DISCOURSE of RENEWAL PADA LEMBAGA PEMERINTAH (Studi Komunikasi Krisis Pada Kasus Korupsi di Kementerian Pertanian )

Perubahan yang terjadi pada Kementerian Pertanian di era kepemimpinan Menteri Andi Amran Sulaiman termasuk pada komunikasi pasca krisisnya menarik untuk diteliti menggunakan teori baru komunikasi krisis yaitu Discourse of Renewal. Teori ini menarik karena tidak lagi memandang krisis sebagai sesuatu yang negative, tetapi memandang krisis sebagai sebuah peluang untuk maju. Penelitian ini berusaha untuk mengetahui bagaimana strategi komunikasi krisis yang dilakukan oleh Kementerian Pertanian terkait kasus korupsi, faktor faktor yang menghambat dan dampak penggunaan strategi wacana pembaharuan dalam perbaikan citra lembaga. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus untuk mendapatkan pemahaman mendalam terkait komunikasi krisis yang dilakukan. Data penelitian dikumpulkan dari print out media cetak, media online, rekaman video, dan dari hasil wawancara mendalam dengan beberapa narasumber. Data tersebut berupa pernyataan jajaran pimpinan Kementerian Pertanian yang mengandung wacana pencegahan dan pemberantasan korupsi. Hasil penelitian menunjukkan bahwa pernyataan jajaran pimpinan terkait pencegahan dan pemberantasan korupsi mengandung wacana pembaharuan dengan kecenderungan yang prospektif. Sedangkan faktor faktor penghambat pembaharuan antara lain adanya resistensi di intern organisasi, banyaknya peraturan yang tumpang tindih dengan lembaga lain dan pernyataan spontan pimpinan yang kadang tidak sesuai dengan kenyataan. Meskipun demikian, penggunaan strategi wacana pembaharuan dianggap cukup berhasil, terbukti dengan banyaknya penghargaan yang diraih, respon positif dan apresiasi dari para stakeholder. Berdasarkan keterbatasan yang ada, peneliti menyarankan agar Kementerian Pertanian membuat SOP komunikasi krisis agar humas mempunyai pedoman dalam memilih strategi penanganan krisis dalam kondisi apapun. Changes that occurred in the Ministry of Agriculture in the era of Minister Andi Amran Sulaiman including post-crisis communication were interested to study using a new theory of crisis communication, namely the Discourse of Renewal. This theory is interesting because it no longer views the crisis as something negative, but views the crisis as an opportunity to move forward. This study seeks to find out how the crisis communication strategy carried out by the Ministry of Agriculture related to corruption cases, factors that hinder and impact the use of renewal discourse strategies in improving the image of the institution. This study used a qualitative method with a case study approach to gain an in-depth understanding of crisis communication. The research data was collected from print outs of print media, online media, video recordings, and from the results of in-depth interviews with several speakers. The data is in the form of a statement from the leadership of the Ministry of Agriculture which contains a discourse on prevention and eradication of corruption. The results of the study indicate that the statements of the leadership related to the prevention and eradication of corruption contain a discourse of renewal with prospective trends. While the factors that inhibit renewal include resistance in the organization, the number of regulations that overlap with other institutions and the spontaneous statement of the leadership that sometimes does not correspond to reality. Nevertheless, the use of the renewal discourse strategy is considered quite successful, as evidenced by the many awards achieved, positive responses and appreciation from stakeholders. Based on existing limitations, the researchers suggested that the Ministry of Agriculture establish a crisis communication SOP so that public relations had guidelines in choosing a strategy for handling crises under any conditions. Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis

We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Salah satu krisis yang menarik akibat pernyataan pimpinan adalah krisis yang menimpa Kementerian Pertanian dalam peristiwa penggerebekan gudang beras PT Indo Beras Unggul (PT IBU) di Bekasi. Beberapa pernyataan yang disampaikan setelah penggerebekan gudang beras menimbulkan polemik yang membuat Kementerian Pertanian harus melakukan komunikasi krisis. Studi ini meneliti tentang komunikasi krisis yang dilakukan oleh Kementerian Pertanian dilihat dari Situational Crisis Communication Theory menggunakan analisis isi kualitatif. Teori tersebut merupakan strategi komunikasi krisis yang menitikberatkan pada atribusi atau persepsi masyarakat terhadap organisasi. Persepsi masyarakat menjadi penting karena Kementerian Pertanian sendiri belum mempunyai SOP khusus komunikasi krisis sehingga atribusi masyarakat menjadi salah satu pedoman dalam melakukan komunikasi krisisnya. Data penelitian terdiri dari pemberitaan di media massa, rilis dan postingan di laman media sosial resmi Kementerian Pertanian. Penelitian menemukan bahwa Kementerian Pertanian cenderung menggunakan strategi reinforcing (memperkuat) dalam komunikasi krisisnya.Kementerian Pertanian berusaha memperkuat posisinya di mata stakeholder dengan mengingatkan hal-hal positif, memuji stakeholder, atau memposisikan diri sebagai korban. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
