    The SPARC initiative: a catalyst for change

    SPARC was started in 1997 by a number of large research libraries in the US. Its main goal was restore a competitive balance of the STM journals publishing market. A number of programmatic areas were initiated in order to realize this goal: SPARC Alternatives, SPARC Leading Edge, SPARC Scientific Communities, and SPARC Communication and Advocacy. Since two years SPARC puts a special emphasis on Open Access, including institutional repositories. The paper gives an overview of the activities of SPARC and its partners in these areas. The results are evaluated and compared with the measures defined in 1997. Finally, the paper describes the possibilities for libraries to contribute to the realization of SPARC’s goals

    An organisational model for university libraries in transition

    The organisation of the university library in comprehensive universities is determined to a large extent by a number of historical factors. Often there is a large number of separate locations which are more or less independent, sometimes even autarchic. Furthermore, the back-office work-processes are very departmentalised. A number of developments, all closely linked with the use of modern information technology, necessitate the redesigning of the traditional organisational models and a process of iterative adaptation of the organisational structure. The traditional models are not fit for this; forced adjustments result in an unbalanced structure, which is difficult to manage. There is a need for a new model, which is not only fit for the present situation (the so-called hybrid library) but which can also accommodate the gradual changes towards a digital library. The main characteristic of a new model is the distinction between: - Front-office: the services with an interaction with the users. - Back office: the activities concerned with scientific information, but without interaction with the users. - Facilities: activities that are not concerned with scientific information (such as financial administration, human resource management). In addition, special attention is needed for innovation processes

    Almost 75% of the current academic journals have gone online, even as they continue to publish in print. Furthermore, a rising number of new e-only journals are being started, most of them outside the range of traditional publishers. It is an interesting issue how these developments have influenced the policy of traditional publishers. The paper describes and analyses recent developments in traditional commercial scientific journal publishing, taking into account important aspects such as pricing policy, mergers and acquisitions, licensing variants, and attitudes towards open access.     Bas-Relief Modeling from Normal Layers

    Bas-relief is characterized by its unique presentation of intrinsic shape properties and/or detailed appearance using materials raised up in different degrees above a background. However, many bas-relief modeling methods could not manipulate scene details well. We propose a simple and effective solution for two kinds of bas-relief modeling (i.e., structure-preserving and detail-preserving), which is different from the prior tone mapping alike methods. Our idea originates from an observation on typical 3D models which are decomposed into a piecewise smooth base layer and a detail layer in normal field. Proper manipulation of the two layers contributes to both structure-preserving and detail-preserving bas-relief modeling. We solve the modeling problem in a discrete geometry processing setup that uses normal-based mesh processing as a theoretical foundation. Specifically, using the two-step mesh smoothing mechanism as a bridge, we transfer the bas-relief modeling problem into a discrete space, and solve it in a least-squares manner. Experiments and comparisons to other methods show that (i) geometry details are better preserved in the scenario with high compression ratios, and (ii) structures are clearly preserved without shape distortion and interference from details.Accepted author manuscriptMaterials and Manufacturin

    In the Netherlands, many teachers, especially history and social science teachers, find it difficult to discuss subjects such as religion, equality and migration since they may be confronted with conflicting perspectives in their classrooms and arouse strong emotions among pupils. This article firsts point out that epistemological uncertainty is at the heart of the subject of history. It then reviews the factors that can constrain or stimulate teachers to seek multiperspectivity in the classroom, with a particular focus on controversial historical topics. Finally, it presents a case study in which a teacher is confronted with a pupil’s “alternative truth” and provides a model in which the different reactions of history teachers when confronted with conflicting perspectives in the classroom are discussed and problematized. - Aux Pays-Bas, de nombreux enseignants, notamment ceux d’histoire et de sciences sociales, estiment qu’il est difficile d’aborder certains sujets comme la religion, l’égalité ou l’immigration car ils risquent de se retrouver confrontés à des points de vue contradictoires et de déclencher de fortes réactions émotionnelles chez les élèves. L’article suggère tout d’abord que l’incertitude épistémologique est au cœur de la discipline historique. Puis il examine les facteurs qui peuvent contraindre ou inciter les enseignants à rechercher une pluralité de perspectives dans leur cours, en s’intéressant plus particulièrement à l’enseignement des sujets historiques controversés. À partir d’une étude de cas, dans laquelle un enseignant est confronté à la « vérité alternative » d’un élève, il propose un modèle qui permet de situer et problématiser les réactions des professeurs d’histoire, lorsqu’ils sont confrontés à des points de vue contradictoires en classe. - En los Países Bajos, numerosos son los profesores, sobre todo los de historia y de ciencias sociales, que consideran que resulta difícil abordar ciertos temas como la religión, la igualdad o la inmigración ya que pueden encontrarse confrontados a unos puntos de vista contradictorios y desencadenar unas fuertes reacciones emocionales por parte de los alumnos. El artículo sugiere ante todo que la incertidumbre epistemológica se sitúa en el propio corazón de la disciplina histórica. Examina luego los factores que pueden obligar o incitar a los docentes a que busquen una pluralidad de perspectivas en sus clases al interesarse más particularmente por la enseñanza de unos temas históricos controvertidos. A partir de un estudio de caso en el cual un profesor se enfrenta con la “verdad alternativa” de un alumno, este trabajo propone un modelo que permite situar y problematizar las reacciones de los profesores de historia cuando se enfrentan con unos puntos de vista contradictorios en clase
