Prefazione
Cosa sappiamo dell’efficacia delle politiche per lo sviluppo del Mezzogiorno? Hanno raggiunto gli obiettivi che si proponevano? Ci sono stati degli effetti collaterali negativi?
Negli ultimi venticinque anni il progresso della scienza economica e la disponibilità di nuovi dati hanno consentito di passare da una generica aspettativa alla misurazione rigorosa degli effetti degli aiuti al Meridione. Siamo ora in grado di verificare, con metodologie statistiche rigorose, se i trasferimenti monetari abbiano effettivamente contribuito a sollevare le sorti del Sud.
Quello che emerge dalla lettura di questo libro è che l’evidenza a favore di tali interventi è scarsa, ed è più deludente di quella desumibile da politiche simili messe in atto negli altri Paesi.
Come scrive Nicola Rossi nella sua prefazione, «il pamphlet di Accetturo e de Blasio è, per certi versi e giustamente, financo impietoso nel segnalare l’inefficacia delle politiche di sviluppo territoriale. Non uno degli strumenti messi in campo dalla politica regionale dell’ultimo quarto di secolo viene in qualche senso e in qualche misura risparmiato dal lavoro puntuale dei due economisti»
The effect of investment tax credit: Evidence from an atypical programme in Italy
This paper examines how business investment responds to investment tax credit, as enacted by ItalyÂ’s Law 388/2000. To assess whether the programme made investments possible that otherwise would not have been made, it exploits some features of the tax credit scheme, such as the fact that some Italian regions are not deemed eligible or that the amount of the bonus differs across eligible regions. Although the programme was fiscally unsustainable, and was therefore downsized well ahead of the expiry date, our findings suggest that it has been effective in stimulating investment.investment incentives, state aid
Corpus loquens: the speaking body and Abele De Blasio (1858-1945)
This article provides a comprehensive overview of the work of Abele De Blasio (1858-1945), a pol-yhedral and eclectic figure of physician who cultivated a wide range of interests, from cultural an-thropology and ethnology to botanics, chemistry and dentistry. In particular, De Blasio is recog-nized as one of the founders and one of the most important representatives of Italian criminal an-thropology, thanks to his thorough knowledge and historical culture. He challenged the strict bio-medical paradigm of the period and combined a scientific and rigorous approach with a humanistic Weltanschauung, conjugating disciplines, such as archeology and psychopathology with biology, in such a way to give birth to a unique, innovative interdisciplinary approach. He applied this method, for example, when investigating deviant behaviors or when analyzing populations' customs and hab-its. He also studied trepanation and he considered analyzing the skull as the best way to investigate the different aspects of human life
COVID-19 on YouTube: Debates and polarisation in the digital sphere
Las redes sociales han transformado de forma muy significativa la forma en la que se produce el diálogo político, impulsando
una configuración digital de la esfera pública. El presente artículo tiene como objetivo el análisis de la deliberación producida
en las redes sociales, con un especial énfasis en la polarización. Tomando como referencia los comentarios observados
en YouTube sobre la COVID-19 durante 2020 en España, Italia y Reino Unido, lo cual arroja una muestra de 111.808
comentarios, se aplicaron una serie de técnicas automáticas de análisis basadas en algoritmos, lo que supone una metodología
cuantitativa novedosa en este ámbito de estudio. En línea con lo señalado por trabajos previos, la hipótesis que se plantea
en este artículo es que el grado de polarización no se da con la misma intensidad en las esferas digitales de distintos casos.
De esta manera, cabe esperar unos mayores registros de polarización en la esfera digital de los países del sur de Europa,
adscritos a un modelo de pluralismo polarizado, que en países de otros modelos como el liberal. Los resultados confirman
la hipótesis, verificando que no solo se observa mayor polarización en España e Italia que en Reino Unido, sino que, a nivel
desagregado, los hallazgos apuntan a que la actividad más polarizante obtiene mayor aprobación en los países mediterráneos
de nuestra muestra.Social media has significantly transformed how political discussions and deliberations occur, mainly by providing a digital realm
for the public sphere. This study aims to analyse the extent of polarised opinions across Spain, Italy and the United Kingdom
regarding COVID-19 during 2020 within social media. To do this, we examined YouTube comments (n=111,808) using
automatic analysis and machine-learning techniques based on algorithms. This methodological strategy denoted an innovative
and unique quantitative approach for this field of study. In line with previous research, the hypothesis was that the degree
of polarization does not crystallize in the same manner in different countries’ digital spheres. Therefore, it could be said that
higher levels of polarization occur amongst Southern European countries like Spain and Italy (both countries adhering to a
polarised pluralism model), compared to other countries ascribing to the liberal model (the United Kingdom in our study),
which provides evidence supporting previous research studies. The results confirmed the hypothesis that the polarization
of digital deliberation between Spain and Italy is higher than in the United Kingdom. But, also, the findings based on more
disaggregated analysis suggest that the most polarized attitudes are even rewarded by other users in Mediterranean countries
The Legacy of History for Economic Development: The Case of Putnam's Social Capital
Putnam (1993) argues that (i) center-northern Italy has developed faster than southern Italy because the former was better endowed with social capital; and (ii) that the endowments of social capital across Italian territories have been highly persistent over centuries. This paper provides an empirical investigation of PutnamÂ’s case. To evaluate the relevance of social capital, we present a test based on worker productivity, entrepreneurship, and female labor market participation. Using as instruments regional differences in civic involvement in the late ninetieth century and local systems of government in the middle age, we show that social capital does have economic effects.Social Capital, Economic Development

of McDonald’s corporation are examined in the context of the organization being named as one of the world’s most ethical organizations.
The result is a framework for understanding how McDonald’s and similar organizations could warrant
the status of a most ethical company. Specifically, the narrative strength of the company’s articulation
of an animal welfare policy and its ongoing promotion as a legitimizing
strategy illustrate how McDonald’s
might address the social and ethical issues it encounters through its operations and how its stakeholding
publics are likely to respond. By maintaining narrative strength in communication initiatives and attaining legitimacy, an organization can be perceived as operating within ethical and social norms regardless of policies, perceptions, and reputation
that suggest otherwise
Populisms among technology, e-democracy and the depoliticisation process
In the last decade, the economic crisis and the mistrust in democratic institutions have contributed to a major crisis of political parties across Europe. These are some of the causes that led to the formation of political movements with purely populist characteristics as replacement of the traditional delegitimized intermediary bodies. The crisis of representation is the crisis of the post 1945 idea of representation as a tool to increase the people’s participation. We have noted a convergence between some populist appeals to direct democracy and the more radical neo-liberal approaches that pretend to reduce people’s participation, even if by appealing to some forms of “surrogate representation”. The theoretical background of this paper is based upon the relationships between “surrogate representation” and the institutionalization of the neo-populist movements, quickly transformed in neo-populist parties. In other words, we can highlight the strange coming together of technological storytelling on direct democracy with technocracy myths and the overlap of technopopulism with direct democracy and “direct e-democracy” (that is profoundly different from deliberative and participatory e-democracy). The aim of the paper is to analyse the connections between the emerging forms of populism (such as techno-populism), the rhetoric on the importance of digital communication for the improvement of democracy, and the depoliticisation processes.En la última década, la crisis económica y la desconfianza en las instituciones democráticas han contribuido a una gran crisis de los partidos políticos en toda Europa. Estas son algunas de las causas que llevaron a la formación de movimientos políticos con características puramente populistas como reemplazo de los organismos intermediarios tradicionalmente deslegitimados. La crisis de la representación es la crisis de la idea de representación posterior a 1945 como una herramienta para aumentar la participación popular. Hemos notado una convergencia entre algunos llamamientos populistas a la democracia directa y los enfoques neoliberales más radicales que pretenden reducir la participación de la gente, incluso si apelamos a algunas formas de “representación sustituta”. Los antecedentes teóricos de este documento se basan en las relaciones entre la “representación sustituta” y la institucionalización de los movimientos neopopulistas, que se transformaron rápidamente en partidos neopopulistas. En otras palabras, podemos destacar la extraña unión de narraciones tecnológicas sobre democracia directa con mitos de tecnocracia y la superposición de tecnopopulismo con democracia directa y “democracia electrónica directa” (que es profundamente diferente de democracia electrónica participativa y deliberativa). El objetivo del documento es analizar las conexiones entre las formas emergentes de populismo (como el tecopopulismo), la retórica sobre la importancia de la comunicación digital para el mejoramiento de la democracia y los procesos de despolitización

Nell’ultimo decennio il populismo ha conquistato non solo le pagine dei quotidiani ma anche i parlamenti e i congressi, passando da movimento di opposizione a forza di governo. In Europa – e in Italia soprattutto – i populismi al potere vogliono provare che sanno risolvere i problemi lasciati irrisolti dai precedenti governi di partito, ma anche dare forma e forza a una nuova identità nazionale. Il populismo al potere nei paesi a democrazia consolidata cambia e cambierà il modo di intendere questo fenomeno globale.
