Metode yang digunakan dalam penelitian kajian skripsi ini adalah metode
historis. Metode ini dilakukan dalam empat langkah menurut Ismaun dalam buku
Pengantar Ilmu Sejarah yaitu mencari jejak-jejak masa lampau, mencari jejak-
jejak secara kritis, membayangkan gambaran masa lampau dari infonnasi yang
diperoleh dari jejak-jejak tersebut dan menyampaikan basil-basil rekonstruksi
imajinatif masa lampau sehingga sesuai dengan jejak-jejaknya maupun dengan
imajinasi ilmiah. Pendekatan yang digunakan adalah interdisipliner karena
menggunakan ilmu bantu politik.
Adapun dasar kebijakan pembaharuan politik dalam negeri masa Sultan
Omar Ali Saifuddin III adalah menyelamatkan kekayaan sumber daya alam
Brunei, memberdayakan sumber daya manusia Brunei dalam mengelola
negaranya dan penyesuaian dengan jiwa za.man. Proses pembaharuan menuju
negara demokratis yang merdeka berlangsung perlahan-lahan tapi pasti. Proses
pembaharuan tersebut dimulai dari hal yang mendasar yaitu penyusunan
Konstitusi (Perlembagaan Bertulis Negeri Brunei) 1959, diikuti pengubahan
unsur-unsur anggota dalam Maje/is Mesyuarat Negeri (MMN), pembentukan
Maje/is Mesyuarat Penasehat Daerah (MMPD) dan penyelenggaraan pemilihan
umum di tingkat daerah. Pelaksanaan Konstitusi 1959 tercermin dalam pemilihan
umum di tingkat daerah. Melalui pemilihan umum ini terjadi peningkatan
kuantitas partisipasi politik rakyat. Sedangkan, kualitas partisipasi politik rakyat
yang merupakan tujuan demokrasi belum terjamin karena terbentur pada sistem
monarki. Kondisi ini menumbuhkan ketidakpercayaan sebagian rakyat terhadap
pemerintah kerajaan. Akibatnya, sebagian rakyat yang tidak percaya kepada
pemerintah dan terorganisasi dalam partai politik melakukan pemberontakan.
Gerakan yang terus menerus menuju perubahan mencapai puncaknya
pada masa Sultan Omar Ali Saifuddin III. Perubahan menuju kemajuan yang
dimaksud pada zaman Sultan Omar Ali Saifuddin III adalah perubahan ke arah
demokrasi. Namun, prinsip demokrasi yang membawa perubahan ini berbenturan
dengan prinsip-prinsip sistem kerajaan yang tetap dianut sultan. Benturan ini
melahirkan legitimasi bagi sultan untuk kembali mengukuhkan sistem kerajaan
yang dianggap membawa kebaikan bagi kehidupan rakyat Brune

An Empirical Evaluation of k-Means Coresets
Coresets are among the most popular paradigms for summarizing data. In particular, there exist many high performance coresets for clustering problems such as k-means in both theory and practice. Curiously, there exists no work on comparing the quality of available k-means coresets.
In this paper we perform such an evaluation. There currently is no algorithm known to measure the distortion of a candidate coreset. We provide some evidence as to why this might be computationally difficult. To complement this, we propose a benchmark for which we argue that computing coresets is challenging and which also allows us an easy (heuristic) evaluation of coresets. Using this benchmark and real-world data sets, we conduct an exhaustive evaluation of the most commonly used coreset algorithms from theory and practice
The cultivation of pleurotus sajor caju (Grey Oyster Mushroom) on agroindustrial waste / Mohd Izuwan Omar @ Ali
Potato Dextrose Agar (PDA) was found to be the most suitable medium to establish a pure culture growth of Pleurotus sajor caju Average growth rate of its colony on PDA plate was 1.19 cm/day. The next suitable medium for pure culture growth of this fungus was found to be Natural Potato Dextrose Agar (NPDA) followed by Malt Extract Agar (MEA). Average rate of growth of colony on NPDA and MEA were 1.17 cm/day and 1.16 cm/day respectively. Three types of grains namely wheat, barley and soybean were found suitable used for spawn preparation of Pleurotus sajor caju. All the grains were suitable for spawn preparation of Pleurotus sajor caju grown in 50 mL conical flasks. The average time taken for the mycelia to grow and fully cover the wheat, barley and soybean grains in the flasks during spawning are 11.3, 14.0 and 21.3 days respectively. Thus, the most preferred grain for spawn preparation of Pleurotus sajor caju was wheat The basic substrates used for Pleurotus sajor caju cultivation were sawdust, cotton waste and palm oil waste fibre. Each bag of substrate used in the cultivation of this mushroom was prepared using 250 g of dry substrate material subsequently moistened with water. All the substrates were found to be suitable for the cultivation of Pleurotus sajor caju. The maximum total wet weight of the mushroom grown on sawdust harvested after three flushes was found to yield 303 g wet weight of the mushroom, with each flush yielding an average of about 101 g wet weight of mushroom per bag of substrate
Strategy for Halal Management Development in Religious Tourism: A Study on The Omar ‘Ali Saifuddien Mosque Destination in Brunei Darussalam
This research explores halal management development strategies in religious tourism at Omar ‘Ali Saifuddien Mosque, Brunei Darussalam. The main problems identified in this research include limited digital promotion, insufficient multilingual information, and a lack of innovation in halal tourism services, all of which can enhance the destination’s global attractiveness. This research aims to analyze the implementation of halal management in this religious destination and identify halal tourism management strategies. The research method employed is a qualitative approach, utilizing data collection techniques that include observation, in-depth interviews with stakeholders, and literature reviews on halal tourism management. The results showed that the Omar ‘Ali Saifuddien Mosque has implemented the Brunei Halal Standard, which is strictly supervised by the Islamic Religious Council of Brunei (MUIB). Some of the main challenges include the limited number of tour guides with a deep understanding of the halal concept and the lack of digital platforms that facilitate information and service bookings for global travellers. Based on theories of halal management, destination competitiveness, and digitization, this research proposes an integrated framework to enhance Sharia services, multilingual guide training, digital innovation, and global promotion. The strategy for developing halal management in religious tourism requires integrating technological innovation, improving the quality of Sharia-compliant services, and strengthening digital promotion to increase destinations’ global competitiveness
Hybrid optimal control-swarm intelligence for optimization of selected cancer chemotherapy model / Omar Ali Mohammad Shindi
Cancer chemotherapy optimization problem one of the critical cases until now, the researchers still working on it, to find the optimal amount of the drug, that reduce the toxicity and the tumor size. That caused increasing in the number of objectives and constraints, so increasing in the complexity of the optimization problem. This research project proposes two hybrid techniques that’s combined between the optimal control theory (OCT) with the swarm intelligence (SI) and evolutionary algorithms (EA), and check the performance of this techniques, with the popular method that used purely SI and EA algorithms, such M-MOPSO, MOPOS, MOEAD, MODE. The comparison between these methods, is done by solved a constraints multi-objectives optimization problem CMOOP, for the optimization problem of cancer chemotherapy treatment. The results of the hybrid techniques appear more efficient than that discovered by the purely SI and EA method. That’s improve the ability of the hybrid methods for solving the CMOOP with a high performance more than used a purely swarm intelligence. This will be very helpful for the clinicians and oncologist to discover and find the optimum dose schedule of the chemotherapy that’s reduce the tumor cells and save the patients’ health at a safe level
