Paul Collier (1949–)
Professor Sir Paul Collier is one of the leading development economists of the post-war generation. Studying under Max Corden at Oxford in the 1970s, his earliest research was in international trade theory. This was a foundation for later work on the economics of labour markets and natural resources in East Africa. Subsequently, he has been part of the re-engagement of development economics with other social sciences, and in particular political science, with influential work on the economics of civil wars, fragile States, aid effectiveness, and urbanisation. Apart from a period of time as research director at the World Bank, most of his career has been spent at Oxford, where he founded the Centre for the Study of African Economies.</p

Impact of the International Coffee Agreement's export quota system on the World's coffee market
Ex-post simulations of the global coffee model over the recent period of operation of the International Coffee Agreement's export quota system, (1981-86) show the following. The quota system had a stabilizing effect on world coffee prices in the 1981-85 period. In 1986, when coffee prices increased sharply due to the drought in Brazil and the export quotas were suspended, prices would have been 24 percent higher in the absence of quotas over the 1981-85 period. However, the quotas have reduced export revenues (in real terms), except for such large producers as Brazil and Colombia. These countries gained form the scheme because they face very small or even zero marginal export revenues from increased exports, due to their large market shares. In projections of the coffee market, with and without the export quota system, prices would be substantially lower during the first half of the 1990s if the quota system were suspended in 1990. Dernièrement trois courants ont acquis une influence particulière dans le débat universitaire ou politique sur les guerres civiles. Un de ces courants dont le chef de file est l'économiste Paul Collier, entend repenser cette catégorie de conflits et se caractérise par l'importance qu'il accorde à l'économie. Dans la perspective de cette approche, la rébellion est définie comme de la prédation et comme une « forme de criminalité organisée ». Ne prétendent pas analyser la construction interne du modèle, les auteurs se proposent d'en relever quelques-unes des faiblesses, en s'arrêtant, entre autres, sur la preuve donnée par Collier du principal mérite de son modèle, sa valeur de prédiction.Ultimamente, três correntes conquistaram uma influência especial no debate científico ou político sobre as guerras civis. Uma destas correntes, cujo porta-voz principal é o economista Paul Collier, pretende repensar esta categoria de conflitos acordando uma importância destacada à economia. Na lógica desta abordagem, a rebelião é definida como predatória e como «forma de criminalidade organizada». Sem querer analisar a construção interna do modelo, os autores propõem-se destacar algumas das suas fraquezas, procedendo, entre outros, a um exame crítico da prova oferecida por Collier para o que considera como o principal mérito deste modelo, a saber o seu valor de previsão.Lately three currents have conquered special influence on the academic and political debate on civil wars. One of these currents, headed by the economist Paul Collier, pursues the declared objective of rethinking this kind of conflict from the vantage point of a particular importance attributed to the economy. In the perspective of this approach, rebellion is defined as predatory and as a «form of organised crime». Without pretending to analyse the internal structure of the model, the authors try to point out some of its weaknesses. In this, they dwell above all on a critical exam of the proof offered by Collier for what he considers the main merit of his model, i.e. its predictive capacity
