Evaluation of the Food Security Program in Sidoarjo Regency: Evaluasi Program Ketahanan Pangan di Kabupaten Sidoarjo
The increase in Indonesian rice imports in 2023 reflects a shortage in the supply of rice food. The irony is that Indonesia is an agricultural country that wants to be self-sufficient in food. To achieve this, good synergy is needed between the Central Government and Regional Governments, including the Sidoarjo Regency Government. This research aims to evaluate the food security program implemented in Sidoarjo Regency, with a focus on the availability of rice and obstacles in meeting food needs. The method used is qualitative research with a library research approach, which involves collecting data through observation and documentation. The research results show that the availability of rice in Sidoarjo Regency will fluctuate from 2018 to 2024, with total rice production reaching 195,855 tons of GKG in 2023. Even though there is a rice surplus of 117,451 tons, challenges such as land conversion and unfavorable weather conditions remain obstacles in increasing agricultural productivity. The conclusions of this research emphasize the need for integrated policies and community support to increase rice food security in Sidoarjo Regency, as well as the importance of ongoing evaluation of existing programs to ensure the sustainability of food supplies in the future
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Implementasi Program Jaminan Kesehatan Masyarakat Miskin
The study focuses on Health Insurance for the Poor, particularly through the JKN-KIS program, which provides health services to those in poverty lacking independent health insurance. Descriptive qualitative research methods such as observation, interviewing, and documentation were used to collect data. Primary data sources were informant interviews and observations, while secondary data came from the government website. The study was conducted at the District Social Service in Sidoarjo. Its purpose is to analyze the health insurance program for the underprivileged. Informants were identified using purposeful sampling, including the applicant community, Head of Social Security Protection, Data Manager, JKMM Service Officers, and Village Operators. Data analysis followed the Miles and Huberman interactive model, involving data collection, reduction, presentation, and conclusion drawing. Findings show that JKMM program policies are efficiently implemented, but some applicants do not understand changes in cooperation contracts with private hospitals, leading to uncovered health costs. Additionally, the SIPRAJA application, a service support, frequently encounters issues hindering the online service process
The Effectivenes of the Kios E-Pak Ladi as in Population Administration Services in Gunung Gangsir Village, Pasuruan District: Efektivitas Kios E-Pak Ladi Sebagai Pelayanan Administrasi Kependudukan di Desa Gunung Gangsir Kabupaten Pasuruan
The research background is based on the existence of problems related to the effectiveness of E-Pak Ladi in Gunung Gangsir Village which include a lack of socialization which results in a lack of community understanding, operational challenges which affect service efficiency, and limited technology and resources which hinder the smooth provision of services. The research aims to find out how effective the Kios E-Pak Ladi program is in providing population administration services in Gunung Gangsir Village, Pasuruan Regency. This study used descriptive qualitative method. The results of this research seen from the indicators of goal achievement, integration and adaptation state that, although the E-Pak Ladi program has increased accessibility to administrative services, continued efforts are very important to improve socialization, technological infrastructure, human resources, and overcome technical problems. There is still a need for continuous evaluation and improvement of public service programs to meet public expectations for better service quality
IMPLEMENTASI KEBIJAKAN PROGRAM KELUARGA HARAPAN (PKH) DI DESA WATESNEGORO KECAMATAN NGORO KABUPATEN MOJOKERTO
Program Keluarga Harapan (PKH) merupakan salah satu program unggulan pemerintah dalam menanggulangi masalah kemiskinan serta membangun sistem perlindungan sosial bagi masyarakat miskin dalam rangka mempertahankan dan meningkatkan kesejahteraan sosial masyarakat. Melalui PKH diharapkan penerima bantuan akan mendapatkan akses pendidikan, kesehatan dan kesejahteraan sosial. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis Implementasi Kebijakan PKH Di Desa Watesnegoro. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif dimana teknik yang digunakan dalam pengumpulan data menggunakan teknik wawancara, observasi dan dokumentasi. Sumber data dari penelitian ini yaitu data primer yang berasal dari observasi, wawancara terhadap informan dan data sekunder yang berasal dari dokumen resmi pemerintah dan jurnal ilmiah. Lokasi penelitian dilakukan di Desa Watesnegoro, Kecamatan Ngoro, Kabupaten Mojokerto. Teknik Purposive sampling digunakan dalam penentuan informan, yang melibatkan Kepala Bidang Perlindungan & Jaminan Sosial, Koordinator PKH Kabupaten Mojokerto, Koordinator PKH Kecamatan Ngoro, Pendamping PKH Desa Watesnegoro dan Keluarga penerima manfaat Desa Watesnegoro. Teknik analisis data menggunakan model interaktif Miles and Huberman yaitu pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil dari penelitian ini bahwa Implementasi kebijakan program keluarga harapan di Desa Watesnegoro, Kecamatan Ngoro, Kabupaten Mojokerto berjalan dengan baik. Tetapi ditemukan permasalahan pemanfaatan dana bantuan yang semestinya dialokasikan untuk mendukung ranah pendidikan justru diarahkan untuk keperluan pribadi yang tidak sesuai dengan tujuan program
Collaborative Governance in Population Administration Services for Poor Communities in Kesamben Kulon Village: Collaborative Governance dalam Pelayanan Administrasi Kependudukan bagi Masyarakat Miskin di Desa Kesamben Kulon
The government must address challenges associated with population management to deliver public services, particularly in rural regions. Kesamben Kulon Village, located in Gresik Regency, faces challenges in obtaining population administration, particularly among the impoverished residents. The Non-Governmental Organization Women's Group and Life Resources addressed one of the six priority issues through the INKLUSI Program, specifically focusing on legal identity guarantees for marginalized populations to resolve population administration challenges encountered by the impoverished in Kesamben Kulon Village. This is achieved through collaborative governance with the Population and Civil Registration Service of Gresik Regency. TThis study centers on the collaborative governance paradigm posited by Ansell and Gash, which highlights Face-to-Face Dialogue, Trust Building, Commitment to the Process, Shared Understanding, and Intermediate Outcomes. The analysis results indicate that each stakeholder has implemented the five indicators of the collaborative governance approach as outlined by Ansell and Gash

The research to analyze the Social Services JKMM program underprivileged communities. Purposive sampling technique was used determine informants involving the applicant community, Head of Social Division, Data Manager, Service Officers and Village Operators. Data analysis techniques, Miles and Huberman's interactive model used which involves data collection, data reduction, data presentation, and drawing conclusions. The research results show that JKMM program policies implemented well. Changes to cooperation contracts with private hospitals have socialized to all applicants, but there still some applicants understand them, so health costs for some applicants are not covered by the government.
