    K-Means – Resilient Backpropagation Neural Network in Predicting Poverty Levels

    In solving economic problems, the government has implemented several development policies. However, this policy is considered to be too centered on big cities. So, through this research it is hoped that it can provide an overview related to regional groups that fall into the poorer category so that the government can also provide accelerated development policies that are oriented towards improving the economy of residents in the area. This study aims to determine the results of classifying district/city poverty levels in Indonesia as a basis for classification for predictions and to classify district/city poverty levels based on influencing factors. The method used in this study is K-Means Clustering using the poverty depth index and poverty severity index variables, then proceed with using the Backpropagation Neural Network (BNN) algorithm using the GRDP, per capita expenditure, human development index, and mean years of schooling. The results obtained using the K-Means algorithm are that there are 42 districts/cities that belong to cluster 1 where this region has a poverty index depth and severity index value that is higher than the 472 districts/cities in cluster 2. Furthermore, the cluster results are used as response variables for classification with BNN. The accuracy of the model obtained is very high, which is equal to 98.06, so the model is very feasible to be used as a poverty rate prediction model based on the variables used

    Reflections on refugee studies and the study of Refugees: Implications for policy analysts

    The United Nations (UN, 2010) reports that 25.2 million people, an overwhelming majority from the Global South, are displaced: 10.55 million refugees and 14.7 million internally displaced people (IDP).The phenomenon of Refugee Studies as a field of academic inquiry is a main focus of this paper. This paper makes a case for more critical analysis in – and of – refugee studies in order to better protect displaced people and to assist government in creating policies which respect the dignity of individuals. Based on a review of academic literature, first this paper discusses key concepts, labels, and theories in refugee studies. Second it traces the emergence of the field of refugee studies. Following it discusses the dilemma within the study of refugee policy research in regards to our ability to remain critical while maintaining a close relationship with government funding agencies. Finally, the conclusion makes a case for studying asylum seekers as a distinct phenomenological group. Implications for the management of refugee claims administration, researchers and policy analysts are brought forward while arguing that theoretically a separate space for asylum studies is required

    The purpose of this practice note is to promote knowledge sharing and insight for evaluation practitioners and academics in other jurisdictions by reflecting on evaluation policy development in Prince Edward Island. The author describes the process of developing evaluation standards and guidelines for the Government of Prince Edward Island and the benefits of a systematic development process. The author reviews each phase of the process, including “Identify,” “Consult,” “Study,” “Consensus,” “External Review,” and “Endorsement.” The author concludes that the benefit of developing evaluation standards and guidelines is two-fold: A new resource is added to the government’s evaluation toolkit, and the development process provides an opportunity for capacity and interdepartmental community building. Le but de cette note de pratique est de promouvoir le partage des connaissances et des idées pour les praticiens de l’évaluation et les universitaires d’autres juridictions en réfléchissant à l’élaboration de politiques d’évaluation à l’Île-du-Prince-Édouard. Je décris le processus d’élaboration de normes et de lignes directrices d’évaluation pour le gouvernement de l’Île-du-Prince-Édouard et les avantages d’un processus d’élaboration systématique. J’examine chaque phase du processus, y compris « Identifier », « Consulter », « Étudier », « Consensus », « Examen externe » et « Approbation ». Je conclus que l’avantage de l’élaboration de normes et de lignes directrices en matière d’évaluation est double : une nouvelle ressource est ajoutée à la boîte à outils d’évaluation du gouvernement et le processus de développement offre une opportunité de renforcement des capacités et de la communauté interministérielle

    Preeklampsia adalah penyakit yang diderita ibu hamil yang ditandai adanya kenaikan tekanan darah. Preeklampsia dapat membahayakan ibu dan juga janin karena dapat menyebabkan komplikasi, hingga kondisi terburuk yaitu kematian. Tujuan dari penelitian ini adalah untuk mengetahui hasil klasifikasi sekaligus prediksi berdasarkan lima variabel yang diduga mempengaruhi status preeklampsia ibu hamil. dengan menggunakan metode Backpropagation Neural Network (BNN). Data rekam medis ibu hamil di RSIA Sitti Khadijah 1 Makassar dan RS TK II Pelamonia Makassar yang berjumlah 167 data digunakan pada penelitian ini. Terdapat lima variabel yang diduga mempengaruhi status preeklampsia ibu hamil yaitu usia ibu saat kehamilan, paritas, riwayat penyakit, indeks massa tubuh, dan status pekerjaan ibu. Hasil studi menghasilkan bahwa skenario pembagian data terbaik yaitu data training 80% dan data testing 20% dengan hasil akurasi sebesar 67,65%, sensitifitas 69,23%, spesifikasi 66,67%, presisi 56,25%,   Score 62,07%, nilai hidden layer 7 dan learning rate 0,001

    Efektifitas Program Penguatan Kapasitas Organisasi Kemahasiswaan (PPK Ormawa) MBKM dalam Meningkatkan Kompetensi Mahasiswa

    Penelitian ini bertujuan untuk melihat perbedaan softskills mahasiswa sebelum dan setelah melaksanakakan Program Penguatan Kapasitas Organisasi Kemahasiswaan (PPK Ormawa). PPK Ormawa merupakan program pemberdayaan masyarakat yang diinisiasi oleh mahasiswa pengurus organisasi kemahasiswaan yang didanai oleh Kemdikdbudristek melalui mekanisme seleksi subproposal secara nasional. Data yang dikumpulkan merupakan data keikutsertaan mahasiswa UNM selama 3 tahun sejak 2022 hingga 2024. Metode yang digunakan dalam mengolah data yaitu statistika deskriptif, dan paired sample t-test. Hasil yang didapatkan adalah dari 30 kompetensi yang diukur terdapat perbedaan untuk beberapa kompetensi sebelum dan setelah PPK Ormawa yaitu kepedulian sosial dan toleransi dimana sebelum PPK Ormawa tingkat penguasaan mahasiswa pada skala 4 yaitu tinggi, meningkat pada skala sangat tinggi setelah PPK Ormawa. Kompetensi negosiasi, manajemen waktu, bekerja di bawah tekanan, keterampilan riset, berpikir kritis, Bahasa Inggris, dan pengetahuan di luar bidang juga meningkat dimana sebelumnya pada skala cukup, menjadi tinggi setelah melakukan PPK Ormawa. Hal ini juga didukung dengan hasil paired sample t-test yang berkesimpulan terdapat perbedaan yang signifikan antara kompetensi yang dikuasai mahasiswa sebelum melakukan PPK Ormawa dan setelah melakukan PPK Ormawa dengan nilai p-value 0,000 dan nilai alpha 0,05
