    Entre práticas populistas e crimes hediondos: uma proposta de análise a partir da teoria política de Ernesto Laclau

    A presente dissertação - adequada à área de concentração Sistema Penal e Violência, com ênfase na linha de pesquisa em Violência, Crime e Segurança Pública, do Mestrado em Ciências Criminais da Pontifícia Universidade Católica do Rio Grande do Sul (PUCRS) - teve por objetivo investigar os desdobramentos analíticos resultantes da compreensão do populismo como uma categoria teórica livre de conotações pejorativas. Num primeiro momento, propusemos perscrutar os usos atribuídos ao termo no âmbito de um conjunto preciso de abordagens criminológicas. A sistematização dos discursos de articulados em relação à temática em questão permitiu identificar a existência de uma verdadeira formação discursiva constituída em torno da ideia de que populismo, em sua dimensão punitiva, representaria, no limite, o “nome” de uma anomalia política que, derivada do desgaste do modelo democrático representativo, tende a comprometer, em última instância, a racionalidade garantista dos sistemas jurídico-penais contemporâneos. Consequentemente, sugerimos a possibilidade de se dispensar outro tratamento analítico ao termo. Tomando como ponto de partida a teoria de Ernesto Laclau, cogitamos acerca das consequências que poderiam ser extraídas da análise do fenômeno populista caso aceitássemos compreender o termo como sendo a mais bem-acabada expressão de uma lógica política indissociável dos regimes democráticos contemporâneos. Por fim, nos dispusemos a testar, sob o ponto de vista empírico, o valor heurístico das explicações concebidas pelo aludido autor relativamente à questão do populismo. O contexto de justificação escolhido: os discursos constantes do tópico da exposição de motivos das proposições legislativas relacionadas à Lei dos Crimes Hediondos e às suas respectivas reformas.Ao término da investigação, indicamos as razões pelas quais o debate levado a efeito, contemporaneamente, pela filosofia política acerca do sentido mesmo da democracia pode ajudar a estruturar uma crítica potente, posto que capaz de contribuir para a desnaturalização da crença atinente à “necessidade” do poder punitivo.The purpose of this dissertation is to examine the analytical developments that can be achieve by understanding the “populism” as a theoretical category free of pejorative connotations. At first, we intend to examine the “uses” attributed to the term within a precise set of criminological approaches. The study of the criminological discourses related to the theme show, in this sense, the existence of a true discursive formation constituted around the idea that “populism”, in its punitive dimension, represents a political anomaly that tends to compromise the guaranteeing rationality of contemporary legal-penal systems. Consequently, we suggest the possibility of dispensing another analytical treatment to the term. Taking Ernesto Laclau's theory as his starting point, we considered the consequences that could be drawn from the analysis of the populist phenomenon if we accepted to understand the term as the best finished expression of a political logic that is inseparable from contemporary democratic regimes. Finally, we set out to test, from the empirical point of view, the heuristic value of the explanations conceived by the aforementioned author on the question of populism. The context of justification: the speeches fixed in the topic of the explanatory statement of the legislative proposals related to the Heinous Crimes Act and their respective reforms. At the end of the investigation, we indicate the reasons why the debate carried out by the political philosophy about the very meaning of democracy can be truly helpful in order to structure a powerful criticism, capable of contributing to the denaturalization of the belief articulated around the idea of "necessity" of punitive power

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     A política (pública) criminal como instrumento de fomento de uma relação de interdisciplinaridade construtiva entre direito penal e criminologias

    O conceito de política criminal representa uma ideia cujo uso é tão recorrente quanto impreciso. Nesse contexto, o presente artigo objetiva compreender as potencialidades e limites desse conceito para servir como espaço de reflexão e articulação de achados empíricos e desenvolvimentos teóricos. Analisa-se, num primeiro momento, por meio do resgate de conhecidas referências teóricas, o processo de autonomização do saber político-criminal em relação à ciência do direito penal. Na sequência, avança-se na análise proposta por meio do estabelecimento de diferenciações entre as noções de política criminal, política penal e política social, explicitando-se, destarte, a transcendência do primeiro conceito em relação aos outros dois. Pontua-se, ademais, a necessidade de superação do que se poderia chamar de uma relação de interdisciplinaridade expropriatória entre as disciplinas que integram as ciências criminais. São oferecidas, ainda, razões para a defesa de uma relação horizontal de interdisciplinaridade construtiva entre aquelas mesmas disciplinas. Outra hipótese analisada diz respeito à explicitação do caráter contraprodutivo de uma política criminal dogmatizada. Conclui-se o artigo com a apresentação do conceito de política pública criminal, peça-chave para o desenvolvimento de um modelo dinâmico de ciência criminal, por meio do qual política criminal, criminologias e ciência penal passam a se relacionar harmonicamente como partes indissociáveis de um processo cíclico de produção, revisão e atualização do ordenamento jurídico-penal

    Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
