Aceh has very broad powers, especially in the area of fiscal decentralization, which allows the Aceh government to have greater discretion in maximizing its fiscal needs. The phenomenon that occurred in North Aceh is very paradoxical with the fact that the North Aceh Government experienced a very large budget deficit after the end of PT. Arun. LNG as a contributor to oil and gas revenue sharing. This study aims to find out what innovation policies are carried out by the North Aceh Regency Government to overcome the budget deficit after the end of PT. Arun LNG. The results of the study show that various policies have been carried out by the North Aceh government but are still short-term in nature. So it can be concluded that the North Aceh Government does not have Social Accountability in implementing Aceh\u27s Special Autonomy. In the Medium-Term Development Plan, a major policy that is substituted for income that will be lost after the end of the operations of PT. Computer-Based National Assessment Service at the Junior High School Level in North Aceh Regency
This study examines education administration services using the Basic Education Data (Dapodik) application whose services have not been able to carry out the Computer-Based National Assessment simultaneously on September 19-22, 2023. The purpose of the research is to analyze the service standards of the Computer-Based National Assessment (ANBK) using the Application of Basic Education Data (Dapodik) in Junior High Schools (SMP) in North Aceh district related to facilities and infrastructure. The obstacles analyzed in the implementation of this Assessment are related to internal and external interactions. The theoretical perspective used is the theory of public service standards (Alfianto, 2020). Barriers to public servants (Atep, 2021). The research method used is descriptive qualitative research, with data collection techniques through observation, interviews, and documentation. The results of the study related to facilities show that education administration services using Basic Education Data in the simultaneous Computer-Based National Assessment (ANBK) service are not optimal because the facilities owned by schools with passenger status are still using semi-online servers. Regarding obstacles related to internal and external employee interaction, serious things have not been found that can hinder the service of the Computer-Based National Academies in North Aceh
Additional Impact of Employee Income and Community Culture on Employee Discipline
The Bener Meriah Regency Government issued Regent Regulation Number 14 of 2019 concerning Additional Employee Income (TPP) which is expected to improve employee performance, especially from the discipline aspect, even though TPP has been given, the level of employee discipline is still quite low so that researchers want to look at external aspects such as community culture towards employee discipline. This research is a descriptive qualitative research carried out at the Personnel Agency, Education and Training of Bener Meriah Regency considering its main duties and functions as a personnel coaching agency so that it is appropriate to be able to apply proper discipline in accordance with the regulations that have been stipulated in Government Regulation Number 53 of 2010 concerning Employee Discipline. The results of the study show that the provision of TPP is still not able to improve employee discipline as expected because there is no TPP payment system that is integrated between discipline, performance and the amount of TPP received by employees. In addition, community culture has a considerable role in disciplinary violations within the Office of the Personnel, Education and Training Agency of Bener Meriah Regency
EMPOWERMENT OF SALTED FISH PROCESSING BUSINESS IN INCREASING COMMUNITY INCOME IN LHOKSEUMAWE CITY
Empowerment is essential for the salted fish processing community in Gampong Ujung Blang. Because the salted fish processing business is one of the main livelihoods of the Ujung Blang Gampong coastal community. The powerlessness of the community whose main livelihood is in the salted fish processing business with weaknesses in various aspects, both knowledge is still carried out in traditional Processing, skills are still limited, availability of infrastructure is still limited, capital is limited, and productivity results are still narrow, only enough to be marketed to local communities. The research focuses on empowering Salted Fish Processing Businesses to increase the Income of Gampong Ujung Blang Communities, Lhokseumawe City. The study uses descriptive qualitative methods with data collection techniques by observation, interviews, and documentation. The data analysis technique was carried out by an interactive model: data reduction, data display, verification, and conclusion. The research results on empowering salted fish processing businesses in Ujung Blang village have been carried out by the Maritime Affairs and Fisheries Service of Lhokseumawe City through financial assistance, infrastructure assistance, and training. However, they are still constrained and unsustainable, yet to be evenly distributed among the community. The salted fish processing business which the people of Ujung Blang village occupy has yet to be able to increase Income because each salted fish processing production is limited with a limited workforce (5 people). With erratic wages with an average worker wage of Rp. 50,000/day. Meanwhile, the Income from the owner of the salted fish processing business is around Rp. 5 million/month is only enough for daily needs and business capital playback because capital and production are still low and marketing is limited (local area).Pemberdayaan penting dilakukan kepada masyarakat pengolahan ikan asin Gampong Ujung Blang. dikarenakan usaha pengolahan ikan asin merupakan salah satu pencaharian utama masyarakat pesisir gampong Ujung Blang. Ketidak berdayaan masyarakat yang pencaharian utamanya bidang usaha pengolahan ikan asin dengan kelemahannya pada berbagai aspek baik pengetahuannya masih dilakukan proses pengolahan secara tradisional, ketrampilan masih terbatas, ketersediaan sarana prasarana masih terbatas, modal terbatas, dan hasil produktivitasnya masih terbatas hanya cukup dipasarkan untuk masyarakat lokal. Fokus penelitian bagaimana Pemberdayaan Usaha Pengolahan Ikan Asin Dalam Meningkatkan Pendapatan Masyarakat Gampong Ujung Blang Kota Lhokseumawe. Metode penelitian dengan menggunakan metode kualitatif bersifat deskriptif dengan Tehnik pengumpulan data dengan observasi, wawancara dan dokumentasi. Tehnik analisis data dilakukan model interaktif yaitu reduksi data penyajian data (data display) verifikasi serta penarikan kesimpulan. Hasil penelitian pemberdayaan usaha pengolahan ikan asin di gampong Ujung Blang telah dilakukan oleh Dinas Kelautan dan Perikanan Kota Lhokseumawe dalam bentuk bantuan dana, bantuan sarana prasarana dan pelatihan namun masih sangat terbatas dan tidak berkelanjutan, belum merata kepada masyarakat. Usaha pengolahan ikan asin yang ditekuni mayarakat gampong Ujung Blang belum dapat meningkatkan pendapatan karena hasil produksi pengolahan ikan asin masing terbatas dengan penggunaan tenaga kerja yang terbatas (5 orang). Dengan upah yang tiidak menentu dengan upah pekerja rata-rata Rp. 50.000/hari. Sedangkan Pendapatan dari pemilik usaha pengolahan ikan asin berkisar Rp. 5 juta/bulan hanya cukup untuk kebutuhan sehari-hari dan untuk pemutaran modal usaha, dikarena modal dan produksi masih rendah dan pemasaran yang terbatas (wilayah lokal)
Implementation of Distribution and Determination of Village Funds (Case Study in Syamtalira Bayu, Aceh Utara Regency)
Regent Regulation Number 39 of 2017 concerning Procedures for Distribution and Determination of Details of Gampong Funds is prioritized for community development and empowerment. This study aims to describe the implementation of the Aceh Utara Regent\u27s Regulation and analyze the supporting and inhibiting factors in the implementation of the Aceh Utara Regent\u27s Regulation. This study uses a qualitative method with a descriptive analysis approach. The results showed that all gampongs in Syamtalira Bayu sub-district had finished compiling the Village Fund Policy Plan (Qanun APBG) for the current year and reported the realization of the use of the Gampong Fund for the fiscal year; All Village Fund Policy Activities that have been determined (Qanun APBG) have been completed, although there are still villages that are late in completing them; All Gampong Funds have been completed, although reporting is still ongoing. factors that support and hinder the implementation of the bupati\u27s policies include; communication, resources, attitude of implementers, objectives, environment, as well as steps and company policies. Collaborative Governance dalam Pelaksanaan Qanun Aceh Nomor 8 Tahun 2018 tentang Fasilitasi Pencegahan Penyalahgunaan Narkotika Studi : BNNK Lhokseumawe dengan Pemerintah Kabupaten Aceh Utara
This research examines the circulation of narcotics in Aceh, which is increasingly very worrying. Narcotics in Aceh are now a real threat that must be considered by all components of society. The location of Aceh Province, which is in the Malacca Strait, makes Aceh a strategic area. so this is a serious threat to Aceh Province, especially related to smuggling and illicit narcotics. This study aims to find out how collaborative governance is used in carrying out the implementation of Aceh Qanun Number 8 of 2018 concerning the facilitation of the prevention of narcotics abuse in North Aceh. In this study, we used qualitative research methods with a descriptive approach to gain a comprehensive understanding. The results of the research show that the dynamics of collaboration in preventing narcotics abuse in the North Aceh district are not good enough because there is no collaboration, so the socialization function that should be carried out together is not working and there is no joint discussion between parties to start a collaboration plan, so the goals of cooperation mandated in the qanun are not achieved. The Effectiveness of the Non-Cash Food Assistance Program (BPNT) during the Covid-19 Period in Bireuen Regency
Non-Cash Food Assistance (BPNT) aims to reduce the burden of public spending in meeting basic needs. However, there are some problems with distribution. This research focuses on indicators of the effectiveness of the distribution of the BPNT assistance program, namely target accuracy, choice accuracy, and timeliness, as well as the benefits of the BPNT program for the community. This study uses a qualitative approach with a descriptive method. The types of data used are primary and secondary data. Data collection techniques through observation, interviews and documentation. The results of the study illustrate that the effectiveness of the distribution of non-cash food assistance in Bireuen Regency has not been fully running well because BPNT recipients are not on target. Meanwhile, KPM is not given the freedom to choose aid materials according to their needs, so it is not the right choice. In addition, the schedule for assisting is still not following the provisions so that it is not on time. The benefits of the program can be directly felt by the poor in improving food security and improving the economy for SMEs (e-Warung). Overall, the distribution of Non-Cash Food Assistance (BPNT) to KPM is still less effective. ABSTRAKBantuan Pangan Non Tunai (BPNT) bertujuan mengurangi beban pengeluaran masyarakat dalam pemenuhan kebutuhan pokok. Namun dalam penyaluran terdapat beberapa permasalahan. Penelitan ini berfokus pada indikator efektivitas penyaluran program bantuan BPNT yaitu ketepatan sasaran, ketepatan pilihan, dan ketepatan waktu, serta manfaat program BPNT bagi masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Jenis data yang digunakan adalah data primer dan sekunder. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian menggambarkan bahwa efektivitas penyaluran bantuan pangan non tunai di Kabupaten Bireuen belum sepenuhnya berjalan dengan baik karena penerima BPNT tidak tepat sasaran. Sementara KPM tidak diberikan kebebasan dalam pemilihan bahan bantuan sesuai dengan kebutuhan sehingga tidak tepat pilihan. Selain itu, jadwal pemberian bantuan masih belum sesuai dengan ketentuan sehingga tidak tepat waktu. Adapun manfaat program langsung dapat dirasakan oleh masyarakat kurang mampu dalam meningkatkan ketahanan pangan dan meningkatkan ekonomi bagi pelaku UKM (e-Warung). Secara keseluruhan penyaluran Bantuan Pangan Non Tunai (BPNT) kepada KPM masih kurang efektif
Effectiveness of the Legislative Body DPRK of Bireuen District in Preparing the Draft Qanun
This study aims to analyze the effectiveness of the performance of members of the Legislative Body of the Bireuen Regency People\u27s Representative Council (DPRK) in completing Regional Regulations (Qanun). The study was conducted at the Bireuen DPRK Office using a descriptive qualitative approach, which aims to provide an in-depth picture of the problems faced in the legislative process. The results of the study indicate that the effectiveness of the performance of members of the Bireuen DPRK Legislative Body is influenced by several factors, including limited human resources (HR), incompatibility of worker characteristics, and obstacles in communication with related agencies, such as the Ministry of Law and Human Rights. Interviews with various informants such as the Legislative Body Coordinator, Secretary, and Bireuen Regency Secretariat revealed that the lack of competent HR and delays in the Qanun ratification process were the main obstacles in achieving the target of completing the Qanun. In addition, the important role of communication between legislative members and the central government also influenced the effectiveness of completing the Qanun. This study suggests the need to increase HR capacity through training and recruitment of new, more competent members so that the legislative process can be more effective and in accordance with the targets that have been set
