    The mirage of floating exchange rates

    This note summarizes some of the highlights of my longer paper with Guillermo Calvo”Fear of Floating.” Many emerging market countries have suffered financial crises. One view blames soft pegs for these crises. Adherents to that view suggest that countries move to corner solutions--hard pegs or floating exchange rates. We analyze the behavior of exchange rates, reserves, and interest rates to assess whether there is evidence that country practice is moving toward corner solutions. We focus on whether countries that claim they are floating are indeed doing so. We find that countries that say they allow their exchange rate to float mostly do not--there seems to be an epidemic case of “fear of floating.”fear of floating fixed exchange rates interest rates reserves

    Bi-criteria network optimization: problems and algorithms

    Several approaches, exact and heuristics, have been designed in order to generate the Pareto frontier for multi-objective combinatorial optimization problems. Although several classes of standard optimization models have been studied in their multi- objective version, there still exists a big gap between the solution techniques and the complexity of the mathematical models that derive from the most recent real world applications. In this thesis such aspect is highlighted with reference to a specific application field, the telecommunication sector, where several emerging optimization problems are characterized by a multi-objective nature. The study of some of these problems, analyzed and solved in the thesis, has been the starting point for an assessment of the state of the art in multicriteria optimization with particular focus on multi-objective integer linear programming. A general two-phase approach for bi-criteria integer network flow problems has been proposed and applied to the bi-objective integer minimum cost flow and the bi-objective minimum spanning tree problem. For both of them the two-phase approach has been designed and tested to generate a complete set of efficient solutions. This procedure, with appropriate changes according to the specific problem, could be applied on other bi-objective integer network flow problems. In this perspective, this work can be seen as a first attempt in the direction of closing the gap between the complex models associated with the most recent real world applications and the methodologies to deal with multi-objective programming. The thesis is structured in the following way: Chapter 1 reports some preliminary concepts on graph and networks and a short overview of the main network flow problems; in Chapter 2 some emerging optimization problems are described, mathematically formalized and solved, underling their multi-objective nature. Chapter 3 presents the state of the art on multicriteria optimization. Chapter 4 describes the general idea of the solution algorithm proposed in this work for bi-objective integer network flow problems. Chapter 5 is focused on the bi-objective integer minimum cost flow problem and on the adaptation of the procedure proposed in Chapter 4 on such a problem. Analogously, Chapter 6 describes the application of the same approach on the bi-objective minimum spanning tree problem. Summing up, the general scheme appears to adapt very well to both problems and can be easily implemented. For the bi-objective integer minimum cost flow problem, the numerical tests performed on a selection of test instances, taken from the literature, permit to verify that the algorithm finds a complete set of efficient solutions. For the bi-objective minimum spanning tree problem, we solved a numerical example using two alternative methods for the first phase, confirming the practicability of the approach

    La divulgación de la ciencia constituye un importante desafío del siglo XXI. Por ello, esta revista ha invitado a sus páginas a una de las personas más representativas en este campo, tanto a nivel nacional como internacional: D. Manuel Calvo Hernando, Presidente de la Asociación Española de Periodismo científico, gran impulsor de la divulgación científica y la difusión social del conocimiento en nuestro país, y con más de sesenta años de ejercicio profesional a sus espaldas. Entre los muy diversos datos curriculares del entrevistado se puede hacer referencia a los siguientes: Doctor en Ciencias de la Información y Licenciado en Derecho y en Periodismo por la Universidad Complutense de Madrid. Secretario general de la Asociación Iberoamericana de Periodismo Científico. Autor de una treintena de libros de divulgación de la ciencia y la tecnología, varios de carácter didáctico, que se utilizan habitualmente en universidades y centros docentes de países de habla castellana y portuguesa: "Periodismo Científico" (1977, 1992), "Civilización Tecnológica e Información" (1982) y "Ciencia y Periodismo" (1990).     Monetary Policy Challenges in Emerging Markets: Sudden Stop, Liability Dollarization, and Lender of Last Resort

    The paper argues that Emerging Market economies (EMs) face financial vulnerabilities that weaken the effectiveness of a domestic Lender of Last Resort (LOLR). As a result, monetary policy is inextricably linked to the state of the credit market. In particular, the central bank should be ready to operate as LOLR during Sudden Stop (of capital inflows) by releasing international reserves in an effective manner. These conditions also impact on optimal monetary policy in normal but high-volatility periods. The paper further argues that during those periods interest rate rules may engender excessive volatility of exchange rates and, thus, that it may be advisable to temporarily supplement those rules by foreign exchange market intervention or outright exchange rate pegging. At a fundamental level, the analysis suggests that the state-of-the-art literature summarized by Woodford (2003) or even more heterodox approaches exemplified by Stiglitz and Greenwald (2003) likely fall short of providing a satisfactory guide for monetary policy in EMs.

    Roberto Brenes Mesén (1874-1947) publica hacia 1941 el ensayo “El político” en el Repertorio Americano, como parte de una serie de invectivas a la crisis del Estado liberal costarricense (1914-1949) y a la dictadura (1917-1919) de Federico Tinoco Granados. Su estudio aborda el ideal político bajo argumentaciones filosóficas derivadas del planteamiento platónico, como la virtud y la necesidad de un Estado justo. El enfoque teórico del intelectual guarda una estrecha relación con la producción retratística de la Pinacoteca de la Asamblea Legislativa de Costa Rica, en cuanto a la sacralidad de la figura política y la creación de un imaginario colectivo positivo. No obstante, Roberto Brenes Mesén confronta el ideal frente al escenario real de la política costarricense.
