    This study analyzes the book O Negro no Foot-ball Brasileiro, written by Mario Rodrigues Filho, in 1947, and its relationship with the context in which it was produced, in order to understand its participation in the debates about soccer and racial issues in Brazil. To this end, it will propose a discussion about the trajectory of this relationship starting with Lima Barreto and his criticism of racial segregation in soccer, passing by Gilberto Freyre and his appreciation of mestizaje as a reason for the success of the sport in the country, arriving at Mario Filho and his journalistic activity throughout the 1930s and 1940s. After inserting the reader in the general background, the goal of this work is to investigate how O Negro no Foot-ball Brasileiro was presented to the public by the author and by Gilberto Freyre, who wrote the preface, and how it was received by critics through reviews at that period. After recovering the ways in which the book was assimilated in its time, the research will move to the interpretation of the text, paying attention to who Mario Filho names as his interlocutors, how he constructs the historical meaning of his narrative, as well as the argumentative strategies in his writing of History. Finally, the dissertation will focus on the way in which the author elaborates the temporal experience of the past. To this end, it will analyze how the idea of revolution realized in everyday life, over the years, is articulated, setting the pace of the narrative. It will also be investigated how the Brazilian people is represented, showing how the intense descriptive activity and attention to the sensibilities and affections of the characters make the black bodies gain visibility and become the main agents of this narrative. To conclude, the language of violence will be shown as structuring racial relations in O Negro no Foot-ball Brasileiro in order to demonstrate how the concept of racial democracy mobilized by Mario Filho did not create a mythology of a peaceful Brazil and, on the contrary, was in line with the anti-racist and democratic arch of alliances of the late 1940s, as articulated in the Quilombo newspaper, directed by Abdias Nascimento.Esta dissertação de mestrado tem como objetivo analisar a obra O Negro no Foot-ball Brasileiro, de Mario Rodrigues Filho, escrita em 1947, e a sua relação com o tempo em que foi produzida, a fim de compreender sua participação nos debates sobre futebol e questão racial no Brasil. Para isso, proporá uma discussão sobre a trajetória dessa relação começando por Lima Barreto e suas críticas à segregação racial no futebol, passando por Gilberto Freyre e sua valorização da mestiçagem como fundamento para o sucesso do esporte no país, até chegar em Mario Filho e sua atuação jornalística ao longo das décadas de 1930 e 1940. Realizada a inserção do leitor na profundidade do tema, a meta do trabalho passa a ser investigar como O Negro no Foot-ball Brasileiro foi apresentado ao público pelo autor e pelo prefeciador, Gilberto Freyre, assim como foi recebido pela crítica em resenhas da época. Após recuperar formas com que o livro foi assimilado em seu tempo, a pesquisa passará à interpretação do texto dando atenção a quem Mario Filho nomeia como interlocutores, a como constrói o sentido histórico de sua narrativa e a como são formuladas as estratégias argumentativas em sua escrita da história. Por fim, a dissertação terá por foco o modo com que o autor elabora a experiência temporal do passado, para isso analisará como a ideia de revolução realizada no dia-a-dia, ao longo dos anos, é articulada para ditar o ritmo da narrativa. Será investigado, também, como o povo é representado, evidenciando como a intensa atividade descritiva e a atenção às sensibilidades e afetos dos personagens faz com que os corpos negros ganhem visibilidade e transformem-se nos principais agentes dessa história. Ao final, a linguagem da violência será colocada como estruturante das relações raciais em O Negro no Foot-ball Brasileiro para que se estude como o conceito de democracia racial mobilizado por Mario Filho não criava uma mitologia de um Brasil pacífico e, pelo contrário, estava em consonância com o arco de aliança antirracista e democrático de fins dos anos 1940 e articulado no jornal Quilombo, dirigido por Abdias Nascimento.CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superio

    Adelmo Genro Filho e a teoria do jornalismo no Brasil: uma análise crítica

    Tese (doutorado) - Universidade Federal de Santa Catarina, Centro de Filosofia e Ciências Humanas, Programa de Pós-Graduação em Sociologia Política, Florianópolis, 2015.A afirmação de Adelmo Genro Filho, em "O Segredo da Pirâmide: para uma teoria marxista do jornalismo", de que o jornalismo é uma forma de conhecimento cristalizada no singular mobilizou jornalistas, pesquisadores e professores nos últimos 27 anos para instituição e legitimidade das teorias do jornalismo no Brasil. Com o arcabouço teórico e filosófico da Ontologia Crítica de Marx e Lukács, este estudo expõe as mediações presentes na produção e recepção da teoria, bem como os conceitos filosóficos que fundamentam a assertiva de Genro Filho. O trabalho divide-se em duas partes interdependentes. Na primeira, são trabalhadas as principais questões que se impunham para o jornalismo brasileiro nos anos 1980 (com ênfase para a formação acadêmica, a escrita jornalística e a hierarquia dos profissionais), a biografia do autor e o modo como o livro foi recepcionado pelos professores e pesquisadores em jornalismo no Brasil. A segunda parte reconstitui as bases filosóficas do livro, recuperando o entendimento ontológico do autor e o modo como esses fundamentos otimizam sua compreensão do jornalismo como forma de conhecimento. O objetivo é o de demonstrar como as escolhas teóricas do autor possuem estreita ligação com sua biografia e o modo como ele compreendia as questões de sua época. Ao passo que, por meio de análise do modo de recepção do livro, foi possível estabelecer uma cartografia da produção brasileira com base em 411 textos que citam "O Segredo da Pirâmide", evidenciando que o processo de institucionalização para a defesa do jornalismo como profissão, graduação especializada e com teorias específicas coincide com esse mapa. Paradoxalmente, demonstra-se que o processo de recepção do livro se faz acompanhar de uma negação da peculiar base marxista que o fundamenta, o que motiva o estudo detalhado das categorias utilizadas por Genro Filho.Abstract : In the book ?O Segredo da Pirâmide: para uma teoria marxista do jornalismo" [?The Secret of the Pyramid: for a Marxist theory of journalism"], Adelmo Genro Filho stated that journalism is a form of knowledge that is crystallized in the singular. This statement has mobilized journalists, researchers and professors over the last 27 years for the institution and legitimacy of theories of journalism in Brazil. With the theoretical and philosophical framework of Critical Ontology of Marx and Lukács, this study exposes the mediations present in the production and reception of the theory and the philosophical concepts that ground the Genro Filho's statement. The work is divided into two interdependent parts. At first, the text brings the main issues that were necessary to the Brazilian journalism in the 1980s (with emphasis on the academic, journalistic writing and the hierarchy of professionals), the author's biography and how the book was received by professors and researchers on journalism in Brazil. The second part reconstitutes the philosophical bases of the book, recovering the ontological understanding of the author towards journalism and how those fundamentals optimize the understanding of journalism as a form of knowledge proposed by the author. The objective was to demonstrate how the author's theoretical choices have close connection with his biography and how he understood the issues of his time. Simultaneously, through the analysis about the book's reception, it was possible to establish a cartography of the Brazilian production based on 411 texts mentioning "The Secret of the Pyramid", evidencing that the process of institutionalization for the defense of journalism as a profession, specialized graduation and with specific theories coincides with that map. Paradoxically, it is demonstrated that the book's reception process is accompanied by a denial of peculiar Marxist basis underlying it, which motivates the detailed study of the categories used by Genro Filho

    Speculative Attacks on Debts and Optimum Currency Area: A Welfare Analysis

    Resorting to an extension of the debt crisis model of Cole and Kehoe (JIE 1996), we evaluate financial aspects of an optimum currency area. Our focus is to appraise the welfare of a country, which belongs to a monetary union and might suffer a speculative attack on its public debt. A default may be avoided by an inflation tax on common-currency debt, but this decision depends on majority voting and have costs associated with it. Moreover, the model considers symmetry between national and central governments' decisions about inflation and also describes the loss in international bankers' confidence towards one country being passed on to another. One of our results is that, for a country with low weight in the voting system, common-currency regime is superior in terms of expected welfare to dollarization and may be a better choice than the local-currency one, as the central bank under the latter regime undergoes some political influence from its government.

    Inflation Targeting in Emerging Market Economies

    This paper assesses inflation targeting in emerging market economies (EMEs), and develops applied prescriptions for the conduct of monetary policy and inflation-targeting design in EMEs. We verify that EMEs have faced more acute trade-offs - higher output and inflation volatility - and worse performance than developed economies. These results stem from more pronounced external shocks, lower credibility, and lower level of development of institutions in these countries. In order to improve their performance, we recommend high levels of transparency and communication with the public and the development of more stable institutions. At an operational level, we propose a procedure that a central bank under inflation targeting can apply and communicate when facing strong supply shocks, and suggest a monitoring structure for an inflation-targeting regime under an IMF program.
