Uncertain uncertainty in data-driven stochastic optimization: towards structured ambiguity sets
Ambiguity sets of probability distributions are a prominent tool to hedge against distributional uncertainty in stochastic optimization. The aim of this paper is to build tight Wasserstein ambiguity sets for data-driven optimization problems. The method exploits independence between the distribution components to introduce structure in the ambiguity sets and speed up their shrinkage with the number of collected samples. Tractable reformulations of the stochastic optimization problems are derived for costs that are expressed as sums or products of functions that depend only on the individual distribution components. Stochastic model predictive control for linear systems affected by correlated disturbances
International audienceIn this paper, the problem of stability, recursive feasibility and convergence conditions of stochastic model predictive control for linear discrete-time systems affected by a large class of correlated disturbances is addressed. Based on indirect feedback of the state, we develop a stochastic model predictive control that guarantees convergence, average cost bound and chance constraint satisfaction. The results rely on the computation of probabilistic reachable and invariant sets using the notion of correlation bound. This control algorithm results from a tractable deterministic optimal control problem formulation with a value function that upperbounds the expected quadratic cost of the predicted state trajectory and control sequence. The proposed methodology only relies on the assumption of the existence of bounds on the mean and the covariance matrices of the disturbance sequence distribution

On the electronic nature of silicon and germanium based oxynitrides and their related mechanical, optical and vibrational properties as obtained from DFT and DFPT
Electronic structure, bonding and optical properties of the orthorhombic oxynitrides Si 2N 2O and Ge 2N 2O are studied using the density function theory as implemented in pseudo-potential plane wave and full-potential (linearized) augmented plane wave plus local orbitals methods. Generalized gradient approximation is employed in order to determine the band gap energy. Indeed, the Si 2N 2O exhibits a large direct gap whereas Ge 2N 2O have an indirect one. Bonding is analyzed via the charge densities and Mulliken population, where the role of oxygen is investigated. The analysis of the elastic constants show the mechanical stability of both oxynitrides. Their bulk and shear modulus are slightly smaller than those reported on nitrides semiconductors due to the oxygen presence. The optical properties, namely the dielectric function, optical reflectivity, refractive index and electron energy loss, are reported for radiation up to 30 eV. The phonon dispersion relation, zone-center optical mode frequency, density of phonon states are calculated using the density functional perturbed theory. Thermodynamic properties of Si 2N 2O and Ge 2N 2O, such as heat capacity and Debye temperature, are given for reference. Our study suggests that Si 2N 2O and Ge 2N 2O could be a promising potential materials for applications in the microelectronics and optoelectronics areas of research. © 2011 Elsevier B.V. Evidence of Coulomb correction and spinorbit coupling in rare-earth dioxides CeO 2, PrO 2 and TbO 2: An ab initio study
The current study investigates the structural, elastic, electronic and optical properties of CeO 2, PrO 2 and TbO 2 using the full potential (linearized) augmented plane wave plus local orbital method within the WuCohen generalized gradient approximation (GGA) with Hubbard (U) correction and spinorbit coupling (SOC). The GGAU implementation lead us to describe correctly the relativistic effect on 4f electrons for CeO 2. We clarify that the inclusion of the Hubbard U parameter and the spinorbit coupling are responsible for the ferromagnetic insulating of PrO 2 and TbO 2. The magnetic description is achieved by the spin-density contours and magnetic moment calculations, where we show the polarization of oxygen atoms from the rare earth atoms. The mechanical stability is shown via the elastic constants calculations. The optical properties, namely the dielectric function and the reflectivity are calculated for radiation up to 12 eV, giving interesting optoelectronic properties to these dioxides. © 2011 Elsevier B.V. External quality assessment of Rift Valley fever diagnosis in countries at risk of the disease: African, Indian Ocean and Middle-East regions
International audienceRift Valley fever virus (RVFV), an arbovirus belonging to the Phlebovirus genus of the Phenuiviridae family, causes the zoonotic and mosquito-borne RVF. The virus, which primarily affects livestock (ruminants and camels) and humans, is at the origin of recent major outbreaks across the African continent (Mauritania, Libya, Sudan), and in the South-Western Indian Ocean (SWIO) islands (Mayotte). In order to be better prepared for upcoming outbreaks, to predict its introduction in RVFV unscathed countries, and to run efficient surveillance programmes, the priority is harmonising and improving the diagnostic capacity of endemic countries and/or countries considered to be at risk of RVF. A serological inter-laboratory proficiency test (PT) was implemented to assess the capacity of veterinary laboratories to detect antibodies against RVFV. A total of 18 laboratories in 13 countries in the Middle East, North Africa, South Africa, and the Indian Ocean participated in the initiative. Two commercial kits and two in-house serological assays for the detection of RVFV specific IgG antibodies were tested. Sixteen of the 18 participating laboratories (88.9%) used commercial kits, the analytical performance of test sensitivity and specificity based on the seroneutralisation test considered as the reference was 100%. The results obtained by the laboratories which used the in-house assay were correct in only one of the two criteria (either sensitivity or specificity). In conclusion, most of the laboratories performed well in detecting RVFV specific IgG antibodies and can therefore be considered to be prepared. Three laboratories in three countries need to improve their detection capacities. Our study demonstrates the importance of conducting regular proficiency tests to evaluate the level of preparedness of countries and of building a network of competent laboratories in terms of laboratory diagnosis to better face future emerging diseases in emergency conditions
Corylus avellana L. Husks an Underutilized Waste but a Valuable Source of Polyphenols
[EN] Bioactive potential of hazelnut husks was determined as a function of their cultivar source and extraction solvent. Hazelnut husks from four hazelnut cultivars (Butler, Grada de Viseu, Lansing and Morell) were picked in a hazelnut orchard at harvest and extracted with five solvents with different polarity: water, methanol, acetone, ethyl acetate and hexane. Phenolics were identified by HPLC-DAD and antioxidant activity was determined by three complementary methods: DPPH, FRAP and inhibition of lipid peroxidation. A total of 11 phenolics were identified in studied cultivars and grouped in five main classes namely, ellagitannin (ellagic acid), benzoic acids (gallic acid, protocatechuic acid and vanillic acid), flavonols (kaempferol-3,7-O-diglucoside, kaempferol-3-O-[6-acetylglucoside]-7-O-glucoside, kaempferol-3-O-[6acetylglucoside]-7-O-rhamnoside and quercetin-3-O-rutinoside), flavone (luteolin-7-O-rutinoside) and flavan-3-ol (epicatechin). Cultivar and extraction solvent influenced significantly (p < 0.001) the extraction yield. 'Grada de Viseu' husks presented the highest content of individual phenolics identified, particularly in methanol extracts whilst 'Lansing' showed the lowest levels. Similar pattern was found for antioxidant activities. Methanolic husk extracts exhibited the greatest antioxidant potentials followed by water and acetone.
