Modulation of Direct Payments: A crossed analysis of incremental schemes
The progressive attempt and implementation of direct payment limitations since the 1992 CAP reform has developed a “modulation mechanism” aiming to transfer funds from market support and direct payment schemes (CAP first pillar) towards rural development measures (CAP second pillar). Under the 2007-2013 European financial perspectives, the annual 5% rate of modulation is expected to increase. The paper focuses on the financial impacts of four scenarios together with corresponding political and institutional feasibilities. The paper imposes on itself three sound constraints: (i) expanding modulation should not jeopardise the future in-depth reform of the direct payment regime, (ii) modulation should be compulsory and consistent with rural development financial needs, and (iii) present direct payment per farm should not be capped or subject to complex and differentiated reduction rates. Then, the paper suggests adopting a dynamic and uniform modulation rate to be increased by 1 percent per year from 2009 and then by 2 percent during the final step reaching 10 percent in 2012 (2013 financial year). It would deliver certainty to farmers and contribute to an efficient use in European spending, with no need for a controversial equity instrument. Direct payment reductions raise subsidiarity and budgetary issues which should be discussed within the European budget review. Considering the modulation mechanism as a related past-policy tool, renewed European decision making process and actors should outline from 2009 a new paradigm in direct payment regime. Since farmers are increasingly becoming entrepreneurs, the sooner an agreement on the CAP beyond 2013 is reached, the better.direct payments, rural development, European budget, Agricultural Finance,

The Agricultural Income and the Process ojMac Sharry Rejorm
The impact ojMac Sharry rejorm on EU agriculture, jully implemented since 1996, has not been evaluated yet. The rejorm process has continued, mainly on the same guidelines, with Agenda 2000 and it is still going on with the so called Mid Term Review. This is why an evaluation ojthe effects ojthe various measures included in the rejorm is particularly needed. The paper provides an overall evaluation ojthe extent to which the announced targets ojthe Mac Sharry rejorm have been achieved in terms ojproduction reduction, promotion ojmore environmental jriendly production techniques, andjarmers' income supporto The analysis perjormed is ojan ex-post nature, and covers ali EU countries. Major results indicates that: 1) agricultural income decreased slightly due 60th to the standstill oj agricultural output prices, and to injlation, that has been affecting the purchasing power oj income and the real value oj direct payments; 2) there is a difJerentiation among countries in the role oj direct aid in preserving agricultural income; 3) production has increased, together with land productivity; 4) use oj chemicals has increased as well; 5) the long term trend ojreduction ojagricultural land has decreased due to the rent effect ojdirect payments per hectare.Cap Reform, Agricultural Income, Direct Subsidies, Agricultural Inputs
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Lembaga Tabung Haji / Nur Allia Sharry Shahzada Padzni
Tabung Haji Taiping has been a memorable and enlightening wondering place for my past 6-month industrial training began. I am a final year student in Business Administration (Hons.) Human Resource Management at Universiti Teknologi Mara (UiTM) Campus Arau, Perlis. Although, my area of study is unrelated with the object of Tabung Haji establishment. However, I learned the importance of Tabung Haji to further Hajj pilgrims.
I have been assigned to work in the admin and hajj department for the first 4 month of my employment. I have learned to do daily office administration and participate in a few events. The next 2 months, I have to rotate my position to marketing department. I was able to analysed the strengths, weakness, opportunity and threat of Tabung Haji using SWOT and PESTEL analysis. The crucial part is I have been found out that many depositors still not aware about the application that establish by Tabung Haji. The application named THiJARI in plays store or app store can benefits all Tabung Haji depositor where they can check their account balance, transfer money, checking the year of performing Hajj and so on.
As for a conclusion, after completing the industrial training, I want to work full time in Human Resource department and become expert in training and payroll
