Analisis Persepsi Masyarakat terhadap Kualitas Pelayanan Publik pada Bagian Administrasi Kemasyarakatan dan Kesejahteraan Rakyat Pemerintah Kabupaten Simalungun
Society perception for services quality of governance in Indonesia generally assessing that services quality is still not yet as such as those which expected, this matter is visible from the number of complaining from the society at ministry of state aparatus utilization concerning procedure and mechanism work of services is excessively long and trivial, not transparent, less be informative, less be accommodative, less of consistency, limited facility and infrastructure, do not guarantee the certainty (law, time, and cost) and also still a lot of illegal charge and illegal action which have indication of deviation and corruption. Society perception to public services management of Administration of Society and Society Prosperity Government of Simalungun Regency still not yet been known, whether its look like the society complaining? Therefore is needed the study to analyze how society perception to its services management. This research is conducted at Administration of Society and Society Prosperity Government of Simalungun Regency, with purposes to analyzing the society perception to its public service management and knowing the factors that influencing public service quality. Research method is descriptive method, with survey technique is spreading questioners to 52 people respondent of services consumer at the office of Administration of Society and Society Prosperity Government of Simalungun Regency. Research result indicate that the society perceptions of the public services at Administration of Society and Society Prosperity Government of Simalungun Regency stated that public service management have well enough. As for the factors that influencing the public service quality at Administration of Society and Society Prosperity Government of Simalungun Regency based on crosstab analysis (the chisquare test) are simple aspect (the service procedure is excessively long and trivial), clarity aspect (less be transparency of expense), accuration aspect (the business is matching with it desired), security aspect (given the receipt evidence), and easy access aspect (the distance from office location to residence and the availibility of public transport to the office location).The public services management of Administration of Society and Society Prosperity Government of Simalungun Regency can be improved with the clearity of public service procedure, transparency of expense, certainty of time for finishing the business, clarity in administrative and technical conditions, easy access to the office location, and also the existence of Law concerning the public services management so that public services can be improved because of the present of public services minimum standard.Persepsi masyarakat terhadap kualitas pelayanan pemerintahan di Indonesia pada umumnya menilai kinerja pelayanan masih belum seperti yang diharapkan, hal ini dapat dilihat antara lain dari banyaknya pengaduan atau keluhan dari masyarakat pada Kementrian Menpan seperti menyangkut prosedur dan mekanisme kerja pelayanan yang berbelit-belit, tidak transparan, kurang informatif, kurang akomodatif, kurang konsisten, terbatasnya fasilitas, sarana dan prasarana pelayanan, sehingga tidak menjamin kepastian (hukum, waktu, dan biaya) serta masih banyak dijumpai praktek pungutan liar serta tindakan-tindakan yang berindikasi penyimpangan dan KKN. Persepsi masyarakat terhadap penyelenggaraan pelayanan publik pada Bagian Administrasi Kemasyarakatan dan Kesejahteraan Rakyat Pemerintah Kabupaten Simalungun masih belum diketahui, apakah menyerupai seperti pengaduan masyarakat tersebut? Oleh karena itu perlu adanya kajian untuk menganalisis bagaimana persepsi masyarakat terhadap penyelenggaraan pelayanannya. Penelitian ini dilakukan di Bagian Administrasi Kemasyarakatan dan Kesejahteraan Rakyat Kabupaten Simalungun, dengan tujuan menganalisis persepsi masyarakat terhadap penyelenggaraan pelayanan publik dan mengetahui faktor-faktor yang mempengaruhi kualitas pelayanan publik. Metode penelitian yang digunakan adalah metode penelitian deskriptif, dengan teknik survey yaitu penyebaran kuesioner kepada 52 orang responden pengguna pelayanan pada kantor Bagian Administrasi Kemasyarakatan dan Kesejahteraan Rakyat Kabupaten Simalungun. Dari hasil analisis diketahui bahwa persepsi masyarakat pengguna pelayanan publik pada Bagian Administrasi Kemasyarakatan dan Kesejahteraan Rakyat Pemerintah Kabupaten Simalungun menyatakan kalau penyelenggaraan pelayanan publik sudah cukup memuaskan. Adapun faktor-faktor yang mempengaruhi kualitas pelayanan publiknya, berdasarkan analisis crosstab (uji chi-square), yakni aspek kesederhanaan (prosedur pelayanan yang berbelit-belit), aspek kejelasan (adanya transparansi biaya yang dikeluarkan), aspek akurasi (urusan sesuai dengan yang dikehendaki), aspek keamanan (bukti tanda terima diberikan), dan aspek kemudahan akses (jarak lokasi kantor dengan tempat tinggal dan ketersediaan angkutan umum menuju lokasi kantor). Peningkatan penyelenggaraan pelayanan publik pada Bagian Administrasi Kemasyarakatan dan Kesejahteraan Rakyat Kabupaten Simalungun dapat dilakukan dengan prioritas perlu adanya kejelasan prosedur pelayanan publik, adanya transparansi biaya, adanya kepastian waktu penyelesaiaan urusan, penyelesaiaan urusan sesuai dengan yang dikehendaki, adanya bukti tanda terima yang diberikan, kejelasan dalam persyaratan teknis dan administratif, perlu adanya kemudahan akses, serta adanya UU mengenai penyelenggaraan pelayanan publik sehingga pelayanan publik dapat ditingkatkan dikarenakan ada standar minimalnya.153 HalamanTesis Magiste

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
