    Is There a Fiscal Resource Curse? Resource Rents, Fiscal Capacity and Political Institutions in Developing Economies

    While it is recognised that the ability of states to raise revenues (i.e., fiscal capacity) is important for the provision of key public goods in less developed economies, it is less clear what its determinants are and what explains cross-country differences. We focus on the impact of natural resources. Standard arguments suggest that natural resource rents may harm fiscal capacity, as governments tend to substitute tax revenues with revenues from natural resources. We argue, instead, that a fiscal resource curse may materialise or not depending on whether political institutions can limit the power of the executive and on how easy it is to control or appropriate natural resources. We investigate this hypothesis using panel data methods covering the period 1995–2015 for 62 developing countries. The results suggest that: (i) point-source resources are negatively associated with fiscal capacity, while diffuse resources are not; (ii) developing economies with political institutions placing institutionalised constraints on the executive power are able to neutralise the negative effect of point-source resources on fiscal capacity. Our findings imply that it is possible to develop a natural resources sector without necessarily harming fiscal capacity.</p

Hoitotyön koulutusohjelma, sai-raanhoitaja (AMK) Opinnäytetyön tarkoituksena oli kuvata matalan kynnyksen päiväkeskus Stoorin työnte-kijöiden työotetta ja heidän näkemyksestään sen terveyttä edistäviä vaikutuksia. Dia-konissalaitoksen ylläpitämä Päiväkeskus Stoori sijaitsee Helsingissä ja on tarkoitettu syrjäytyneille ja syrjäytymisvaarassa oleville päihteiden käyttäjille. Stoorin toiminta perustuu päihdehaittojen vähentämiseen ja Stoorissa tarjotaan terveysneuvontaa, ruokaa ja paikka missä levätä. Opinnäytetyömme oli laadullinen tutkimus ja teimme ryhmähaastattelun, johon osallistui koko Stoorin henkilökunta, seitsemän työntekijää. Aineiston analysoimme sisällön-analyysillä. Haastatteluissa nousi esille työntekijöiden käyttämä voimaannuttava työote jonka ala-luokista löytyvät asiakaslähtöisyys, ohjaus ja neuvonta sekä voimavarakeskeisyys. Tutkimustulosten mukaan työotteessa näkyy asiakkaan kokonaisvaltainen huomioimi-nen. Työotteen terveyttä edistäviksi vaikutuksiksi aineistosta nousi perushyvinvoinnista huolehtiminen, ohjaus ja neuvonta sekä mielenterveyden edistäminen. Asiakassuhteessa haasteena työntekijät kokivat erityisesti luottamuksen saavuttamisen ja omien tunteiden käsittelyn, keskeneräisyyden ja riittämättömyyden tunteen sietämisen. The purpose of the study was to describe the work method and its influence on health promotion at the drop-in center Stoori in Helsinki. Stoori is upheld by Helsinki Diaco-nise institute. Stoori is aimed for socially marginalized people and people who in a dan-ger to be marginalized. Stoori is based for harm reduction and there is health counseling, food and a place to rest. The theses is a qualitative study. The data were collected by using group interview and analyzed by content analysis. The whole work community, seven people, participated in the group interview. After the analysis, the data were interpreted and reported. According to the interview the staff used an empowering approach to their work, which contains a customer oriented approach, instructing and a resource-oriented approach. The results showed that work approach had a holistic influence. The results showed that the work approach had a holistic influence on health promotion, such as basic welfare, instruction, consulting and mental health promotion. The challenges in customer rela-tionships were especially achieving confidentiality as well as how to tolerate the feelings of incompleteness and insufficiency

It is important, however, to recognize that while this is often the case, this view does not include the ways capitalism can emerge and take hold in far more subtle ways. As documented in ‘Land’s End,’ from 1990 to 2009 Tania conducted annual ethnographic research in the Lauje highlands of Sulawesi Indonesia, and bore witness to the indigenous population’s rapid adoption of the tree crop cocoa for cultivation, transitioning away from the more communally managed production of food crops, as had been done traditionally in these communities for generations. As Tania explains in this episode, the seemingly banal transformation the highlanders of this region experienced —transitioning from the communal production of food crops to the more privatized production of cocoa — not only produced capitalist relations among the Lauje, but did so with very minimal to non-existent pressures from outside institutions. How did this happen? What can we learn about nature of capitalism and its emergence from Tania’s profound ethnographic study, and how can we apply this knowledge to more adequately respond to the material conditions that produce these results? Tania and I discuss these questions and much more in this episode.
