[eng] MISCELLANEOUS Erwan Quéinnec — The operational performance of humanitarian NGOs ; an analysis featuring institutional stakes . After two decades of almost unconditional success, ngos are now being questioned on their operational success mainly by funding agencies. So while the need for humanitarian services for beneficiary societies remains unchallenged, consensus still lacks on ways to conceive them. Indeed, beyond exhortations, humanitarian action is also belied by incentives, sanctions and institutional constraints. The author maintains that humanitarian action could in fact thrive without being really assessed, and as such appears to be resorting to a « resource economy » model.

There is a climate of mistrust between all the political parties; intolerance of minority groups is increasing and fear is also generated by the all-pervasive control of the main governing party. In 2009 the European Commission recommended that a date be set for accession negotiations to start, but since then the country's efforts to join the EU (and NATO) have been blocked. The author concludes with a number of recommendations that recall the principles of the Helsinki Final Act of 1975 and argues that, if participating states are willing to uphold them, these principles have even greater relevance today for the resolution of Europe’s complex and protracted conflicts

The need for users’ safety and technology acceptability has incredibly increased with the deployment of co-bots physically interacting with humans in industrial settings, and for people assistance. A well-studied approach to meet these requirements is to ensure human-like robot motions and interactions. Les associations d'immigrés comme lieux de reproduction ''élargie'' de l’identité-appartenance : l’exemple des associations espagnoles à Paris
The associations of immigrants as places where the idea of identity to a community can be reproduced and extended : the example of the spanish associations in Paris
The author studies the reproduction patterns of identity within the associations of Spanish immigrants in Paris, by emphasizing the processes which remind the members of the group of their origin while stressing its value at the same time. These processes can be observed in the associations’premises whose decoration is highly significant and they can be classified in three types of collective practices : food consumption patterns ; body language ; and language exchanges. They can also have a function of dynamic integration for some cultural elements of the host country into the country of origin, which allows the author to write about extended reproduction of Spanish identity in France.L’auteur étudie les modalités de reproduction de l’identité au sein des associations d’immigrés espagnols à Paris, en mettant l’accent sur les procédés qui rappellent aux membres du groupe leur origine tout en la valorisant. Observables dans les locaux associatifs dont l’aménagement est hautement significatif, ces procédés peuvent être classés en trois types de pratiques collectives : les modalités de consommation alimentaire ; la coordination des techniques du corps ; l’échange linguistique. El autor estudia las modalidades de reproduccion de la identidad dentro de las asociaciones de inmigrados espanoles en Paris, recalcando la importancia de los procedimientos que recuerdan a los miembros del grupo su origen a la vez que la valorizan. Estos procedimientos, observables en los locales asociativos cuyo acondicionamiento es muy significativo, se pueden clasificar en tres tipos de practicas colectivas : las modalidades de consumo alimenticio ; la coordinacion de las tecnicas del cuerpo ; el intercambio lingüistico. Tienen también una funcion de integracion dinamica de elementos de la cultura del pais que acoge en la cultura de origen, lo que permite hablar de reproduccion "extensa" de la identidad hispanica en Francia.Dianteill Erwan. Les Trois visages de l'Oricha. La relation entre homme et dieu dans la Santería cubaine / The Three Faces of Oricha. The relationship between Man and God in the Cuban Santería
The spiritual relationship in the religion which is studied in this article includes identification, descent and alliance. In this hidden "spiritual incest", the orisha is both the father and the spouse of the santero, depending on the religious operations which are performed. The mediation between descent and alliance is a result of the identification which occurs between the santero and the orisha through the incorporation of the spiritual entity during the initiation. The process which turns descent into alliance allows the breeding of a new initiate and thus the creation of a lineage of believers. Therefrom, the author analyses the fact that most followers of Afro-american religions are women and male homosexuals.La relation spirituelle dans la religion étudiée comprend l'identification, la filiation et l'alliance. Elle prend la forme d'un "inceste spirituel" caché, où l'oricha est père ou époux du santero selon les opérations religieuses à réaliser. La médiation entre filiation et alliance est un effet de l'identification du santero à l'oricha, par incorporation de l'entité spirituelle lors de l'initiation. C'est ce passage de la filiation à l'alliance qui permet la génération d'un nouvel initié, et donc la constitution d'une lignée de fidèles. La présence majoritaire des femmes et des homosexuels de sexe masculin dans les religions afro-américaines est interprétée à partir de ce point de vue.La relación espiritual en la santería implica la identificación, la filiación, y la alianza. Toma la forma de un « incesto espiritual » oculto, porque el oricha es padre o esposo del santero según las operaciones religiosas que son realizadas. La mediación entre la filiación y la alianza es el producto de la identificación del santero al oricha, por la incorporación de la entidad espiritual en el proceso de iniciación. Este pasaje de la filiación a la alianza permite el surgimiento de un nuevo iniciado, y por consiguiente la constitución de un linage de fieles. La presencia mayoritaria de mujeres y de homosexuales de sexo masculino en las religiones afro-americanas es analizada por el autor a partir de este punto de vista.Dianteill Erwan.
