    The article aims to discuss needs and opportunities for the accomplishment of the task of coordinating productive policies in the territory. It seeks to dialogue directly with national concerns for equitable territorial development and, thus, with the National Policy for Regional Development (PNDR). It evaluates the recent trajectory of the most relevant productive financing instruments with territorial impacts - namely, the rural credit policy, BNDES disbursements for productive activities, the amounts applied in the Constitutional Financing Funds (FCFs) of the regional policy and also evaluates the government's capacity to act through federal spending on public investment. As a result of the investigation, the work shows a high concentration of funding resources in more developed regions that are currently less accustomed to the sponsorship of the national redistributive pact for a just societ

    The main subject of this study is to propose an agenda to understand capabilities and limitations of state governments in Brazilian federalism. Governance capabilities, named here as economic-fiscal and political-institutional capabilities, are brought to the focus of the analysis. It is well known that our federalism has been recentralized in the past two decades and a small role is due to state governments. Otherwise the federal government in the president Lula administration has, after a decade (in the 1990's) of low levels of economic growth and repression on state budgets, boosted the national economy through expansion in social expenditures, public investment and public credit to the private sector. Very fruitful impacts were noted on state economies and finances but what it is not known is whether state governments had prepared themselves, in terms of strategic orientation and planning, to this new and positive scenario

    This article aims to investigate the origin of unbalances and tensions between central and subnational governments concerned to the allocation of resources and decentralization of public policies. One argue that Brazilian federalism in recent years (2000-2012) has establishing a high level of centralization in two essential dimensions of intergovernmental relations - contributing to tensions and negative reactions in subnational governments, particularly on the state or provincial governments. Firstly, the high degree of centralization of fiscal resources by central government. Secondly, the increasing control, at central level, of capabilities and initiatives for designing and implementing public policies. These two characteristics of centralization degree mean that subnational levels of government are prone to have a reduced and limited role in our federalism in contrast to constitutional prescriptions

Dois padrões distintos são identificados no funcionamento e operação dos recursos disponibilizados para as instituições devotadas à questão regional: na década de 1990, houve forte inibição da atuação governamental no desenvolvimento regional com o Estado brasileiro recuando de seu papel nas regiões. Na década de 2000, ocorreu uma forte retomada das capacidades governamentais geradoras de impactos nas dinâmicas regionais: o Estado ressurge como grande investidor e promotor das bases do crescimento regional. Essa atuação, contudo, não aconteceu sem problemas, principalmente, os relacionados à dinâmica setorial dos empreendimentos. Neste ensaio, são analisadas algumas características da trajetória de desigualdades regionais prevalecentes na década 2000-2010 bem como são problematizadas questões acerca das razões que imprimiram às desigualdades o comportamento verificado. Contrariamente ao padrão observado nos anos 1990, quando o Estado brasileiro recuou de suas políticas e recursos nas regiões, na década de 2000, ele ressurge como grande investidor e promotor das bases do crescimento regional. Essa atuação, entretanto, não ocorre sem problemas, principalmente de coordenação federativa, e o curso geral que ações federais estão tomando ainda segue o padrão de incentivo a investimentos em setores tradicionais tão em voga nos anos 1960 e 1970.In this article, analysis focuses on the prevailing features along the path of regional inequalities in the past two decades. Two unique standards have been identified in the running and operations of the resources made available to the institutions devoted to regional issues: in the 1990s, governmental efforts in regional development were strongly rejected, with the Brazilian State withdrawing from its role in the regions. In the 2000s, there was a strong return in governmental capacities to generate impacts on regional dynamics: the State re-emerged as a large scale investor and promoter of the bases for regional growth. However, this effort did not run smoothly, especially concerning the sectorial dynamics of undertakings. This essay analyzes some features of the path of regional inequalities prevailing in the decade 2000-2010, and examines issues concerning the driving reasons that passed on such behavior to inequalities. Contrary to the standard seen in the 1990s, when the Brazilian government withdrew its policies and resources throughout the regions, in the 2000s, it re-emerged as a large-scale investor and promoter of the bases for regional growth. However, this effort did not run smoothly, especially when coordinating the states, and the general course that federal efforts are taking still follows the standard of encouraging investments in traditional sectors that were so popular in the 1960s and 1970s

    Orientador: Wilson CanoTese (doutorado) - Universidade Estadual de Campinas, Instituto de EconomiaResumo: O trabalho investiga as conexões entre a crise da intervenção estatal brasileira na última década e as desigualdades regionais. Para tal, uma análise do papel do Estado brasileiro nas últimas três décadas é empreendida com ênfase: a) Na ação direta do governo na forma de gasto em consumo e em investimento das administrações públicas e das empresas estatais (nas três esferas de governo) e, b) na ação indireta por meio do seu sistema de oferta de crédito ao setor privado ¿ BNDES, crédito rural, crédito habitacional e instrumentos de política regional (fundos constitucionais e fundos fiscais). Pretende-se, desse modo, evidenciar que o padrão de intervenção governamental para perseguir o crescimento econômico e minorar as disparidades entre regiões perdeu substância em face das políticas macroeconômicas e do esvaziamento institucional consolidado nos anos 90. As taxas de expansão dos Produtos regionais entre 1990-2002 são, regra geral, menores que as verificadas sob a etapa desenvolvimentista de intervenção estatal e, inferiores às da década de 80 (a chamada 'década perdida¿). Explica-se, em parte, por meio dos mecanismos analisados porque o processo de convergência dos Pibs per capita regionais perdeu ímpeto desde 1985Abstract: This dissertation analyses some connections between the crisis of state intervention and regional inequalities in contemporary Brazil. For such, a macroeconomic approach of public expenditures is developed, focusing on public investment ¿ in both public administration and enterprises ¿ and on some instruments of governmental credit to stimulate the private spending in investment. It shows that the role played by the government to reduce interregional disparities in per capita income has markedly diminished in the recent decade. One consequence that arises is that the government has lost its capacity to define growth trajectories in the regional economies: when one compares the regional economic growth rates among 1960-89 (strong state intervention), 1980-89 (the 'lost decade¿) and 1990-2002 (liberal inspiration) periods, the latter presents the weakest performance. Another negative consequence is related to the private sector that has, in absence of public planning, considered to locate in more developed areas of the country.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
