Giving the Establishment Clause Its Due
Gary J. Simson, Senior Vice Provost for Scholarship for Mercer University, holds the Macon Chair in Law at the law school. Simson received a B.A. summa cum laude in 1971 from Yale College, where he majored in Spanish Literature and was elected to Phi Beta Kappa, and a J.D. in 1974 from Yale Law School, where he was an editor of The Yale Law Journal. After clerking for Judge J. Joseph Smith of the U.S. Court of Appeals for the Second Circuit, Simson began his teaching career at the University of Texas School of Law in 1975 and was promoted to full professor in 1977.
Simson joined the Cornell Law School faculty as professor of law in 1980 and remained at Cornell until 2006, serving as Associate Dean for Faculty Development from 1997-2000 and as Associate Dean for Academic Affairs from 2000-2004. In 2006 he became Dean and Joseph C. Hostetler-Baker & Hostetler Professor of Law at Case Western Reserve University School of Law. He left Case in 2010 to become Dean of the School of Law and Macon Chair in Law at Mercer. He served as Dean until moving to his current leadership position in the central university in 2014.
Over the years, Simson has taught Constitutional Law, Conflict of Laws, Religious Liberty Clinic, and seminars on freedom of religion and other constitutional law topics. His constitutional law scholarship has addressed such issues as school vouchers, Supreme Court appointments, the death penalty and religion, and single-sex schools. He is also the author of a leading conflict of laws casebook and various articles in the field
Analisis Narrative Criticism Kisah Simson dan Ironi Kehidupannya di Dalam Kitab Hakim-Hakim
The story of Samson as Israel's last judge becomes the primary material in the narrative criticism approach as an analytical tool. This story is chosen because it is a complete story and contains many conflicts and irony. The author-speech intent of the story will be examined in the interest of today's readers. The narrative analysis method that the author uses is the background story (background); location and time (setting of time and location); storyline (plot); events and their causes (causal links); character identification; conflicts that have occurred (conflicts); tragic things (irony); relationship with other texts (intertextuality); and main emphasis (point of view). The results show that the story of Samson does not stop at the readers who are the target of the story in the past. Samson's life as a nazir becomes a reflection and an example for today's readers about the importance of respecting, maintaining, and completing every task and call of God in life where God places everyone.
Kisah Simson sebagai hakim terakhir Israel menjadi materi primer di dalam pendekatan kritik naratif sebagai alat analisis. Kisah ini dipilih karena merupakan sebuah cerita (stories) yang lengkap dan utuh dan mengandung banyak konflik serta ironi. Maksud penulis-tutur dari kisah tersebut akan diteliti dalam kepentingan pembaca masa kini. Design principles and patterns for computer systems that are simultaneously secure and usable

This thesis argues that there are many instances in which security and usability can be synergistically improved by revising the way that specific functionality is implemented in many of today's operating systems and applications. Specific design principles and patterns are presented that can accomplish this goal. Patterns are presented that minimize the release of confidential information through remnant and remanent data left on hard drives, in web browsers, and in documents. These patterns are based on a study involving the purchase of 236 hard drives on the secondary market, interviews conducted with organizations whose drives had been acquired, and through a detailed examination of modern web browsers and reports of information leakage in documents. Patterns are presented that enable secure messaging through the adoption of new key management techniques. These patterns are supported through an analysis of S/MIME handling in modern email clients, a survey of 469 Amazon.com merchants, and a user study of 43 individuals. Patterns are presented for promoting secure operation and for reducing the danger of covert monitoring. These patterns are supported by the literature review and an analysis of current systems.(cont.) In every case considered, it is shown that the perceived antagonism of security and usability can be scaled back or eliminated by revising the underlying designs on which modern systems are conceived. In many cases these designs can be implemented without significant user interface changes. The patterns described in this thesis can be directly applied by today's software developers and used for educating the next generation of programmers so that longstanding usability problems in computer security can at last be addressed. Kualitas Pelayanan Penerbitan Siup pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Medan
Quality is the difference between the expectations and the reality of customers for the service they receive. One of the main tasks of the government is to provide services to fulfill the wants and needs of the community. This research describes the quality of service for obtaining SIUP in the Departement of Invesment and Integrated Services One Door City of Medan. This study is motivated by the impression that the government bureaucracy in providing services is slow. To assist the community in the service process, the Minister of Home Affairs issued Regulation of the Minister of Home Affairs issued a Regulation of the Mayor of Medan No. 69 of 2017 concerning Guidelines for One Door Services so that services can run effectively and prime.
The method used in this study is descriptive qualitative, using indicators presented by Zeithaml. Parasuraman & Berry such as Tangible, Reliability, Responsiveness, Assurance, Emphaty and also accountability as an indicator to measure how far the results of quality of public service has been done.
Quality of public services in the issuance of SIUP in the Department of Investment and Integrated Services One Door city of Medan, can be said to have met the dimensions or any benchmark on the theory that the author uses. Although the implementation has not been maximal, as in the performance of public services in the issuance of SIUP which sometimes the time of issuance is not in accordance with the SOP that has been set, andsloww staff respon.Kualitas adalah seberapa jauh perbedaan antara harapan dan kenyataan para pelanggan atas layanan yang mereka terima. Salah satu tugas pokok pemerintah adalah memberikan pelayanan untuk pemenuhan keinginan dan kebutuhan masyarakat. Penelitian ini mendeskripsikan tentang Kualitas Pelayanan Untuk memperoleh SIUP Pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu. Kajian ini dilatar belakangi dengan kesan birokrasi pemerintahan dalam memberikan pelayanan yang lamban. Untuk membantu masyarakat dalam proses pelayanan maka Mendagri mengeluarkan Peraturan Wali Kota Medan No.69 Tahun 2017 tentang Pedoman Pelayanan Terpadu Satu Pintu agar pelayanan dapat berjalan efektif dan prima.
Metode yang digunakan pada penelitian ini adalah deskriptif kualitatif, dengan menggunakan indikator-indikator yang dikemukakan oleh Zeithaml. Parasuraman & Berry seperti Kehandalan, Bukti Fisik, Ketanggapan, Jaminan, dan Empati sebagai indikator untuk mengukur sejauh mana kualitas pelayanan telah terlaksana.
Kualitas pelayanan publik dalam penerbitan SIUP di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu kota Medan, bisa dikatakan telah memenuhi dimensi atau pun tolak ukur atas teori yang penulis gunakan. Lõputöö eesmärgiks oli uurida, kas väiketranspordiettevõttel nagu OÜ Hiiu Autotrans oleks mõistlik
investeerida masinapargi uuendamisel elektrimootoriga kaubikutesse. Selle eesmärgi täitmiseks kogus
autor diplomieelse praktika käigus andmeid masinapargi hetkeolukorra ning ettevõtte vajaduste kohta,
et leida sobivaid alternatiivseid kaubikuid ning neid võrrelda. Töös kasutati kombineeritud
uurimismeetodit. Kvantitatiivse uurimismeetodi käigus koguti statistilisi andmeid masinapargi
hetkeolukorra ning ettevõtte vajaduste kohta võimalike alternatiivsete sõidukite leidmiseks ja nende
võrdlemiseks hetkel kasutusel olevate kaubikutega. Kvalitatiivses osas viidi läbi struktureerimata
intervjuud kahe juhatuse liikmega ning kolme kulleriga, kes nende autodega pidevalt sõidavad, ning
loodi selle põhjal riskihinnang, millega hinnati mittemajanduslikke aspekte eri sõidukitel. Enne
diplomitöö sisulise osaga alustamist seadis autor hüpoteesi, et mõistlik oleks edasi kasutada praegusi
diiselmootoriga kaubikuid, ning hinnata uuesti kui diiselkütuse hinnad kas tõusevad märgatavalt või
elektrimootoritega kaubikute hinnad langevad märgatavalt.
Tuginedes ettevõtte kaubaveo marsruutidele valis autor alternatiivseteks kaubikuteks Ford E-Transiti,
Fiat E-Ducato ning Peugeot Boxeri. Fiat E-Ducato ostu hind oli liiga kõrge, et diiselmootoriga
kaubikud sellega välja vahetada. Arvestades reaalseid läbisõite veoringidel leiti töö tulemusena, et
majanduslikult on kõige kasumlikum kasutada edasi hetkel kasutusel olevaid kaubikuid.
Alternatiivsetest kaubikutest leiti, et lühikesele marsruudile on kõige mõistlikum võta diiselmootoriga
Peugeot Boxer ning pikale ringile Ford E-Transit. Mittemajanduslikke aspekte arvestades pakkus autor
ettevõttele kolm ettepanekut millised kaubikud soetada. Esimeseks ettepanekuks pakkus autor edasi
kasutada hetkel ettevõttes olevaid kaubikuid, kuna see on puht majanduslikult kõige mõistlikum
variant. Teiseks ettepanekuks oli vahetada üks kaubik välja Ford E-Transitiga ning teine uue Peugeot
Boxeriga, see meetod madaldas riske, samal ajal võttes ettevõttes kasutusele elektrikaubiku.
Kolmandaks ning kõige realistlikumaks valikuks pakkus autor välja vahetada kaks hetkel kasutusel
olevat kaubikut liisingu uute Peugeot Boxer-ite vastu ning jätta kasutusele kõige paremas korras olev
hetkel kasutusel olev kaubik. Nii saab hoida mittemajanduslikke riske madalana ning võtta
majanduslikult ohutu kesktee. Tulevikus võiks teha veel sarnaseid uurimusi teistsugustes olukordades nagu näiteks kui mõistlik oleks
elektrimootoriga kaubikute kasutusele võtmine linnas või pikemate marsruutidega jaotusringidel.
Samuti võiks hinnata millises kliimas on elektrikaubikute kasutamine mõistlik ning millises mitte.The possibilities of replacing n1 category commercial vans with their electric equivalents in the

As the world starts being ever more environmentally conscious the question of whether to use electric
vehicles in your business becomes all the more important. The question of if they are feasible is
especially important for smaller transportation business to whom buying a new vehicle is a major
expense. As such the aim of this thesis, „The possibilities of replacing n1 category commercial vans
with their electric equivalents in the company Hiiu Autotrans OÜ”, is to look at a small transportation
company in the countryside and determine whether there are electric n1 vans that meet their need and if
those vans are financially feasible for the company to buy. That is done by analysing the company
criteria for possible new vans, comparing the financial costs of electric- and diesel engines and by
determining the non-financial factors in using electric vehicles. As a result of that the author made
recommendations to the company regarding what vehicles to buy. To determine the result the author
used the combined research method. In the course of the quantitative research the author determined
the costs of the current vans by collecting statistical data and compared it to the data about the possible
alternatives. For the qualitative part the author carried out unstructured interviews with the company’s
management and the delivery drivers who regularly drive the vans. The reason for that was to find non financial aspect which would affect the purchase of electric vehicles. Before starting the substantive
part of the diploma thesis, the author hypothesized that the best course of action would be to keep using
the current vans for the next five years and then reanalyse the situation.
OÜ Hiiu Autotrans main requirement for the vehicles was that they would have the range to complete
the daily routes without having to charge in between. The cargo capacity of the vans was also very
important. As such the two electric vehicles that were chosen were the Ford E-Transit and the Fiat E Ducato, for the alternative diesel van the new Peugeot Boxer was chosen since the company already
uses older models of the van. It was determined that the Ford E-Transit would not be able to service the
longer route year-round, but it could be used on the shorter route in the winter and on the longer route
for the rest of the year.
In the quantitative part of the research, it was determined that financially the best option would be to
keep the current vans unless there are big mechanical problems. Between the new diesel van and the electric vans, it was found that the diesel van is cheaper until the driving for about 235000 km and then
the Ford E-Transit becomes cheaper. The reason that happens is that the Ford is about 1.7 times more
expensive than the Peugeot so with lower mileages its cheaper. But because electric engines lower fuel
prices per kilometre the Ford eventually becomes cheaper. The Fiat purchase price is much higher than
ether of the alternatives so its price per kilometre stays higher. As a result, it was found that if the Ford
could service the long route year-round it would be the cheaper choice for that route, but it doesn’t have
the necessary range in the winter.
In the qualitative part it was determined that the biggest non-financial issue with using electric vehicles
in the company was the fact that there are no mechanics, who know how to service electric engines and
batteries, on the island. Another point of concern were electrical outages and the lack of range. For
diesel engine vans the main point of concern was the possibility that fuel prices would increase and
would make it very expensive to run those vans. Also, for the currently in use vans a big point of
concern was the future possibility that vehicles would need major repairs.
As a result, the author gave the company three possible recommendations. The first and financially the
best option was to keep using the current vans, but that brings with it a risk of mechanical failures and
the costs associated with them. For the second option the author recommended changing out two of the
vans, one for the Ford and the other for the Peugeot. This option allows the company to start using
electric vehicles and lowers the risk of mechanical failures. With this option it is crucial that the electric
vehicle drives as much as possible each day since that will make it more financially viable. For the
third and most realistic option the author found that it would make sense to thoroughly check the vans
at the end of their leasing period and if they found any faults exchange the vehicle for a new diesel
engine alternative. This option is the safest one and doesn’t make the company use the unproven
electric vans
PELATIHAN PROGRAM PENDAMPINGAN PESERTA DIDIK DI SMA KRISTEN CITRA BANGSA KUPANG DALAM MELAKSANAKAN PENBELAJARAN JARAK JAUH (PJJ)
The objectives of this service are: 1) To review the role of the teacher in planning and implementing distance learning so that it runs effectively in the field according to the plan that has been prepared. 2) Providing distance learning that is of interest to students in accordance with programmed learning. The form of this activity is distance learning assistance for students of Citra Bangsa Christian High School, Kupang. Participants in this activity consisted of: 1) SMA Kristen Citra Bangsa Kupang, and 2) Students in grades X, XI, and XII. This activity is carried out by teaching methods using videos, lectures, discussions and questions and answers. The results of the mentoring activities are 1) an increase in the ability of SMA Kristen Citra Kupang teachers in the preparation of distance learning programs after being given training and mentoring; and 2) there was an increase in the skills of SMA Kristen Citra Kupang teachers in implementing distance learning after being provided with assistance.Tujuan dari pengabdian ini adalah: 1) Untuk meninjau peranan guru dalam penyusunan perencanaan dan pelaksanaan pembelajaran jarak jauh agar berjalan dengan efektif dilapangan sesuai dengan perencanaan yang sudah disusun. 2) Memberikan pembelajaran jarak jauh yang diminati oleh peserta didik sesuai dengan pembelajaran yang telah terprogram. Bentuk kegiatan ini adalah pendampingan pembelajaran jarak jauh peserta didik SMA Kristen Citra Bangsa Kupang. Peserta kegiatan ini terdiri dari: 1) Guru-guru SMA Kristen Citra Bangsa Kupang, dan 2) Peserta didik kelas X, XI, dan XII. Kegiatan ini dilakukan dengan metode mengajar menggunakan video, ceramah, diskusi dan tanya jawab. Hasil kegiatan pendampingan adalah 1) terjadinya peningkatan kemampuan guru-guru SMA Kristen Citra Kupang dalam penyusunan program pembelajaran jarak jauh setelah diberikan pelatihan dan pendampingan; dan 2) terjadinya peningkatan keterampilan guru- guru SMA Kristen Citra Bangsa Kupang dalam mengimplementasikan pembelajaran jarak jauh setelah diberikan pendampingan. 
A study of topic and topic change in conversational threads
This thesis applies Latent Dirichlet Allocation (LDA) to the problem of topic and topic change in conversational threads using e-mail. We demonstrate that LDA can be used to successfully classify raw e-mail messages with threads to which they belong, and compare the results with those for processed threads, where quoted and reply text have been removed. Raw thread classification performs better, but processed threads show promise. We then present two new, unsupervised techniques for identifying topic change in e-mail. The first is a keyword clustering approach using LDA and DBSCAN to identify clusters of topics, and transition points between them. The second is a sliding window technique which assesses the current topic for every window, identifying transition points. The keyword clustering performs better than the sliding window approach.
