    How Can Innovative Practices In HEIs Facilitate Sustainable Social And Economic Development ?

    The paper is focused on analyzing net-based practices in Higher Education Institutions (HEIs) as a policy tool for instituting a sustainable social and economic development. The purpose of the study is to identify relationships between net-based HEIs and welfare perspective; to investigate the extent to which the use of innovative education can affect societies. The paper challenging the argument HEIs that perform badly have a significant negative impact on economic and social growth. The main challenge is to identify the technical, economical and social aspects of HEIs as indicators of this impact, to consider outcomes for stakeholders of society. The research draws upon E-learning as mostly effective means of reducing cost of educational services of HEIs, aims to summarize the main findings of the scientific findings. The case studies show how the effectiveness of using net learning in HEIs can lead to social and economic growth in the countries concerned. Of particular importance are the differences between developed and developing countries. Upon the examination it becomes clear that E-skills have become the effective way to overcome differences among human, social capitals of countries by significant positive effect on wage levels. Trough showing the productivity paradox in innovative HEIs the paper tries to explain divides between counties, the importance of new policies in HEIs for governments. This research will provide valuable information regarding public regional decision-making in establishing organizational structures for efficiency (social benefits) of lifelong learning, provides novel insight into the understanding of E-education becoming the benchmark for HEIs and global economies.Technology, Policy and Managemen

    Kemampuan berpikir tingkat tinggi merupakan kemampuan memecahkan masalah persoalan dengan nalar. Menurut Bloom kemampuan berpikir tingkat tinggi meliputi keterampilan menganalisis (analysing), mengevaluasi (evaluating), dan mencipta (creating). Sedangkan pembelajaran berbasi proyek merupakan suatu pendekatan pengajaran yang dikembangkan berdasarkan prinsip contructivis, problem solving, inquiri riset, integrated studies dan refleksinya yang menekankan pada aspek kajian teoritis dan aplikasinya. Tujuan Penelitian ini adalah untuk menganalisis peningkatan kualitas kemampuan berpikir tingkat tinggi anak usia dini melalui pembelajaran berbasis proyek di TK Islam Bina Muslim PGRI. Penelitian ini menggunakan jenis penelitian tindakan kelas menggunakan model Kemmis & Taggart dan dilaksanakan sebanyak dua siklus. Subjek pada penelitian ini adalah 15 peserta didik kelas B. Pengumpulan data menggunakan wawancara, observasi dan dokumentasi dengan menggunakan instrument berupa lembar observasi, catatan lapangan dan pedoman wawancara.Tehnik analisis data terdiri dari kuantitatif. Data kuantitatif dianalisis dengan rumus persentase. Peningkatan hasil pratindakan sampai pada penelitian siklus II menunjukkan bahwa dalam meningkatkan kemampuan berpikir tingkat tinggi melalui pembelajaran berbasis proyek sebagai berikut: 1) Anak mampu bekerja sama 2) Anak mampu menambahkan benda/aksesoris bangunan. 3) Anak mampu menyampaikan gagasan. 4) Anak mampu membuat bentuk bangunan diperoleh rata-rata hasil belajar sebelum menggunakan pembelajaran berbasis proyek hasil pratindakan diperoleh rata-rata persentase sebesar 26,66% dengan tingkat keberhasilan tindakan belum berhasil, pada siklus I diperoleh rata-rata persentase sebesar 54,99% dengan tingkat keberhasilan tindakan berhasil, dan pada siklus II diperoleh rata-rata sebesar 100% dengan tingkat keberhasilan tindakan tercapai. Hasil ini sesuai yang diharapkan dari indikator keberhasilan yang ditetapkan peneliti sebesar 100%, dan membuktikan bahwa pembelajaran berbasis proyek dapat meningkatkan tingkat keefektivitasan anak dalam berpikir tingkat tinggi. Sehingga dapat disimpulkan bahwa peningkatan kemampuan berpikir tingkat tinggi anak usia dini di TK Islam Bina Muslim PGRI dapat berpengaruh dan meningkat keefektivitasannya dengan menggunakan pembelajaran berbasis proyek

    Impact of HEIs on the Scottish economy: new evidence from an HEI-disaggregated input-output approach

    This paper measures the regional demand impacts on output and employment of Scottish Higher Education Institutions (HEIs) based on Input-Output tables for the year 2006. The HEI disaggregated table was developed from existing Input-Output tables using supplementary data from HESA and purchasing data for Scottish universities. We calculate direct, indirect and induced impacts. Most of the existing literature focuses on individual institutions by employing Keynesian Multiplier or Input-Output analysis. This paper adds to the literature by providing the first systematic study of all individual HEIs using a common framework of analysis. The results suggest that HEIs may have substantial regional economic impacts both in terms of output and employment. Furthermore analysis of the HEIs' income sources suggests they are more export intensive than is commonly acknowledged, which motivates a re-evaluation of the appropriate counterfactual in regional impact studies of HEIs.     Graduates as external stakeholders of the higher education institutions in Poland: HEIs' perception - research results

    The article discusses the issue of graduates as external stakeholders of the higher education institutions (HEIs) in Poland. The main aim is to answer the question about the way HEIs perceive relations with graduates. The author discusses this problem by analyzing legal and formal regulations, the literature and the results of her own research on qualitative analysis of the content of HEIs' missions and development strategies, and also the results of survey directed to rectors of HEIs. The analysis of HEIs` missions and strategies shows that the importance of HEIs' relations with graduates is articulated in a distinctive and positive way. However, the survey results indicate that not all rectors perceive their graduates as stakeholders, thus not fully recognize its importance and the opportunities arising for HEI from this cooperation

    Cooperation of higher education institutions with environment. Selected issues on measurement of HEIs' third stream activities

    Purpose: This article discusses cooperation of Polish higher education institutions (HEIs) with their environment and offers a way of measuring these activities. The concept and scope of the third stream are discussed and selected model and indicators of measuring HEIs’ activities in this field are presented. The Author suggests Indicator of Cooperation with Environment (ICE) in order to measure levels of HEIs’ interaction with the world around them.Methodology: The article draws on relevant literature both from Poland and abroad. In order to verify the proposed ICE indicator empirically, a survey was carried out among 100 heads of Polish HEIs. The results of the survey were analysed by using tools of descriptive statistics, and presented according to HEI types.Findings: The results show correlation between the ICE level and HEI type. The highest level of ICE is observed in public academic HEIs, which makes them stand out as a group as against the other types of HEIs. A signifi cantly lower level of ICE is identified in the case of state vocational HEIs and private HEIs, which makes them a homogeneous group in terms of ICE.Originality: As can be seen in the literature, the issue of how to measure HEIs’ third stream is rarely raised at a conceptual level and, consequently, in empirical research. The ICE indicator proposed in this article is based on simple indicators which are easy to operationalise and which reflect activities involving teaching, research, academic entrepreneurship as well as HEI management.     University Rankings – Are Philippine HEIs Ready for Them?

    This paper first traces the history of university rankings from the US News and World Report, the earliest, to the Times Higher Education rankings, the latest. It questions the validity of such rankings, citing weaknesses in their methodologies and the fact that data can be manipulated. Nevertheless, the author accedes that university rankings are here to stay. The paper then asks if Philippine higher education institutions are ready to be ranked. It contends that since the criteria used by rankers depend much on big financial resources, Philippine HEIs are already at a disadvantage. In addition, there remain inefficiencies in higher education that cause the deterioration of the quality of higher education, among which are the high number of HEIs, overscubscribed programs that result in an oversupply of graduates in certain disciplines, and the ten-year preparation for college.Keywords: university rankings, higher educatio

    Human-Centred Artificial Intelligence in Progressive Education : Unravelling the Benefits and Challenges in Qatar’s HEIs

    Algorithmically generated personas (AGPs) can provide actionable insights into the needs, preferences, and behaviours of stakeholders, including Applicants, Students, Alumni, Faculty, and Staff (ASAFS) for progressive education at higher education institutes (HEIs) in Qatar. AGPs empower data-based decision-making, and contribute to progressive education by representing stakeholders in an empathic format. This chapter sheds light on the pivotal role of alumni, showing how the innovative approach of using personas enables the “beyond education” concept, while providing strategic foresight for HEIs in Qatar. Machine learning models can generate AGPs as humanised representations of these key stakeholders. Building on our multi-year experience in studying AGPs, we argue that these personas can significantly aid HEI decision-makers in designing more learner-centred and inclusive curricula, pedagogy, and assessment via empathic understanding. While AGPs have been prevalent in marketing or design, their potential remains largely unexplored in HEIs.© 2025 The Author(s). Ideally, HEI development ultimately inculcates transformation as a university vision and post-covid catalyst for digital innovation. Lastly, the pathway to transformation assumes futuristic, pre-conceived scenarios through pre-planning to inform proposed developmental change by foreseeing digital competition for target year 2030.
