Ibu Kota Negara merupakan pusat pemerintahan di dalam suatu negara
untuk menjalankan kekuasaan politik maupun perekonomian. Selain daripada itu,
ibu kota merupakan pusat kebudayaan yang menjadi cerminan dari suatu bangsa.
Rencana Presiden Joko Widodo dalam pemindahan ibu kota negara Indonesia dan
memilih Kabupaten Penajam Paser Utara dan sebagian di Kabupaten Kutai
Kartanegara, Provinsi Kalimantan Timur dengan dibentukan Undang-Undang
Nomor 3 Tahun 2022 tentang Ibu Kota Negara yang merupakan sebuah fondasi
awal atas keseriusan pemerintah dalam mewujudkan pemerataan pembangunan dan
perekonomian yang ada di Kawasan Timur Indonesia.
Rumusan masalah yang akan dikaji pada penelitian ini adalah: (1)
Bagaimana aspek legalitas pemindahan ibu kota negara dari DKI Jakarta ke
sebagian Kabupaten Penajam Paser Utara dan sebagian di Kabupaten Kutai
Kartangera, Provinsi Kalimantan Timur berdasarkan UU No. 3 Tahun 2022? (2)
Bagaimana aspek kebutuhan dan kemanfaatan pemindahan ibu kota negara di
Indonesia. Metode penelitian yang akan digunakan dalam penelitian ini adalah
penelitian hukum yuridis normatif melalui Pendekatan Peraturan Perundang-
undangan (statue approach), Pendekatan Konseptual (conceptual approach), serta
Pendekatan Kasus (case approach).
Hasil dari penelitian ini menunjukkan bahwa: (1) Secara filosofis UU IKN
bertentangan dengan dasar negara UUD NRI Tahun 1945 tepatnya dalam Pasal 18
yang dapat ditarik kesimpulan bahwasanya Negara Kesatuan Republik Indonesia
dibagi atas daerah provinsi, kabupaten dan kota. Sedangkan IKN memiliki bentuk
pemerintahan khusus yakni Otorita IKN yang dipimpin oleh Kepala Otorita IKN
dan setingkat dengan kementerian dikarenakan dipilih dan ditunjuk langsung oleh
presiden. (2) Dalam proses pembentukan dan pembahasan UU IKN minim dalam
hal partisipasi masyarakat yang akan menimbulkan disharmoni bagi beberapa
peraturan perundang-undangan lainnya dan juga menimbulkan dampak yang
bersifat multisektoral bagi masyarakat setempat, yaitu: Pertama, Terancamnya
mata pencahian masyarakat di wilayah IKN; Kedua, Punahnya masyarakt adat
akibat tergesernya kebudayaan setempat; dan Ketiga, Minimnya kualitas dan
kuantitas fasilitas kesehatan IKN Nusantar

Pernikahan merupakan sebuah perintah agama yang diatur oleh syariat
Islam dan merupakan satu-satunya jalan penyaluran seks yang disahkan oleh
agama Islam. Dari sudut pandang ini, maka pada saat orang melakukan
pernikahan pada saat yang bersamaan dia bukan saja memiliki keinginan untuk
melakukan perintah agama (syariat) ), namun juga memiliki keinginan memenuhi
kebutuhan biologisnya yang secara kodrat memang harus disalurkan. Dalam
kehidupan ini manusia ingin memenuhi berbagai kebutuhannya, begitu juga
kebutuhan biologis sebenarnya juga harus dipenuhi. Penelitian ini bertujuan
Untuk mengetahui Bagaimana dasar hukum dan pertimbangan peraturan
pemerintah Nomor. 48 Tahun 2014 tentang biaya pernikahandi tinjau dari siyasah
syariyyah. Penelitian ini menggunakan metode penelitian kualitatif dengan
pendekatan fenomenologi. Penelitian pendekatan fenomenologi adalah jenis
penelitian kualitatif yang melihat dan mendengar lebih dekat serta penjelasan
yang terperincidan pemahaman seseorang tentang pengalaman-pengalamannya.
Adapun hasil dari penelitianpenelitian ini, yaitu pertama, Peraturan yang
membahass tentang bidang-bidang kehidupan tertentu sudah cukup sistematis.
Dilihat dari PP nomor 48 tahun 2014, di Indonesia peraturan yang mengatur
biaya pencatatan pernikahan mengalami perubahan dari waktu ke waktu.
Sebelum keluarnya PP No. 48 Tahun 2014 ada beberapa peraturan yang
mengatur tentang biaya pencatatan pernikahan. Kedua, Di Kantor Urusan
Agama (KUA) Kecamatan Mundu sendiri ketika ada perkawinan di KUA tidak
dipungut biaya atau gratis, sedangkan ketika melakukan bimbingan akad nikah di
luar KUA atau di luar jam kerja kantor dipungut biaya Rp. 600.000,00 yang
langsung disetorkan di Bank persepsi atau bisa juga di pos giro. Ketiga Tinjauan
siyasah syariyyah dengan diberlakukannya PP Nomor 48 Tahun 2014 untuk
meningkatkan pelayanan dari PP sebelum – sebelumnya dan itu untuk
kemaslahatan agar lebih baik kedepannya dan pemerintah punya kewenangan
serta kebijakan untuk memberikan pelayanan kepada masyarakat termasuk
diantaranya pelayanan perkawinan, pelayanan pencatatan setelah dan sebelum
perkawinan bagaimana itu harus di perhatikan semuanya Pada dasarnya syari’at
Islam tidak mewajibkan adanya pencatatan terhadap tiap terjadinya akad
pernikahan, namun dilihat dari segi nantinya pencatatan nikah amat sangat
diperlukan. Karena pencatatan nikah dapat dijadikan sebagai alat bukti yang
otentik agar seseorang mendapatkan kepastian hukum.

Unlike other robotic lawn mowers on the market, this design requires no perimeter wires to maintain the robot within the lawn, where the transmitter circuit will be placed at the remote control while the receiver circuit will be placed at the lawnmower. The signal will be transfer from the remote control to the lawnmower by the antenna (joystick) and the signal transfer is using 'Radio Frequency Signal' (RF). RF is quite effective in long distance and the components are cheap and easy to get in the market. Going Beyond Counting First Authors in Author Co-citation Analysis
Full text linkThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Full text link“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Full text linkWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts

use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation

No full textWe have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
