Y en segundo término se analiza la cuestión del diario íntimo en general y, las escrituras del yo en referencia al diarista, como qué tipo de diario construye y las dificultades que presenta su fragmentariedad y heterogeneidad. El segundo y tercer capítulo se centran en el análisis del diario íntimo del escritor propiamente dicho, desde su estancia en Cuba entre 1959 y 1961 hasta su actuación en el caso Padilla en 1972, entre otras circunstancias. En el cuarto capítulo el análisis se basa en el material de cuño autobiográfico del escritor existente en el corpus y los rasgos autofigurativos que emergen del mismo. Finalmente, en el último capítulo el estudio incursiona en la problemática de la violencia revolucionaria para Rodolfo Walsh y cómo se configura ello a partir de los escritos del diarista. El trabajo se propone, en definitiva, una reflexión sobre esa heterogeneidad y heterodoxia del corpus a partir de la emergencia de un sujeto escindido y cómo opera y se configura ello en los propios textos y su vínculo con la escritura pública del autor.The present dissertation proposes an analysis of Rodolfo Walshs diaries written between 1957 and 1976. These personal notes, which have been made during almost twenty years, are in the book entitled Ese Hombre Y Otros Papeles Personales, organized by Daniel Link. Thus, this research focuses on these personal texts that are a real logbook of the author, considering that beside the diary, the notes include other correlated writings as memories, childhood stories and autobiographical material. The first chapter focuses in two preliminary topics: the first one is about the problems that emerge from the subject of the literary genres related to the author and his work, and the second one analyzes the issue of the diary in general, the scripts referring to the author, what kind of diary was built and the difficulties of its fragmentation and heterogeneity. The second and third chapters are centered on the analyses of the writers diary itself, since his stay in Cuba between 1959 and 1961 until his performance in \"Padilla\" in 1972, among other circumstances. In the fourth chapter the research is based on the autobiographic material of the writer inside the corpus and the personal traits which represent and emerge from it. Finally, in the last chapter the study goes into the problem of revolutionary violence to Rodolfo Walsh and how it is configured from the writings of the author. In summary, the paper proposes a reflection about all this corpus heterogeneity and heterodoxy, from the emergence of a divided subject and the observation of the configuration of it inside the texts and its relation with Walshs public writing

RECENT DEVELOPMENTS IN LAND TENURE LAW IN ERITREA, HORN OF AFRICA
No full textAfter a historical sketch of the evolution of land tenure systems in the Eritrean highlands, this paper describes the main features of the new Eritrean land law and its operative assumption that the legislation is meant to extend state control over land. The legal devices employed by the law are widely used in sub-Saharan Africa (and were largely inspired by colonial policies). The State of Eritrea frequently asserts that its recent independence gives it the opportunity to learn from other developing countries' mistakes and to avoid them. The basic patterns of the new land law, however, are common to the rest of Africa, notwithstanding the evident poor results. The central government wants its control to be widespread and pervasive. The fight against traditional social groups controlling land, at least in the highlands, is severe. Apart from a formal repeal of customary law, the state's acquisition of the power to modify village boundaries according to a scheme already completed at higher administrative levels and to introduce equal rights on land for women entails a disruption of the villages' social identity. Mandatory state control over landed property in Eritrea is, as usual, motivated by the necessity to address higher social needs. The ultimate intent, of course, is that the evolution from communal property to state property will eventually result in the widespread introduction of individual property once a sufficient level of economic development is achieved. Soluções exatas para a equação de Helmholtz bidimensional em regime transiente
No full textEste trabalho apresenta novas soluções exatas para a equação de Helmholtz bidimensional transiente, as quais são obtidas através de Split, simetrias de Lie e transformações de Bäcklund. O objetivo do trabalho proposto é obter um procedimento sistemático que permita gerar soluções que descrevam escoamentos tridimensionais, usando grupos de Lie já disponíveis na literatura especializada para o sistema contendo as equações de Navier-Stokes tridimensionais e a equação da continuidade para escoamentos incompressíveis em geometria cartesiana. A principal dificuldade em obter soluções tridimensionais usando grupos de Lie reside na necessidade de se conhecer previamente ao menos uma solução bidimensional transiente que satisfaça as condições de não-deslizamento e não-penetração na interface sólida, bem como a prescrição de escoamento potencial distante do corpo submerso. As soluções para as equações de Navier-Stokes bidimensionais são obtidas resolvendo a equação de Helmholtz para a função corrente. Algumas das soluções foram empregadas para simular escoamentos viscosos em torno de cilindros, reproduzindo características qualitativas do escoamento transversal, e gerando resultados com razoável concordância em relação aos dados experimentais.This work presents new exact solutions to the unsteady two-dimensional Helmholtz equation, which were obtained by split, Lie Symmetries and Bäcklund transformations. The aim of the proposed work is to obtain a systematic procedure that allows to generate exact solutions which describe three-dimensional flows, using a Lie symmetry group yet available in specialized literature for the system containing the three-dimensional Navier-Stokes equations and the continuity equation for incompressible flows in cartesian geometry. The major difficult in obtaining the three-dimensional solutions using the Lie group relies on the need of knowing beforehand at least one two-dimensional unsteady solution which satisfies the no slip and no penetration conditions at the solid interface, as well as the prescriptions of potential flows far from the immersed body. The two-dimensional solutions for the Navier-Stokes equations are obtained by solving the Helmholtz equation for the stream function . Some of the solutio ns were employed to simulate viscous flows around cylinders, reproducing qualitative features of the crossflow, and generating results which are in reasonable agreement with experimental data

No full textEste Trabalho apresenta novas soluções exatas para as equações de Navier – Stokes transientes tridimensionais para escoamentos viscosos incompressíveis. Estas soluções são obtidas por meio de Split e Transformações Auto-Bäcklund. O procedimento de Split desacopla as equações de Navier – Stokes em dois sistemas de equações diferenciais parciais, um linear e outro não-linear, ambos não-homogêneos. O sistema linear, que contém somente termos viscosos e derivadas temporais, é resolvido via Transformações Auto-Bäcklund induzidas por relações de comutação, fornecendo o campo de velocidades. Os componentes do vetor velocidade são então substituídos no sistema não-linear a fim de obter o correspondente campo de pressões. A resolução do sistema não-linear para a pressão pode ser obtida tanto numericamente (via integração direta) quanto analiticamente, empregando a equação de Helmholtz. O objetivo do presente trabalho é encontrar expressões analíticas para o campo de velocidades e obter resultados numéricos para o campo de pressão associado. O caráter híbrido das soluções proporciona uma redução significativa do tempo de processamento requerido para a simulação de escoamentos viscosos, o qual praticamente se reduz ao tempo demandado para a tarefa de pós-processamento. Com esse objetivo em mente, foi desenvolvida uma formulação tridimensional escalar para a função corrente, a fim de reduzir o tempo requerido na tarefa mais dispendiosa de pós-processamento, a saber, o traçado das linhas de corrente em torno de corpos submersos de formato arbitrário. Neste estágio de desenvolvimento, esta formulação é empregada para produzir mapas de linhas de corrente para escoamentos viscosos em torno de uma esfera para números de Reynolds elevados.This work presents new exact solutions to the unsteady three dimensional Navier-Stokes equations for incompressible viscous flows. These solutions are obtained by means of split and auto-Bäcklund transformations. The splitting procedure decouples the Navier-Stokes equations into a linear and a nonlinear inhomogeneous system of partial differential equations. The linear system, which contains only viscous terms and time derivatives, is solved via auto-Bäcklund transformations induced by commutation relations, furnishing the velocity field. The components of the velocity vector are then replaced into the nonlinear system to obtain the corresponding pressure field. The solution of the nonlinear system for the pressure variable can be carried out either numerically (by direct integration) or analytically, using the Helmholtz equation . The aim of the proposed work is to find analytical expressions for the velocity field and to obtain numerical results to the associated pressure field. The hybrid character of the solutions provides a significant reduction on the time processing required to simulate viscous flows, which virtually reduces to the time demanded to execute post-processing tasks. Taking this fact in mind, a three dimensional scalar formulation for the streamfunction was developed in order to simplify the most time-consuming post-processing task required, e.g., plotting the streamlines around arbitrary shaped bodies. At this stage of development, this formulation is employed to produce streamline maps for viscous flows around a sphere for high Reynolds numbers
