Self-Organizing Network (SON) based handover mechanism for Long-Term Evolution (LTE) network / Ili Nadia Md Isa
The migration towards the LTE network technology meaning that many 3G, 2.5G and even for 2G (whether 3GPP or 3GPP2) network shall continue their operation for upcoming years. The advantages of LTE network are reducing the signalling overhead while sharing the common session data storage that shall enhance the resource usage and easing the network migration from previous network to LTE network. Most importantly it improve the mobility between difference access systems for examples 2G, 3G and 4G. Despite the advantages that help the network to communicate better, there is issue that often arises within the LTE network which is handover issue. Handover occurs when UE moves from one cell to another cell and sometime may cause drop calls and disrupt the communication. The main handover parameters in measurement report: Hysteresis (Hys) and Time-To-Trigger (TTT) play important roles to avoid the handover failure. Many solutions have been introduced to minimize the handover failure issues. One of the solutions is Self-Organizing Network (SON). SON mechanism comprises of three components of self-configuration, selfoptimization and self-healing which can contribute to optimize the performance of the next generation broadband network such as the Long Term Evolution (LTE) networks. The aim of this study is to propose a self-organizing handover procedure based on the Self-Organizing Network (SON) concept for LTE network, The simulations scenario and analysis on the performance of the proposed SON-based handover were conducted using the QualNet software. The two main handover parameters that have been modified are the Hysteresis (Hys) and Time-To-Trigger (TTT). Several simulations were run with difference value of Hys and TTT value in order to perform good handover network performances. The outcome of the simulation shows the network performance is better after optimizing the Hys and TTT parameters value. In particular the LTE network shows remarkable improvement in the network throughput, as well as reducing the network delivery delay and network jitter thus lead to network less congestion. This study will be beneficial for future works as the next communication technologies are always changing rapidly and the self-manage mechanism will become essential for efficient network operations
Car drivers’ preferences for ISA policy measures
Intelligent Speed Adaptation (ISA), an in-vehicle system that can either warn the driver or directly limit the vehicle’s speed when the speed limit is reached, is generally believed to have a large potential to increase road safety. However, policy makers hesitate to take policy measures that may increase ISA use. Public acceptance of ISA or policy makers’ perception of it is regarded to play an important role in this. This paper aims to increase this insight by reporting car drivers’ preferences for ISA policy measures based on stated choice experiment conducted in the Netherlands. Respondents made choices between various implementation strategies (mandatory ISA and voluntary ISA with financial incentives) given a chosen policy measure. The policy measure describes which drivers group (speed offenders, professional drivers or all drivers) is targeted and which ISA type (warning or limiting) is stimulated. The results point out that car drivers especially prefer that policy makers would impose ISA on speed offenders and to a lesser extent also on professional drivers, while they prefer a voluntary ISA for themselves. Use of voluntary ISA can be stimulated by offering financial incentives, of which purchase subsidy is preferred above annual tax cuts. Furthermore, car drivers prefer warning ISA for themselves and also for professional drivers, while they prefer limiting ISA for speed offenders. In addition, the results indicate that females and the older age group prefer ISA policy measures more than males and young drivers, but overall car drivers’ preferences seem to be rather homogeneous.Engineering, Systems and ServicesTechnology, Policy and Managemen
A dual infection of infectious salmon anaemia (ISA) virus and a togavirus-like virus in ISA of Atlantic salmon Salmo salar in New Brunswick, Canada
Two viruses, infectious salmon anaemia (ISA) virus and a novel togavirus-like virus, were isolated from ISA disease outbreaks that were first reported as a new syndrome, haemorrhagic kidney syndrome (HKS) affecting farmed Atlantic salmon Salmo salar L. on the East coast of Canada. Laboratory confirmation of ISA diagnosis was initially complicated by isolation of only the togavirus-like agent using the CHSE-214 cell line. Here we demonstrate that a clinical sample from a disease outbreak of ISA contained a mixture of ISA virus and togavirus-like virus. Reverse transcriptase-polymerase chain reaction (RT-PCR) confirmed the presence of both viruses during serial passage of cultures in SHK-1 and CHSE-214 cells. Virus harvested at passage level 3 in both cell lines caused high mortalities and severe gross pathology consistent with ISA virus infection in experimentally inoculated Atlantic salmon parr (approximately 35 g) in freshwater, beginning 12 d post inoculation. ISA virus was detected by virus isolation from kidney and liver tissues of all dead or moribund fish tested. A comparison of virus isolation, 1-step procedure RT-PCR and RNA dot-blot hybridization for detection of ISA virus (ISAV) in fish tissues showed virus isolation to have 100% sensitivity, followed by RT-PCR (66 and 28% sensitivity in kidney and liver, respectively), with RNA dot-blot hybridization as the least sensitive method (20 and 10% sensitivity in kidney and liver, respectively). No togavirus-like virus was detected in these samples by virus isolation. Moreover, another togavirus-like virus isolate grown in CHSE-214 cells in the absence of any other detectable pathogen was non-pathogenic in experimentally inoculated fish. The purpose of this study is to determine The Effectiveness of Communication Skills to Job Performance at Tenaga Nasional Berhad (TNB) Jitra, Kedah Darul Aman. The questionnaires are distributed in two departments which are Administration/Customer Service and the other department is Finance, Credit Control and Record. This research involved 40 respondents that 30 respondents from Administration/Customer Service department while 10 respondents are from the Finance, Credit Control and Record department. The survey measured demographic profile, the effect of communication skills and the level of job performance. There are three factors of effective communication skills to job performance which are organizational culture, management style and social relationship. Then, the researcher found that the most effective communication skills is organizational culture. Organizational culture is the factors of communication skills that employees at the organization agreed to enhance their job performance. Furthermore, based on the result shown, the ways employees improve their communication skills are participating the communication skills training and join in the organizing activities

Novel "Istri Kedua" tells the story of polygamy experienced by several women. This story is a true story written by Asma Nadia and Isa Alamsyah. The image of women in this matter was taken because, some people still think that women are weak creatures and are easily deceived, so the depiction of a woman will prove that women have a better image than other people think. Novel "Istri Kedua" is analyzed with feminism theory, feminism theory is taken because feminism is a study that opposes patriarchal culture. The method used in this research is qualitative description with data in the form of paragraphs, sentences, and words related to the image of women. The results found are, the image of women is divided into two, namely the self-image of women and the social image of women. The self-image of women based on the self depicted by women both physically and psychologically, while the social image of women is reflected in the behavior of women both in the family and in society

Analisis Semiotika Roland Barthes dalam Novel Istri Kedua Karya Asma Nadia dan Isa Alamsyah
Preaching is one of the obligations for Muslims. There are various ways to preach or convey Islamic teachings in accordance with the Qur'an and As-Sunnah. One of them is the contemporary method, namely by using and following current technological developments, one of which is the bil-qalam media or written media such as literary works in the form of novels.
One of them is the novel Second Wives by Asma Nadia and Isa Alamsyah which tells the true story of polygamous marriage and the consequences of being a second woman. In addition, there are also da'wah messages that can be used as lessons for life in the future.
This study uses a qualitative research method with Roland Barthes' Semiotics approach. The source of this research data comes from primary data obtained from the print of the novel Second Wife with data collection techniques in the form of observation, collecting and documentation. The results of this study indicate that the novel Istri Second by Asma Nadia provides a clear picture both in denotation, connotation and myth about the message of da'wah contained in the novel Istri Second. da'wah message about the wisdom of a polygamous marriage and interfaith marriage. Married couples who abuse the meaning of polygamous marriage and interfaith marriage. Islam and state laws allow men to practice polygamy on the condition that they can act fairly and are able to provide for their wives and children physically and mentally. And in Islam and the law on marriage prohibits interfaith marriages because they are considered invalid. In a marriage there is a responsibility that must be carried out as a parent, namely nurturing and educating their children. Even though one day there is a divorce, the children are still the responsibility of their parents until they reach adulthood. And as children, we must obey and respect our parents because the pleasure of Allah lies in the pleasure of the parents, and the wrath of Allah lies in the wrath of the parents
