Penelitian dilaksanakan Kementrian Agama Kabupaten Kampar. Tujuan penelitian mengetahui penerapan standar operasional (SOP) pelayanan pembatalan haji reguler pada kementrian agama kab kampar, dan untuk mengetahui kendala atau faktor penghambat dari penerapan (SOP) pelayanan pembatalan haji reguler pada kementrian agama kab kampar. Jenis penelitian dipakai adalah penelitian kualitatif dengan pendekatan deksriptif. Data didapat penelitian wawancara, observasi, dan dokumentasi. Berdasarkan hasil penelitian dilapangan dan kemudian di analisa dengan indikator efisiensi, konsistensi, minimalisasi kesalahan, dan penyelesaian masalah dapat disimpulkan bahwa belum cukup. pertama waktu pengembalian setoran awal BPIH tidak sesuai dengan yang tertera di dalam SOP pembatalan. Yang kedua, masih banyak jamaah melakukan pembatalan diluar ketentuan-ketentuan yang telah ditetapkan contohnya karna masa tunggu keberangkatan haji yang lama. Dan terdapat kendala yang mempengaruhi penerapan SOP pembatalan haji yaitu kurangnya kesadaran jamaah dalam melengkapi berkas persyaratan pembatalan sehingga berkas jamaah tersebut tidak bisa langsung diverifikasi oleh pihak petugas.

Community participation in development is the participation of the community in the development process either in the planning stages of development through musrenbangkep, the implementation phase of development, to evaluate the development and benefit the development. Community participation in development planning through development planning meetings (musrenbang) is still minimal and passive, this was due to lack of public understanding of the development planning, low levels of education, and lack of socialization of the then government did not include the community in development planning.The concept of the theory used is participation. Researchers used Soetomo theory. This study aims to determine how the public's participation in physical development in Kepenghuluan Bangko Pusaka Bangko Pusako Heritage District of Rokan Hilir. This study uses qualitative research methods with an assessment of descriptive data. In collecting the data the researcher used interview, observation and documentation. By using key informants as a source of information.The results showed that participation in physical development is still very minimal and passive, meaning that there are still many people who are not involved in any stage of development to be carried out and they handed over all decisions to the other party. In this case the researchers advise people to participate actively in every stage of development and the government should also seek more public participation and active for the idea / ideas that come from the community more so that it can be considered as well as the evaluation for the next year
Going Beyond Counting First Authors in Author Co-citation Analysis
Full text linkThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Full text link“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
