Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
L'ONU après la crise irakienne
The Role and Future of the United Nations after the Iraqi Crisis, by Alexandra NOVOSSELOFF
History will tell whether the Iraqi crisis will have constituted a challenging of the United Nations Organisation (UNO), of its rôle and of its use within the international System. Indeed, the UNO has proven both its resistance to events and its capacity to last as a foundation of the international System. However, due to the unilateralist practices of some of its member states and as a result of a System which is strugghng with the idea of in-depth reform, the question of its legitimacy and of its authority has been debated openly if not brutally, throughout this last year. In spite of this, it is however not certain that the time for in-depth reform of ail aspects of the United Nations System has arrived.L'Histoire dira si la crise irakienne a constitué un moment de remise en cause des Nations unies, de leur rôle et de leur utilité au sein du système international.
To address the current issue of United Nations reform, we must honestly analyze existing problems. Above all, it is necessary to take into account the profound changes that have occurred since the end of the Cold War and to be aware of the limitations of an international organization and the structure of the United Nations system. Only from this analysis can proposals be made to rationalize it and make its operation more efficient. You not only have to streamline the organization, but approach it from a point of view that gives it purpose and meaning. This article proposes to establish as its main goals the forecast and the prevention, that is, to turn it into the advanced guard and the conscience of the world. In this context, the United Nations is an indispensable and invaluable mechanism in international relations.
Assessing the Effectiveness of the United Nations Peacekeeping Force in Cyprus (UNFICYP) and The Office of the Special Adviser to the Secretary- General on Cyprus (OSASG)
This report assesses the extent to which the UN Peacekeeping Force in Cyprus (UNFICYP) along with the Office of the Special Adviser to the Secretary- General on Cyprus (OSASG) – also called the mission of the Good Offices – is achieving its mandate enshrined in Resolution 164 of March 1964. In 2024, the UN Missions in Cyprus will celebrate the 60th anniversary of their presence in the country, and it seems timely to analyse their impact and effectiveness over the years. The EPON report looks for the first time at what the peacekeeping research community has called “legacy operations”, those born during the Cold War and still in place today. UNFICYP is the eighth peacekeeping mission created since 1948. The report looks also at the interaction between peacekeeping and peacemaking in the context of a frozen conflict, often referred to by researchers and scholars as the “Cyprus problem”. Cyprus is a unique case in international relations and peace operations. Its capital city is the only remaining divided capital in Europe and in the world. Cyprus is the only country in the world to have “Guarantors” with a right to intervene and station troops on a permanent basis. The report acknowledges the role of prevention of UNFICYP to the extent that the people in Cyprus tend to forget that no cease-fire agreement exists between the parties. Peacekeeping has been successful at creating a comfortable status quo that peacemaking has yet been unable to break down. In this context, the lack of will from the parties to engage in a meaningful political process has limited the UN’s effectiveness
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
