La place de la biodiversité dans les documents de planification urbaine en France
Resumé La prise de conscience par les acteurs sociaux et politiques des enjeux environnementaux et de la nécessité de conservation de la biodiversité va conduire à de nouvelles politiques et à l'utilisation d’outils de planification territoriale novateurs comme le Schéma de Cohérence Territorial (SCoT). Le SCoT est l’instrument central de l’aménagement communautaire urbain français, qui associe le rôle d’assemblage de plusieurs politiques sectorielles et de coordination multi-scalaire aux objectifs de conception de villes durables. Il est donc souhaité que les SCoTs soient capables: (a) d’améliorer les procédures d’aménagement par l’instauration de territoires de planification mieux adaptés aux enjeux, (b) d’élargir le dialogue entre acteurs et société civile et (c) d’agir pour la “soutenabilité” des villes. Nous nous interrogeons ici sur la prise en compte de la biodiversité dans les stratégies et prescriptions mises en place par les SCoTs de la Communauté d’Agglomération de Montpellier et de la Région Urbaine Grenobloise. A partir d’une analyse empirique, nous prétendons identifier les stratégies prescrites et les limites de ces documents d’urbanisme en ce qui concerne ces stratégies et leur application, la pertinence des périmètres de projet et d’action
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
Parques tecnológicos e grandes projetos urbanos como estratégia de reconversão econômica e urbana no contexto brasileiro subsídios à análise da operação urbana consorciada 4D, 4° Distrito de Porto Alegre
Este trabalho pretende analisar as estratégias de desenvolvimento territorial que procuram associar ambientes de inovação, como Parques Tecnológicos, a grandes projetos de requalificação urbana, visando reconversão econômica das cidades contemporâneas. O foco do estudo é a análise da Operação Urbana Consorciada, proposta para o 4º Distrito de Porto Alegre (OUC 4D), Rio Grande do Sul, e compará-la à outras duas consolidadas experiências de reconversão econômica no Brasil, via estratégia tecnológica: os Parques Tecnológicos “Tecnosinos”, em São Leopoldo, Rio Grande do Sul; “Porto Digital”, em Recife, Pernambuco. Em grande parte, estes modelos estão associados às novas políticas de desenvolvimento baseadas na economia do conhecimento e sua discussão será cada vez mais importante, em virtude do tamanho e complexidade de suas intervenções no espaço urbano, resultando na construção de bairros ou mesmo novas cidades inteligentes, possibilitadas pela evolução tecnológica. A partir destas confrontações, se busca identificar os pontos essenciais que permitiram o sucesso dos dois parques, bem como similaridades e diferenciais destes dois casos de estudo com a proposta em discussão para a OUC 4D em Porto Alegre, apontando questões relativas ao modelo triple hélice que, espera-se, venham a melhorar o debate relativo à inserção da sociedade civil no modelo de desenvolvimento até então proposto.This work intends to analyze the strategies of territorial development of associate innovation environments, such as Technological Parks, to large urban requalification projects, in search of the economic reconversion of contemporary cities. The focus of the study is the analysis of the Joint Urban Operation, proposed for the 4th District of Porto Alegre (OUC 4D), Rio Grande do Sul, and compare it to the other two consolidated experiences of economic conversion in Brazil, through technological strategy: the Technological Park "Tecnosinos", in São Leopoldo, Rio Grande do Sul and "Porto Digital", in Recife, Pernambuco. To a large extent, these models are associated with new development policies based on the knowledge economy and their discussion will be increasingly important, since the size and complexity of their interventions in urban space, resulting in the construction of neighborhoods or even new intelligent cities, only made possible by technological evolution. Based on this approach, this work seeks to identify the essential points that allowed the success of both parks, as well as similarities and differentials of these two case studies, comparing it to the proposal under discussion for OUC 4D in Porto Alegre, pointing out questions related to the Triple Helix model that, if successful, will improve the debate concerning the inclusion of civil society in the development model proposed by the OUC
