Sistemas de seguimiento e indicadores para la medición del impacto de las tecnologías de la información y comunicación en el desarrollo sostenible de Europa
The development of the Information Society and technological services is presently a fundamental pillar on which to base the new economic, social and ecological model of sustainable development. The aim of this work is to explore the logic of existing systems for monitoring the Sustainable Development Goals (SDGs, Agenda 2030) and their relationships with ICTs in order to detect the availability of indicators to address future research related to the analysis of the impact of ICTs on sustainable development in Europe.
The aim is to answer the following questions: according to the institutions and to the reference of sources of public data, which are the indicators designed to measure ICTs-SDG relationships and what is the actual availability of these indicators at different spatial scales? To answer these questions, the matrix of the World Summit on the Information Society Project (WSIS-SDG Matrix), linking the strengthening of ICTs and their impact on sustainable development, is analyzed. The EUROSTAT’s metadata and ESPON DATABASE are also examined to detect the connection between the ODS and the specific policies and actions that activate or produce effects on ICTs-SDG relations. The result is an own matrix of indicators and data sources that will serve as a basis for future research regarding how and how much ICTs influences sustainable development in Europe. The results show that, despite the efforts made by international bodies, along with the scarcity of data, intrinsic conceptual problems are recognized as the relationship between TIC and Sustainable development is multidimensional and multifaceted and it does not include clearly measurable characteristics.El desarrollo de la Sociedad de la Información y los servicios tecnológicos se configura como un pilar fundamental en el que basar el nuevo modelo económico, social y ecológico de desarrollo sostenible. El objetivo de este trabajo es explorar la lógica de los sistemas de indicadores de seguimiento de los Objetivos de Desarrollo Sostenible (ODS) de la Agenda 2030 y de sus relaciones con las TIC para detectar la disponibilidad de indicadores que permitan abordar futuras investigaciones relacionadas con el análisis del impacto de las TIC en el desarrollo sostenible de Europa. Se trata de dar respuesta a las siguientes preguntas: Según las instituciones y atendiendo a las fuentes de datos públicas¿Cuáles y cuántos son los indicadores diseñados para la medición de las relaciones TIC-ODS? ¿Cuál es la disponibilidad real de estos indicadores a diferentes escalas espaciales? Para dar respuesta, se analiza la matriz de la Cumbre Mundial sobre la Sociedad de la Información (WSIS-SDG Matrix) para seleccionar los indicadores y datos a escala regional de EUROSTAT y ESPON DATABASE que detectan las conexiones entre los ODS y las políticas y acciones específicas que activan o producen efectos en las relaciones TIC-ODS. Como resultado se obtiene una matriz propia de indicadores que servirá de base para abordar futuras investigaciones sobre cómo y cuánto influye las TIC en el desarrollo sostenible de las regiones europeas. Los resultados muestran que, a pesar de los esfuerzos realizados por los organismos internacionales, persiste la escasez de datos y se reconocen problemas conceptuales intrínsecos por tratarse de una relación multidimensional que no incluye características claramente medibles

Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

Are algal blooms occurring later in Lake Taihu? Climate local effects outcompete mitigation prevention
Using Landsat and Moderate-resolution Imaging Spectroradiometer (MODIS) satellite data, cyanobacteria bloom initiation dates over two decades (1987-2011) in Lake Taihu showed three distinct trends. Initial blooms occurred later each year between 1987 and 1997 and then generally earlier until 2007, when the earliest and most extensive blooms occurred. After 2007, bloom initiation dates occurred later each year. Climate and catchment control over bloom dynamics was observed, in particular winter temperature minima and nutrient ratios. © 2014 The Author 2014

Conferencias de homenaje a dos profesores de Historia Antigua Eméritos provenientes de Málaga.En mi conferencia intenté recordar mis diversas relaciones y sensaciones con la ciudad de Málaga a lo largo de mi vida. Comenté la enseñanza recibida sobre todo en el Colegio de los Hermanos Maristas y como allí se fue fraguando mi vocación por la Historia Antigua. Realicé un pequeño recorrido por mis espacios preferidos ,lamenté la eliminación de algunos de ellos y me alegré del actual momento cultural que vive la ciudad. Por último recordé las figuras de mis padres tanto por la importancia de mantener la dignidad como en no caer en los halagos sospechosos y a otro nivel por acercarme a esa fábrica de sueños que es el cine que se ha convertido en una de mis actuales líneas de investigación.Universidad de Málaga. A Numerical Procedure for Analysis of W/R Contact Using Explicit Finite Element Methods
Since no effective experimental approaches have been proposed to assess wheel and rail (W/R) contact performance till now, numerical computational analysis is known as an alternative to approximately simulate the W/R interaction. In this paper, one numerical procedure is proposed on the basis of explicit finite element method to analyse the complex stress state of W/R contact. Moreover, a novel refining method is developed and utilized to discretise both the W/R solid model. This model considers a realistic wheel and rail geometry and bilinear kinematic hardening material. The effects of contact points, friction force and contact stiffness on the dynamic response of wheel-rail interaction are investigated. Based on these results, it can be noticed that the numerical procedure not only provides much realistic results but is also flexible and efficient enough for dealing with different wheel-rail operational parameters. Also, it is worth mentioning that this numerical procedure is not limited to straight tracks, can easily be extended to be used for curved tracks and turnout as well.Structural EngineeringCivil Engineering and Geoscience
Unifying tensor factorization and tensor nuclear norm approaches for low-rank tensor completion
Low-rank tensor completion (LRTC) has gained significant attention due to its powerful capability of recovering missing entries. However, it has to repeatedly calculate the time-consuming singular value decomposition (SVD). To address this drawback, we, based on the tensor-tensor product (t-product), propose a new LRTC method-the unified tensor factorization (UTF)-for 3-way tensor completion. We first integrate the tensor factorization (TF) and the tensor nuclear norm (TNN) regularization into a framework that inherits the benefits of both TF and TNN: fast calculation and convex optimization. The conditions under which TF and TNN are equivalent are analyzed. Then, UTF for tensor completion is presented and an efficient iterative updated algorithm based on the alternate direction method of multipliers (ADMM) is used for our UTF optimization, and the solution of the proposed alternate minimization algorithm is also proven to be able to converge to a Karush–Kuhn–Tucker (KKT) point. Finally, numerical experiments on synthetic data completion and image/video inpainting tasks demonstrate the effectiveness of our method over other state-of-the-art tensor completion methods
