Optimal air quality policies and health: a multi-objective nonlinear approach
The use of modelling tools to support decision-makers to plan air quality policies is now quite widespread in Europe. In this paper, the Regional Integrated Assessment Tool (RIAT+), which was designed to support policy-maker decision on optimal emission reduction measures to improve air quality at minimum costs, is applied to the Porto Urban Area (Portugal). In addition to technological measures, some local measures were included in the optimization process. Case study results are presented for a multi-objective approach focused on both NO2 and PM10 control measures, assuming equivalent importance in the optimization process. The optimal set of air quality measures is capable to reduce simultaneously the annual average concentrations values of PM10 and NO2 in 1.7 and 1.0 μg/m3, respectively. This paper illustrates how the tool could be used to prioritize policy objectives and help making informed decisions about reducing air pollution and improving public health
Combikering Den Helder? Een verkenning naar zeeweringen in de toekomst

Dit rapport is de weergave van een verkenning naar multifunctioneel ruimtegebruik in de zeewering, aan de hand van de situatie in Den Helder (zogenaamde Combikering Den Helder). Het grootste deel van het project heeft plaatsgevonden in opdracht van Directoraat Generaal Water van het Ministerie van Verkeer en Waterstaat. Daarnaast leverde het programma \u93Water als Innovatiebron\u94 financiën, om het innovatief karakter van het project extra te kunnen benutten. Dit heeft onder meer geleid tot een aantal creatieve schetsen en tot het inventariseren van enkele andere voorbeelden van meervoudig ruimtegebruik in Nederlandse primaire waterkeringen

Helder Macedo, leitor de Cesário Verde
In her tribute to Helder Macedo, the author first addresses some relevant aspects of the writer’s academic trajectory, highlighting his importance for the area of Literary Studies. Then, it focuses on the analysis of the contribution of the honoree as a reader and critic of the poet Cesário Verde, by addressing his political-ideological stance, the method of creation and composition, and the antinomy present in the Cesarean work between the city and the countryside. It concludes by showing that the critical analysis undertaken by Helder Macedo is relevant to understand the sensitivity of Cesário Verde, who manifests a singular moral revolt against social injustices and an unequivocal condemnation of them.Em sua homenagem a Helder Macedo, a autora aborda primeiramente alguns aspectos relevantes da trajetória acadêmica do escritor, destacando a sua importância para a área de Estudos Literários. Em seguida, detém-se na análise da contribuição do homenageado, como leitor e crítico do poeta Cesário Verde, ao abordar a sua postura político-ideológica, o método de criação e composição, e a antinomia presente na obra cesariana entre a cidade e o campo. Conclui mostrando que a análise crítica empreendida por Helder Macedo é relevante para se compreender a sensibilidade de Cesário Verde, que manifesta uma singular revolta moral contra as injustiças sociais e uma inequívoca condenação delas
Sloop in de Falgabuurt?: Hoe verloedering en kleine criminaliteit leidden tot het besluit deze buurt in Den Helder te slopen
De Falgabuurt is een wijk in Den Helder, gebouwd in de jaren vijftig. Kenmerkend voor deze wijk is het grote aantal flatblokken van vier bouwlagen: deels ontsloten via portieken, deels via galerijen. Met name in deze laatste groep flatblokken ontstonden in de jaren 70 de eerste problemen. Deze problemen werden zo ernstig, dat reeds in 1976 werd aangekondigd de flats op termijn te slopen. Een jaar later zag men daar echter van af, hetgeen niet betekende dat de problemen verdwenen waren. Deze namen daarentegen alleen maar toe. Problemen waar men mee te kampen had, waren enerzijds van technische en stedebouwkundige en anderzijds van meer sociale aard. Leefbaarheidsproblemen zoals vandalisme, verpaupering, criminaliteit en concentratie van drugsgebruikers zorgden ervoor dat de Falgabuurt een uiterst slechte naam kreeg binnen de Helderse woningmarkt. Na een tiental jaren van onzekerheid omtrent de toekomst van de buurt, nam Woningstichting Den Helder in 1986 een 'helder' besluit: 11 van de 13 flatblokken zouden binnen een periode van 8 à 12 jaar worden gesloopt. Tot die tijd wordt de buurt leefbaar gehouden door middel van een opknapbeurt van de woningen en door een reeks van 'maatregelen gericht op het leefmilieu. Het sloopbesluit heeft echter grote protesten bij bewoners opgeroepen. Deze wensen duidelijkheid op korte termijn. Een nieuwe 'definitieve' beslissing over de toekomst van de buurt zal in 1989 genomen worden.OTB Research Institute for the Built Environmen
History's methafors : a reading of the Helder Macedo's novels
Orientador: Vilma Sant'Anna AreasTese (doutorado) - Universidade Estadual de Campinas, Instituto de Estudos da LinguagemResumo: A presente tese pretende realizar uma leitura dos romances do escritor português Helder Macedo - Partes de África, Pedro e Paula, Vícios e virtudes e Sem nome - considerando três pontos principais de análise: a elaboração de um narrador caprichoso que se filia a uma determinada tradição literária; a apropriação de referências intertextuais e o discurso metaficcional; a estrutura narrativa construída a partir de oposições ou antinomias, presentes em todos os níveis de seus romances. Para tanto, faremos uso de um corpus de ensaios de autoria de Helder Macedo e que tratam da tradição literária evocada em seus romances. Deste modo, pretendemos interpretar seus livros a partir dos critérios adotados pelo próprio autor para interpretar as obras ficcionais de sua eleição.Abstract: The present thesis intends to undertake a reading of the novels by the Portuguese author Helder Macedo -- Partes de África, Pedro e Paula, Vícios e virtudes and Sem nome -taking into account three major points of analysis: the elaboration of a capricious narrator who affiliates himself to a certain literary tradition; the appropriation of intertextual references and the metafictional discourse; the narrative structure built up from oppositions or antinomies, present in all levels of his novels. In order to do so, we'll make use a corpus of essays by Helder Macedo concerning the literary tradition evoked in his novels. Helder Macedo e Jacques Offenbach: As múltiplas narrativas
O sexto romance de Helder Macedo, Tão Longo Amor, Tão Curta a Vida, lançado em Lisboa no início de 2013 apresenta, como sempre, personagens femininas fortes e marcantes. Lenia, cuja história será dividida entre dois narradores, assume facetas diferentes e aparentemente contraditórias à medida que a história avança. O autor, notório espectador de óperas, criou uma protagonista que se assemelha à Olympia/ Giulietta/Antonia de “Os contos de Hoffmann”, opera de Jacques Offenbach estreada em 1881. Estudar tais semelhanças resulta numa iluminação de importantes aspectos do romance macediano. Helder Macedo's sixth novel, Tão Logo Amor, Tão Curta a Vida, published in february 2013 in Lisbon, brings, as usual, strong female characters. Lenia, whose story is told by two narrators, shows different and even contradictory aspects during the tale's development. The author, an opera lover, created a main character that resembles Olympia/Giulietta/Antonia from Jacques Offenbach's 1881 opera "The tales of Hoffmann", studying the similitudes amog them illuminates important aspects of Macedo's novel.
Infinito e segredo nas poéticas da combinação de Melo e Castro e de Herberto Helder / Infinite and Secret in the Poetics of Combination of Melo e Castro and Herberto Helder
Resumo: A partir da colaboração entre Melo e Castro e Herberto Helder na direção do segundo número da revista PO.EX, de 1966, o texto propõe um diálogo entre os dois poetas quanto ao uso do método cibernético da combinação em suas poéticas. Toma-se inicialmente o contexto do pós-guerra, quando o método combinatório passa a ser chave de criação para os poetas. No fim do texto, chega-se à contemporaneidade, quando a tecnologia algorítmica parece controlar e conduzir destinos político-culturais. Nesse percurso, articulam-se algumas semelhanças e diferenças entre os usos da combinação pelos dois poetas, permitindo-nos pensar algumas contradições históricas na imbricação entre discurso poético e tecnologia, sendo infinito e segredo os elementos potencialmente políticos que as poéticas de Melo e Castro e Herberto Helder desenvolvem em suas combinações.Palavras-chave: infinito, segredo, combinação, Herberto Helder, Melo e Castro.Abstract: Based on the collaboration between Melo e Castro and Herberto Helder for the second issue of the PO.EX magazine, from 1966, the article proposes a dialogue between the two poets regarding the use of the cybernetic method of combination in their poetics. Initially, as of the post-war context, when the combinatorial method became the key of creation for some poets. In the conclusion, it reaches contemporary times, when algorithmic technology seems to control and drive political-cultural goals. Throughout the article, the author approaches some similarities and differences between the uses of the combination by the poets, enabling us to think some historical contradictions in the connection between poetic discourse and technology. This leads infinite and secret as potentially political elements in the Melo e Castro and Herberto Helder’s poetics of combination.Keywords: infinite, secret, combination, Herberto Helder, Melo e Castro

Nisso, discutiremos apossível morte do autor nesses contos, com uma análise atenta de cada um deles.This article aims at discussing the question of authorship and the presence of the figure of the narrator in two short stories that are in Os Passos em Volta, by Herberto Helder.
