Towards a Framework for Developing Mobile Agents for Managing Distributed Information Resources
Distributed information management tools allow users to author, disseminate, discover and manage information within large-scale networked environments, such as the Internet. Agent technology provides the flexibility and scalability necessary to develop such distributed information management applications. We present a layered organisation that is shared by the specific applications that we build. Within this organisation we describe an architecture where mobile agents can move across distributed environments, integrate with local resources and other mobile agents, and communicate their results back to the user
“A question of self-interest”: A brief history of 50 years of international student policy in Canada
This article offers a periodization of the history of international student policy in Canada since 1970. It draws on archival sources at seven public post-secondary institutions in British Columbia and Ontario, as well as governmental discussion in both provinces and at the Federal level, and scholarly writing about international students within the Canadian Journal of Higher Education to construct this history. Four key periods are identified: the emergence of differential fee policies in the 1970s; an era of institutional recruitment efforts in the 1980s and 1990s; a period of active government recruitment in the 2000s; and an era of bifurcating priorities as governments expanded their recruitment efforts but scholars began to question the international student project in Canada. The article shows changes in international student policy over the past half-century, but also reveals continuities, most notably a sustained emphasis on serving Canada’s perceived national interests.Cet article propose une périodisation de l’histoire des politiques relatives aux étudiants étrangers au Canada depuis 1970. Il s’appuie pour ce faire sur les archives de sept établissements d’enseignement postsecondaire publics de la Colombie-Britannique et de l’Ontario, sur les discussions gouvernementales dans les deux provinces et au fédéral, ainsi que sur les articles savants de la Revue canadienne d’enseignement supérieur portant sur les étudiants étrangers. Quatre périodes clés ressortent : l’émergence des politiques de frais différentiels dans les années 1970; une phase d’efforts de recrutement au sein des établissements dans les années 1980 et 1990; une phase de recrutement actif de la part du gouvernement dans les années 2000; et une bifurcation des priorités lorsque les gouvernements ont intensifié leurs efforts de recrutement et que les chercheurs se sont mis à remettre en question le projet relatif aux étudiants étrangers au Canada. Unifying Distributed Processing and Open Hypertext through a Heterogeneous Communication Model
A successful distributed open hypermedia system can be characterised by a scaleable architecture which is inherently distributed. While the architects of distributed hypermedia systems have addressed the issues of providing and retrieving distributed resources, they have often neglected to design systems with the inherent capability to exploit the distributed processing of this information. Probing the nature of AFEX-pretreated corn stover derived decomposition products that inhibit cellulase activity
Sequential fractionation of AFEX-pretreated corn stover extracts was carried out using ultra-centrifugation, ultra-filtration, and solid phase extraction to isolate various classes of pretreatment products to evaluate their inhibitory effect on cellulases. Ultra-centrifugation removed dark brown precipitates that caused no appreciable enzyme inhibition. Ultra-filtration of ultra-centrifuged AFEX-pretreated corn stover extractives using a 10 kDa molecular weight cutoff (MWCO) membrane removed additional high molecular weight components that accounted for 24–28% of the total observed enzyme inhibition while a 3 kDa MWCO membrane removed 60–65%, suggesting significant inhibition is caused by oligomeric materials. Solid phase extraction (SPE) of AFEX-pretreated corn stover extractives after ultra-centrifugation removed 34–43% of the inhibition; ultra-filtration with a 5 kDa membrane removed 44–56% of the inhibition and when this ultra-filtrate was subjected to SPE a total of 69–70% of the inhibition were removed. Ionization-induced star formation - IV. Triggering in bound clusters
We present a detailed study of star formation occurring in bound star-forming clouds under the influence of internal ionizing feedback from massive stars across a spectrum of cloud properties. We infer which objects are triggered by comparing our feedback simulations with control simulations in which no feedback was present. We find that feedback always results in a lower star formation efficiency and usually but not always results in a larger number of stars or clusters. Cluster mass functions are not strongly affected by feedback, but stellar mass functions are biased towards lower masses. Ionization also affects the geometrical distribution of stars in ways that are robust against projection effects, but may make the stellar associations more or less subclustered depending on the background cloud environment. We observe a prominent pillar in one simulation which is the remains of an accretion flow feeding the central ionizing cluster of its host cloud and suggest that this may be a general formation mechanism for pillars such as those observed in M16. We find that the association of stars with structures in the gas such as shells or pillars is a good but by no means foolproof indication that those stars have been triggered and we conclude overall that it is very difficult to deduce which objects have been induced to form and which formed spontaneously simply from observing the system at a single time.Peer reviewe

Inventing International Students: Exploring Discourses in International Student Policy Talk, 1945 –75
After the Second World War, Canadian parliamentarians showed growing interest in international students coming to Canada. The students became the subject of policy talk, which was shaped by powerful discourses emerging from the larger historical context. From 1945 to 1969, international students were seen as worthy recipients of Canadian aid, an idea that was premised on the belief that they were temporary visitors to Canada who would return to their home countries with both the skills they learned in Canadian schools and with an overall good- will towards Canada, a valuable commodity in the Cold War context. But after the Sir George Williams University affair of 1969, parliamentarians’ tone changed, and international student policy talk became suffused with discourses of fear and danger. In the years after 1969, international students were imagined as both politically and economically dangerous, an attitude that emerged as a reaction to student protest, but also re ected worries among some policymakers that Canada’s changing immigration system, and its move away from primarily Europeans sources for immigrants, was a threat to the stability of Canadian culture.RésuméAprès la Seconde Guerre mondiale, les parlementaires canadiens ont montré un intérêt crois- sant pour la venue au pays d’étudiants internationaux. Ces derniers devinrent un sujet de discussions politiques qui donna lieu à des discours émouvants alimentés par un vaste contexte historique. De 1945 à 1969, les étudiants internationaux étaient vus comme des récipiendaires dignes de l’aide canadienne. Cette idée s’appuyait sur l’impression qu’ils étaient des résidents temporaires au Canada et qu’ils retourneraient dans leur pays non seulement avec les com- pétences acquises dans les établissements d’enseignement, mais qu’ils af cheraient aussi leur bienveillance envers le Canada, une valeur inestimable dans un contexte de Guerre froide. Cependant, après l’affaire de l’Université Sir George Williams, en 1969, le ton des parlemen- taires canadiens a changé. Les discussions politiques sur les étudiants internationaux furent teintées par des idées de peur et d’appréhension. From “friendly relations” to differential fees : a history of international student policy in Canada since World War II
This dissertation examines the development of policy related to international undergraduate students in Canada since the end of the Second World War. It draws on archival materials from the federal, British Columbia, and Ontario governments, and seven institutions: the University of Toronto, Carleton University, Wilfrid Laurier University, Seneca College, the University of British Columbia, Simon Fraser University, and Kwantlen Polytechnic University.
The dissertation unearths the initial proto-policies developed by non-governmental agencies that provided services for international students, and examines how the priorities of these service groups were inherited by institutions as the organizations were formally incorporated into universities and colleges. It follows these early policy makers as they responded to international students’ own emerging consciousness, and the transition of students from welcome visitors to dangerous possible immigrants in the eyes of Members of Parliament. Out of this new context emerged differential tuition fees, which were first contested, then embraced by institutions. As differential fees became normalized, they reshaped institutions, driving them to dramatically expand recruitment efforts of international students. The dissertation concludes by examining another unintended emerging policy, as Canadian immigration policy and international student recruitment efforts combine to situate post-secondary institutions as immigrant selectors.
In the process, the dissertation demonstrates the development of international student policy in Canada was uneven and reactive. Policy was crafted informally at the institutional level, or by non-governmental actors, and then formalized by institutions or governments when convenient. Although policies emerged fitfully, Canadian policy makers adopted policies only when beneficial for Canada and Canadian institutions, either politically or economically. Yet international student policies were consistently framed as an expression of the “internationalism” of Canadian higher education. However, the different attitudes towards international students embedded in policy demonstrate competing conceptions of internationalism at the institutional and government level. Finally, the dissertation argues that contemporary policy regarding international students, including the 2014 development of a Federal international education strategy, are not a break from this history but instead the culmination of decades of policy debates.Education, Faculty ofEducational Studies (EDST), Department ofGraduat
