Segurança internacional no pós-guerra fria: degradação da segurança humana nos deslocamentos internos forçados na Colômbia

Curso de Graduação em Relações Internacionais.O presente trabalho objetiva verificar como o conceito de Segurança Humana abarca as novas ameaças, no sentido de que essas influenciam aquela, problematizando o conflito colombiano e o Plano Colômbia, ressaltando suas consequências para os deslocamentos forçados frente ao conceito de Segurança Humana, bem como para o entorno andino. Neste sentido, avalia-se a emergência das novas ameaças no âmbito do pós Guerra Fria, o conceito de segurança humana promovido pelo Programa das Nações Unidas para o Desenvolvimento em 1994 e o conceito de Estados Falidos, este tendo como base o Failed States Index. Desta forma, afere-se o entendimento de segurança humana na América do Sul, bem como na União Europeia apontando suas diferentes concepções. Por fim, a Colômbia torna-se objeto de análise, pois apresenta fortes elementos de um Estado falido, sendo foco de insegurança regional ao passo que o movimento massivo de deslocados forçados agrava a degradação da segurança humana na região
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. A colonização neoliberal de Jerusalém após Oslo: desenvolvimento, pacificação e resistência em Palestina/Israel
Desde os anos 2000, o governo israelense de Jerusalém Oriental começou a implementar uma série de políticas para o desenvolvimento e a integração dos espaços e da população palestina residente da cidade em meio a uma série de revoltas sociais tanto de palestinos como de israelenses. Essas políticas orientadas pela razão neoliberal para a revitalização urbana, a capacitação profissional e a promoção do empreendedorismo dos nativos palestinos representam uma contradição em relação à história de alienação, despossessão e de-desenvolvimento de Jerusalém Oriental pelo poder colonial israelense para a judaização socioespacial da cidade. Em nenhum momento dessa fase de inclusão, entretanto, as medidas de exclusão foram interrompidas. Esta tese se debruça sobre a contradição entre o avanço do desenvolvimento neoliberal pelos israelenses em Jerusalém Oriental e a continuidade de políticas coloniais que alguns poderiam considerar “iliberais”. Em oposição àqueles que entendem o entrelaçamento ambivalente entre medidas coloniais e neoliberais como um paradoxo, antagonismos ou a construção de um multiculturalismo neoliberal decolonial, esta investigação argumenta que colonialismo e neoliberalismo seriam fenômenos que expressam singularidades da universalidade capitalista. A sua combinação permite a acumulação primitiva de capital ocorrer permanentemente por formas explicitamente coercitivas e baseadas na força, e também por meios progressistas e humanizados que funcionam como uma tecnologia fraudulenta de despossessão e controle dos subalternos em Jerusalém. A partir da análise das relações de raça e classe em Jerusalém, argumentamos que o neoliberalismo progressista e o urbanismo empreendedor seriam instrumentos despolitizados de pacificação dos palestinos e silenciamento da classe trabalhadora israelense. O colonialismo neoliberal representaria a síntese das contradições entre as suas tecnologias duras e suaves que permitem a reprodução das desigualdades raciais do governo colonial como resultados “naturais” das relações de mercado. A hegemonia neoliberal sobre a regulação social permite estancar as vulnerabilidades do regime colono, como na formação de um anticolonialismo neoliberal entre a resistência palestinaSince the 2000s, the Israeli government of East Jerusalem began to implement a series of policies for the development and integration of its Palestinian residents and their spaces of living after social upheavals by both Palestinians and Israelis. These policies underscored by the neoliberal reason for urban revitalization, professional training and the advancement of entrepreneurship represent a contradiction to the history of alienation, dispossession and de-development of East Jerusalem by Israeli colonial power for the city socio-spatial Judaization. However, the exclusion measures were not interrupted during this inclusion phase. This thesis focuses on the contradiction between the rise of neoliberal development policies by Israeli actors in East Jerusalem and the continuity of colonial policies that some might consider "illiberal". In opposition to those who understand this ambivalent entanglement between colonial and neoliberal measures as a paradox, antagonistic or the construction of decolonial neoliberal multiculturalism, this investigation argues that colonialism and neoliberalism are phenomena that express singularities of capitalist universality. Their combination allows the primitive accumulation of capital to occur permanently by explicitly coercive and force-based forms, and also by progressive and humanized means that function as a fraudulent technology for the dispossession and control of subalterns in Jerusalem. Based on the analysis of race and class relations in Jerusalem, we argue that progressive neoliberalism and entrepreneurial urbanism would be depoliticized instruments of pacifying Palestinians and silencing working-class Israelis. Neoliberal colonialism is the synthesis of the contradictions between its hard and soft technologies that allow the reproduction of the colonial government and its racial inequalities as "natural" results of market relations. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
