    El objetivo del artículo es analizar la situación del proyecto de gas domiciliario en el marco de la acción popular en Marulanda, Caldas. Reconstruyendo un poco los hechos, durante el 2019 la Empresa Nacional de Servicios Públicos S.A. – ENSERP- llega al Municipio de Marulanda, Caldas, ofreciendo la iniciativa social denominada “Construcción de la red de gas domiciliario y conexión de usuarios de menores ingresos en el área urbana y rural del municipio de Marulanda - Caldas”. La administración municipal, en marzo de ese mismo año, dio vía libre a la propuesta, expidiendo licencia de intervención del espacio público. Sin embargo, el proyecto nunca fue concluido. Así pues, después de construir un marco teórico y definir unas categorías, los resultados indican que la acción popular es un poderoso instrumento para salvaguardar derechos colectivos. Además, que a la vez es útil para llevar a cabo un control de la gestión pública o de las entidades adscritas al poder público. Se concluye, entonces, que pese a que la ley reconoce la procedencia de la acción, en el marco de los hechos persisten fallas o vacíos que impiden que la iniciativa social ya mencionada llegue a ser una realidad para el municipio de Marulanda, Caldas.Universidad Libre Seccional Pereira -- Facultad de Derecho, Ciencias Políticas y Sociales -- Especialización derecho administrativoThe objective of the article is to identify the causes that have prevented compliance with the ruling of the popular action established in 2021 on the occasion of the installation of the residential gas project in Marulanda, Caldas. Reconstructing a little the facts, during 2019 the Empresa Nacional de Servicios Públicos S.A. - ENSERP- arrives to the Municipality of Marulanda, Caldas, offering the social initiative called "Construction of the domiciliary gas network and connection of lower income users in the urban and rural area of the municipality of Marulanda - Caldas". The municipal administration, in March of that same year, gave the goahead to the proposal, issuing a license for the intervention of public space. However, the project was never completed. Thus, after constructing a theoretical framework and defining some categories, the results indicate that popular action is a powerful instrument for safeguarding collective rights. In addition, it is also useful to carry out a control of public management or of the entities attached to the public power. It is concluded, then, that despite the fact that the law recognizes that the action is admissible, in the context of the facts there are still flaws or gaps that prevent the social initiative already mentioned, from becoming a reality for the municipality of Marulanda, Caldas

    Social housing finance in Colombia

    In this paper we explore the role played by policy instruments on the access to housing finance of low-income households. We also analyze the impact of housing credit and subsidies on the quality of life and the quality of dwelling of the beneficiaries. Using the Quality of Life Surveys conducted in Colombia in 2003 and 2008, we find that policy instruments aimed at easing access of low-income households to affordable housing such as subsidies and guaranteed loans have played a modest role in increasing the use of mortgage as a source of funding. Despite this, we show that subsidies have had a significant impact on both the quality of dwelling and the quality of life. Therefore, this paper suggests promoting the use of both instruments by improving theirdesign and targeting.Construcción, Vivienda, Financiamiento de la vivienda, Colombia

    Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    El presente artículo tiene como objetivo observar los efectos de la Reforma de 2003 sobre los sistemas subnacionales de partidos en Colombia; más específicamente, en la manera cómo los partidos se coordinan a través de los diferentes niveles de competencia. Para ello, se realiza un acercamiento a las diferentes estrategias de integración vertical utilizadas por los partidos y se observan las variaciones en los niveles de nacionalización vertical a partir de la Medida de Congruencia de Gibson y Suárez Cao (2010) en las elecciones de Cámara, Asamblea y Concejo desde 1997 al 2011. Se toma como muestra para el análisis a los departamentos de Antioquia, Atlántico, Santander y Valle, considerándolos sistemas subnacionales que pueden presentar características diferenciadas del ámbito nacional.The present article aims to observe the effects of the 2003 reform in the subnational party system in Colombia, more specifically, on the way in which parties coordinate their different levels of competition. In that sense, this work reviews diverse strategies of vertical integration used by party politics and analyzes the variations in the vertical nationalization, using the measure of congruence by Gibson and Suarez-Cao (2010) in the elections of chamber, assembly and municipal council since 1997 to 2011. For the analysis, the text took the departments of Antioquia, Atlántico, Santander and Valle as its sample, considering them as subnational systems that could present different characteristics with respect to the national level

    Simulation of thermal plant optimization and hydraulic aspects of thermal distribution loops for large campuses

    Following an introduction, the author describes Texas A&M University and its utilities system. After that, the author presents how to construct simulation models for chilled water and heating hot water distribution systems. The simulation model was used in a $2.3 million Ross Street chilled water pipe replacement project at Texas A&M University. A second project conducted at the University of Texas at San Antonio was used as an example to demonstrate how to identify and design an optimal distribution system by using a simulation model. The author found that the minor losses of these closed loop thermal distribution systems are significantly higher than potable water distribution systems. In the second part of the report, the author presents the latest development of software called the Plant Optimization Program, which can simulate cogeneration plant operation, estimate its operation cost and provide optimized operation suggestions. The author also developed detailed simulation models for a gas turbine and heat recovery steam generator and identified significant potential savings. Finally, the author also used a steam turbine as an example to present a multi-regression method on constructing simulation models by using basic statistics and optimization algorithms. This report presents a survey of the author??s working experience at the Energy Systems Laboratory (ESL) at Texas A&M University during the period of January 2002 through March 2004. The purpose of the above work was to allow the author to become familiar with the practice of engineering. The result is that the author knows how to complete a project from start to finish and understands how both technical and nontechnical aspects of a project need to be considered in order to ensure a quality deliverable and bring a project to successful completion. This report concludes that the objectives of the internship were successfully accomplished and that the requirements for the degree of Degree of Engineering have been satisfied
