    The firs purpose of the research is to analyze the sustainable development policies and public participation to the Green Open Space's shifting function in Malang. The second is to analysis the factors that binder the policy implementation process. This paper shows that public participation in the sustainable development policies is less than optimal. Some factors that impede the policy implementation are 1) inadequate provision of GOS both in quantity and quality; 2) many weakness in the institution who manage the GOS; 3) the weak role of the stakeholders; 4) the use of open land for GOS function is not optimal yet. Some of the recommendation of this research include the need to revise UU No.24/1992; to develop guidelines for the implementation of GOS's management; to improve the campaign about the importance of GOS through "green cities movement"; to develop incentive and disincentive mechanism for increase private participation in the GOS management; and to develop GOS's pilot projects in the Malang City

    The process of carrying out an interracial marriage often requires a process in which couples from different cultures attempt to incorporate elements of their respective cultures into their marriage. There are also social changes in marriage from various aspects in society, namely traditional norms, religious values, cultural traditions, cultural commitment and communication between nations. This research aims to describe and analyze the culture of interracial marriage in the Gampong Iboih community, Suka Makmue District, Sabang City and analyze the supporting and inhibiting factors of the traditional marriage culture of the Gampong Iboih community, Suka Makmue District, Sabang City. This research uses a qualitative approach with descriptive-qualitative methods and case studies. Data collection techniques are interviews, observation and documentation. Data validity uses triangulation of data sources, methods and theories. The results of this research show that the cultural processes resulting from marriage between nations are in the form of customary norms, religious values, cultural traditions, cultural commitment and communication between nations. Traditional norms are seen from the rules in society and daily life within social groups. Then religious values ??can be seen from converting to Islam before marrying into the Acehnese people. Cultural traditions in marriages between tribes are seen from habits such as mutual cooperation, clothing and food. Cultural commitment in marriage between nations, namely the agreement in marriage to make each other happy and create a harmonious family. Communication between nations in marriage is understanding the character of the couple and good communication in the household. The supporting factors for marriage between nations include openness, tolerance between both parties, flexibility, education and social support. Apart from that, several factors inhibit marriage between nations, namely different values ??and norms between husband and wife, citizenship and legal issues, and language differences

    Social Behavior of Narcotics Abusers in Law Enforcement Officials in Karawang Regency of Indonesia

    This research is motivated by the rampant illicit trafficking of narcotics in Indonesia which has increased tremendously and is increasingly concerning. This is evidenced by the discovery of an increasingly diverse modus operandi of narcotics crimes. Such as the use of technological advances, namely by conducting illicit narcotics trade through the internet and organizing narcotics transactions that are increasingly sophisticated and closed, either by land, sea, or air. The illicit circulation of narcotics is getting more and more rampant, not only in big cities but has begun to spread to villages. Drug abuse is no longer a fashion or prestige, but the motivation has been used as a kind of escape. Drug abuse does not only attack adults, but also young people. Not only the poor but also the rich. Artists, high-ranking state officials, and even law enforcement officers are not a few who are trapped in this narcotics trap. Karawang is one of the regencies in West Java Province which has urban characteristics, it is also inseparable from the problem of narcotics abuse. Based on data from the Karawang District Police, it has been shown that there is an increase in narcotics abuse cases. In 2017 there were 122 cases with 149 suspects, and in 2019 it increased to 199 cases with 246 suspects. Among the suspects are members of the Police. The existence of cases of narcotics abuse by unscrupulous members of the Police is very ironic, because the police as law enforcement officers are supposed to be law enforcers but what happens is they become law violators. Therefore, this study aims to describe and analyze the social behavior of narcotics abusers in law enforcement officers in the Karawang Regency and the factors behind this social behavior. By using a qualitative approach, this study concludes: first, the social behavior of narcotics abusers in law enforcement officers in Karawang Regency is manifested in the form of knowledge, attitudes, and actions that deviate from prevailing social norms.     Bureaucratic reform in government is a natural step to evaluate and improve the performance of government agencies. Two important aspects in bureaucratic reform are restructuring the organizational structure and changing the mindset of bureaucrats to prioritize public interests over personal interests. This reform includes simplifying the bureaucracy to two levels as well as transferring structural positions to functional positions based on certain expertise, skills and competencies, in accordance with the merit system. The aim of this research is to describe and analyze policy implementation as well as to describe and analyze the driving and inhibiting factors in the implementation policy of restructuring the equalization of functional positions at the Probolinggo Regency Education and Culture Service based on Probolinggo Regent Regulation Number 14 of 2022 concerning Position, Organizational Structure, Duties and Functions and Governance. Regional Apparatus Work. The research method applied is a qualitative descriptive method. The theory used in this research is the theory of policy implementation put forward by George C. Edwards III, which includes indicators of communication, resources, disposition and bureaucratic structure. Data was collected through interviews, observation and documentation. The research results show that equalization of positions at the Probolinggo Regency Education and Culture Service is carried out in accordance with applicable regulations, but there are several challenges in its implementation, such as adjusting duties and functions, as well as increasing the competency of affected ASNs. The implication of this research is the need for a more comprehensive strategy in the management and development of human resources in the government environment to ensure better bureaucratic effectiveness and efficiency. It is hoped that the government, especially the Probolinggo Regency Education and Culture Office, this research can contribute ideas and input into the implementation of the restructuring policy for equalizing functional positions

    Social Assistance Policy during the Covid-19 Pandemic in East Kutai, Indonesia

    The purpose of this research is to describe and analyze the implementation of the Social Assistance Program during the Covid-19 pandemic based on the Decree of the Minister of Social Affairs of the Republic of Indonesia Number 54 of 2020 in Selangkau Village, Kaliorang District, East Kutai Regency. As well as describe and analyze the supporting and inhibiting factors in the program's implementation. The location of the research was conducted at Selangkau Village, Kaliorang District, East Kutai Regency. The data sources are primary data and secondary data. The data collection techniques used were interviews. The data analysis technique in this study uses stages of data collection, condensation, data presentation, and conclusions. The results of the study found that the Social Assistance Program during the Covid-19 pandemic in Selangkau Village, Kaliorang District, East Kutai Regency, reviewed from the variables of communication, resources, commitment, and coordination, has been successfully implemented by the Decree of the Minister of Social Affairs of the Republic of Indonesia Number 54 of 2020. The implementation of the program has been supported by several factors, namely the existence of complete population data sources, technical instructions, implementation instructions, and rules for the use of funds, having responsible staff, government attention, donors, and the existence of CSR (Corporate Social Responsibility) funds from the company. However, inhibiting factors still need to be found, namely lack of communication between staff, lack of supervision from superiors, difficult access, lack of communication with target groups, and inappropriate beneficiary data. It is hoped that this research can contribute ideas and input to implementing the Social Assistance Program in a socially just manner in the future based on laws and regulations for the Selangkau Village Government, Kaliorang District, East Kutai Regency

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Study of Development of Agro tourism in the Poncokusumo District of Malang City

    This study aimed to examine the implementation of agro-tourism-based tourism development policies in Poncokusumo District, Malang Regency, as well as the variables facilitating and impeding implementation. This study employs a qualitative approach. This research employs data collection methods: interview, documentation, and observation. This investigation was conducted in the Poncokusumo District of the Malang Regency in the province of East Java. Poncokusumo subdistrict can cultivate tourism sub-sectors, food crop agriculture, vegetables, horticulture, plantations, and livestock. The results indicated that the implementation of agro-tourism-based tourism development policies has been proceeding well.  District, Malang Regency is more widely known and people are more interested in visiting. The local government should be allowed to enhance the Department of Tourism and Culture budget because the current budget is insufficient to maximize the development of Malang's tremendous tourism potential. They are increasing human resources, particularly in developing agro-tourism-based tourism, in the Malang Regency government through education and competency training to deliver more professional and competent services.
