Introduzione. La leadership politica di Draghi: uno spartiacque storico o un necessario incidente di percorso?,
2021 has been a year marking a turning point in the struggle
against the pandemic and a time of economic and social transition
in European Member States (MS). Italy has fared quite well in
comparison to other MS, both with regard to the efficacy of its
vaccination campaign and with regard to the drafting of its National
Recovery and Resilience Plan (NRRP). Most of these successes can
certainly be explained by the change of government, and by
a revolution in the style of leadership, due to the arrival in office
of the new prime minister, Mario Draghi. Yet, it is not entirely clear
to what extent Draghi’s leadership has substantially changed Italian
politics, especially in the management of periods of crisis. To what
extent have unresolved problems in Italian politics been tackled,
and to what extent do they persist? Is Draghi’s new leadership style
a fleeting phenomenon, or has it triggered a substantial change in
the functioning of the Italian polity? After establishing the distinguishing
characteristics of Draghi’s leadership, the article describes
the most significant of the positive and successful measures
adopted by the Government, not forgetting those that were less
positive and less successful. Then we discuss the impact of those
political, institutional and policy legacies that could have hindered
the scope and efficacy of the Government’s actions

Il 2021 è l’anno del governo Draghi; l’anno in cui i partiti sono stati commissariati dal Presidente della Repubblica e costretti a fare un governo di grande coalizione per affrontare due snodi fondamentali della crisi pandemica: la campagna vaccinale e la preparazione del Piano Nazionale di Ripresa e Resilienza. Il volume, pertanto, offre un’analisi delle azioni del governo Draghi e del contesto politico-istituzionale nel quale esso ha operato. Per quanto riguarda la dimensione politica, il volume analizza la crisi del governo Conte II e il processo di formazione del governo Draghi, le elezioni locali che hanno riguardato importanti città e le complesse dinamiche di un sistema partitico parzialmente esautorato del suo ruolo decisionale. Dal punto di vista delle istituzioni, si focalizza l’attenzione sull’interazione con l’Unione Europea nella definizione del PNRR, sulla presidenza italiana del G-20 e sulle relazioni tra Stato e Regioni. Per ciò che concerne la dimensione delle politiche pubbliche, particolare interesse è dedicato alla ricostruzione della campagna vaccinale, agli interventi per lenire le diseguaglianze sociali rese ancora più stringenti dal Covid-19 e alla politica della scuola
Living apart but together. Members, sympathizers, and the Italian Democratic Party = Juntos pero no revueltos. Miembros, simpatizantes, y el Partido Democrático en Italia
In this article, we investigate the case of the Italian Democratic Party (Partito Democratico – PD). We look at how members and sympathizers are integrated within the party and their respective role in selecting the leader. The PD applies a two-step procedure for selecting its party leaders. First, enrolled members are able to screen the candidates running for party leadership, so that only three candidates are entitled progress to the following step. Second, the party leader is selected via open primaries where all electors are admitted. We aim to assess if these highly inclusive procedures allowing party members and sympathizers to have a say together in leader selections may breed any strain between the two selectorates. To do so, we separately focus on the level of competitiveness of the races successively involving members and then sympathizers. We rely on four different datasets including aggregate data at the regional level about selections for the party leader organized in 2009, 2013, 2017 and 2019. Results show that the two selectorates have only partially converged along the same lines. In fact, a downward trend affects both closed and open primaries; instead, the vote by party members often results in competitive closed primaries, while open primaries are more likely to generate plebiscitary results. This may produce important consequences on the different role of members and sympathizers within the party
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Party organization and intra-party democracy in Italy
In this article, we discuss the features and consequences of intra-party democracy (IPD) in Italian parties in the last two decades. We start by mapping the democratic innovations in Italy, both in terms of rules and practices. We focus on the use and consequences of open and closed primaries for selecting both party leaders and candidates for legislative and executive offices. Finally, we explore the consequences of the use of primaries and other instruments of IPD for party organization, by focusing on the effects of such democratic practices on the party in central office, on the party on the ground and on the party in public office
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
When do parties go digital? Examining the drivers of internal and external party digitalisation
Our paper investigates the drivers of party digitalisation, measuring the influence of environmental factors, inter-party competition and party characteristics on the utilisation of digital tools. The main innovation of this paper is to propose a measurement of digitalisation that classifies digital processes according to their functions and goals: an internal dimension oriented towards participation and members’ engagement, and an external dimension focused on communication and campaigning. Data has been extracted from the DIGIPART database on parties’ digital procedures by Meloni et al. (2024). Our findings highlight the importance of parties’ organisational and ideological features in explaining their internal digitalisation, but not the external. In terms of participation, bigger parties tend to implement more initiatives for online participation, while right-wing parties are less prone to digitalise their internal structures. These effects are reinforced by competition between rivals and contagion processes, which exert positive influence both at the internal and external levels.</p
