    Are higher education institutions in Europe preparing students for IPSAS?

    The purpose of this paper is to analyze whether higher education institutions (HEIs) in EU Member States are aware of the relevance of the ongoing reforms in public sector accounting (PSA) and the need to prepare their students to become expert professionals in that area. It particularly assesses whether these organizations currently provide, or will provide in the near future, education on International Public Sector Accounting Standard (IPSAS)/EPSAS, so that a sufficient number of graduates will be ready to match the foreseeable demand for experts in IPSAS/EPSAS

    Conflict Resolution in Aceh in Light of Track One and a Half Diplomacy

    This paper analyzes the role of mediators in the resolution of the Aceh conflict within the framework of a three-step process. Two separate mediation efforts, one conducted by the Centre for Humanitarian Dialogue from 1999 until 2003 and a second one led by Martti Ahtisaari and his Crisis Management Initiative in 2004/2005, attempted to solve the Aceh confl ict. The author shows that beside contextual factors such as ripeness of the conflict and advantageous relations between and characteristics of the conflict parties, the success of Ahtisaari’s engagement can be further explained by procedural factors. These include mediator behaviour and mediation strategies. Furthermore the mediator’s ability to use contacts with official track one actors was crucial in securing the signing as well as the implementation of the present peace agreement. ----- Der Artikel analysiert die Rolle von Mediatoren in der Lösung des Aceh Konfl ikts mittels eines drei-Phasen Modells von Konfliktlösung. Zwei voneinander unabhängige Mediationsverfahren, jenes des Centre for Humanitarian Dialogue von 1999 bis 2003, und ein weiteres geleitet durch Martti Ahtisaari und seiner Crisis Management Initiative in 2004/2005, zielten darauf ab den Konflikt zu lösen. Der Autor zeigt, dass neben kontextuellen Faktoren wie einer “ripeness” des Konflikts sowie günstigen Veränderungen auf Seite der Konfliktparteien, prozedurale Faktoren für den Erfolg Ahtisaaris entscheidend waren. Diese Faktoren beziehen sich auf das Agieren und die Strategien des Mediators. Die Fähigkeit des Mediators, Kontakte zu offiziellen “track one” Akteuren aktiv während des Mediationsprozesses zu nutzen, bildete einen Schlüsselfaktor darin einen Friedensschluss und im weiteren Verlauf eine weitgehend erfolgreiche Umsetzung des aktuellen Abkommens zwischen den ehemaligen Konfliktparteien zu erreichen

    Assessing and Understanding Mental Health and Quality of Life in Deaf and Hard-of-Hearing Children and Adolescents

    Mental health problems are more prevalent in deaf and hard-of-hearing - (D)HH - children and adolescents. Using written measures to assess mental health problems in (D)HH children and adolescents has been found to underestimate symptoms and prevalence. Misdiagnosis is also more common among (D)HH children and adolescents due to an overlap of cultural, linguistic and clinical factors. Therefore, validated measures in sign language are needed. Controversies still exist regarding Quality of Life (QoL) in (D)HH children and adolescents compared to typically hearing (TH) children and adolescents. Good communication skills in spoken and sign language are associated with better mental health in (D)HH children and adolescents. Technological advances, recognition of sign languages as natural languages, universal neonatal hearing screening and early intervention programs have been introduced, affecting language outcomes. These changes are also likely to have impacted mental health and QoL outcomes. To improve assessment and interventions for (D)HH children and adolescents, this thesis aimed to translate reliable and valid questionnaires for mental health and QoL into Norwegian Sign Language (NSL) and validate these. The second aim of the study was to gain a better understanding of signing DHH and hard-of-hearing (HH) children and adolescents’ mental health, QoL and communication as well as associations between these aspects. To do so, the Strengths and Difficulties Questionnaire (SDQ) and the Inventory of Life Quality in Children and Adolescents (ILC) were translated into NSL. Then, 107 (D)HH children and adolescents, 60 DHH and 47 HH, and their parents completed the self- and parent-reports of the SDQ and ILC. DHH children and adolescents completed both the written and NSL versions in randomised order, while the HH children and adolescents completed the written versions only. Parents also provided information about their children’s spoken and sign language skills, communicative competence, hearing loss (HL), and school. Data were collected between 2016 and 2018. The SDQ-NSL and the ILC-NSL showed acceptable reliability and construct validity. Their psychometric properties were also found to be similar to the original validations. The lack of associations between the two language versions of the child ILC, however, requires further attention. The prevalence of self-reported mental health problems in the clinical range was about twice as high for DHH and HH children as their TH peers. The SDQ-NSL seemed to differentiate better between mental health problems in the normal, borderline and clinical range for DHH children and adolescents than the SDQ-NOR. Self-reported QoL of (D)HH children and adolescents, on the other hand, was found to be similar to that of TH children and adolescents. Associations between communicative competence and parent-reported mental health and QoL were significant, whereas severity of hearing loss (HL) was not associated with either QoL or mental health. In conclusion, the SDQ-NSL and ILC-NSL are reliable and valid measures to assess mental health and QoL in signing DHH children and adolescents. The elevated prevalence of mental health problems in (D)HH children and adolescents emphasises the importance of early detection of HL, early intervention and regular monitoring of socio-emotional, cognitive and language development, mental health and QoL. The risk of misdiagnosis combined with the elevated prevalence also confirms the need for robust and accessible specialised CAMHS for (D)HH children and adolescents. Furthermore, validated measures for assessment of pragmatic skills and social communication in NSL are needed to improve assessment of co-morbid language disorders and future research

    Representations of black womanhood in films by African American women directors

    In der Geschichte des U.S. amerikanischen Films waren schwarze Frauen schon immer Opfer von stereotypischen, vielfach herabwürdigenden und falschen Darstellungen. Sie wurden reduziert auf Darstellungen ein-dimensionaler Pappfiguren, entweder als asexuelle, mütterliche Dienstboten, oder als zu dominant und sexuell bedrohlich. Diese Diplomarbeit beschreibt die wichtigsten stereotypischen Darstellungen von schwarzen Frauen im amerikanischen Hollywoodkino: mammy, tragic mulatto, black superwoman, bitch, welfare mother/queen, black lady. Das eigentliche Thema der Arbeit besteht allerdings in der Frage wie afro-amerikanische Regisseurinnen schwarze Frauen in ihren Filmen darstellen. Um das herauszufinden wurden drei Filme analysiert: Daughters of the Dust (1991) von Julie Dash, Naked Acts (1996) von Bridgett M. Davis, und The Watermelon Woman (1996) von Cheryl Dunye. Afro-Amerikanische Filmemacherinnen waren lange Zeit komplett aus der Filmindustrie ausgeschlossen aufgrund ihrer Identität als schwarze Frauen in einer von weißen Männern dominierten Branche. Der erste Film einer Afro-Amerikanerin, der es schließlich auf den Markt und in einige kleine Kinos schaffte, war Daughters of the Dust.Afro-Amerikanische Filmemacherinnen sind wichtige Vertreter und Sprachrohr des ?U.S. Black Feminism?. Sie bestimmen selbst über ihr Medium und präsentieren ihre eigene Vision einer Identität als afro-amerikanische Frau. Die drei in der Diplomarbeit behandelten Regisseurinnen haben in ihren Filmen die schwarze Frau und ihre Rolle in der U.S. amerikanischen Geschichte und Gesellschaft (auch in der Geschichte des U.S. Kinos) in den Mittelpunkt ihrer Filme gestellt, und stereotypische Darstellungen durch komplexe Charaktere ersetzt.Black women have always been subjected to cross misrepresentations in white as well as black mainstream cinema. Their identities have been reduced to stereotypes; they were depicted as one-dimensional card-board characters, usually associated either with an asexual, nurturing servility or a threatening, pathological sexuality and dominance. In this thesis, the most common stereotypical representations in U.S. mainstream cinema and film are discussed: the (asexual) mammy, the tragic mulatto, the black superwoman, the bitch, the welfare queen, and the black lady. The main aim, however, is to analyze how black women are represented in films by black women. For this purpose, three films are used as examples: Daughters of the Dust (1991) by Julie Dash, Naked Acts (1996) by Bridgett M. Davis, and The Watermelon Woman (1996) by Cheryl Dunye. African American women directors have been excluded by the mainstream film industry due to their dual marginality of being female and black for a long time. Daughters of the Dust was the first film by an African American woman that finally received commercial distribution.As cultural producers, African American women filmmakers play a very important role in representing and voicing black feminist issues. In their films, they depict their vision of black American womanhood.     Aortic pathology revealed by MRI in patients with clinical suspicion of spinal disease

    In five patients with clinical suspicion of spinal disease, MRI of the spine revealed unexpected aortic pathology explaining the symptoms. No significant intraspinal pathology was found on MRI. However, in one patient with clinical suspicion of spinal stenosis, an aortic occlusion was detected on MR images of the spine. The lower extremity ischaemia, caused by the occlusion, was responsible for the symptoms. In another patient a paravertebral haematoma from a ruptured aortic aneurysm resulted in spinal nerve compression, thought before MRI to be caused by a spinal tumour. In three patients aortic aneurysm or dissection resulted in spinal cord ischaemia with symptoms mimicking those of compressive spinal disease. Thus, if MRI of the spine does not provide an explanation for the patient's symptoms, examination of the aorta is recommended
