    President, Kinship Politics, and Election 2019, and Its Influence on Regional Head Elections 2020 in Surakarta

    This research departs from the victory of President Joko Widodo's son and son-in-law in the 2020 Regional Head Election. Approximately 44% or 55 candidates of the 124 regional head candidates who have a kinship with the authorities are confirmed to win the 2020 simultaneous Regional Head Election and stroll as regional heads. For this reason, this study will explore the phenomenon of winning candidates exposed to kinship politics, especially with the president in the 2020 Regional Head Election. This research also analyzes some of the causes of nepotism in the democratic system that are still visible in the 2020 simultaneous Regional Head Election. To achieve this goal, the research uses descriptive research methods with a qualitative approach. The method was chosen because the 2020 simultaneous Regional Head Election were multidimensional. The results of the study found several factors that led to kinship politics still coloring the 2020 Regional Head Election, including the advancement of candidates who were exposed to kinship with the president. These factors, such as the popularity of family names, are deliberately carried out by politicians as a way of inheriting power and the weak democratization of political parties, such as recruiting candidates for the regional head. This also led to candidates exposed to kinship with the president in striding to win the Regional Head Election. This research concludes that kinship should be able to lead to moral behavior, not just a pursuit of power. Concerning kinship politics, it can be controlled through internal reforms of political parties as institutions that carry out the role of candidate recruitment

    Untuk mendorong masalah percepatan belanja daerah, Kementerian Dalam Negeri melalui Ditjen Bina Keuangan Daerah menciptakan beberapa strategi melalui beberapa kebijakan. Namun meski beberapa kebijakan dan strategi dilakukan, realisasi Anggaran Pemerintah dan Belanja Daerah (APBD) masih saja rendah. Untuk itu, penelitian ini bertujuan untuk menganalisis strategi Kementerian Dalam Negeri (Kemendagri) dalam mempercepat Realisasi Belanja Daerah. Penelitian juga menganalisis penyebab strategi tersebut belum mampu berdampak signifikan terhadap penyerapan APBD. Penelitian ini menggunakan metode deskriptif kualitatif dengan jenis penelitian berupa studi kepustakaan (library research). Hasil penelitian ini menemukan salah satu strategi terkait lelang dini, yaitu nota kesepahaman pemerintah belum berhasil menghilangkan keraguan pemda. Salah satu yang bisa dilakukan adalah pengadaan dini pemerintah daerah harus berbarengan dengan penyusunan RKA SKPD yang mengacu pada Perpres No. 16 Tahun 2018. Kemendagri juga harus mendorong penggunaan sistem Evidence Based Policy (EBP) dalam pengelolaan keuangan daerah. Selanjutnya adalah mendorong Pembentukan UPT Laboratorium Pengelolaan Keuangan Daerah (UPTLPKD). Selanjutnya Kemendagri harus mendorong pembangunan infrastruktur yang tertunda pada 2020 dan 2021 akibat COVID-19

    Strengthening the Multi-Party Presidential Government in Indonesia

    The Multi-Party Presidential Government in Indonesia has reached a critical point. The 2.5 percent parliamentary threshold rule in the 2009 Election was incapable to address the issue. The parliamentary threshold was raised to 3.5 percent in 2014, in the hope to reduce the number of party joining the election, but it failed to do so. There were 9 national parties participating in the 2009 election, and it will be increased to 16 in the 2019 election. Theoretically, the combination of multi-party parliament in a Presidential Government is rather strange. It is not surprising that the "conflict" between the president and parliament often occurs. There suppose to be a coalition supporting the government in parliament, but the coalition is not a firm one. The coalition did not have a significant influence in strengthening the presidential government. Therefore, this study intends to provide a complete picture of multi-party system practices while trying to provide solutions for strengthening the presidential government in Indonesia. To achieve this goal, this study uses the literature study method in collecting relevant information, using a qualitative approach. This approach is considered appropriate because multi-party phenomena and presidential systems are multidimensional. In contrast to previous research which was limited to the description and problems of multiparty systems, this research besides describing the system of government also provided moderate solutions that were considered to be in accordance with the Indonesian context. This study assumes that strengthening presidential systems can be done if the political parties are more modest. In addition, parliamentary support for the president must be optimized. The results of the study concluded that the strengthening of presidential systems must be carried out through the purification of the government system contained in the constitution, forming and strengthening the ranks of government coalitions in parliament, and carrying out a number of institutional engineering through various forms. These three things must be wrapped in a constitutional frame (amendments to the 1945 Constitution) and regulations (revisions to laws and government regulations). The amendments and revisions can be done through three corridors, namely the intra-parliamentary movement, the extra-parliamentary movement, and the referendum

    Tanjung Lesung Special Economic Zone: Expectation and Reality

    Many countries have developed Special Economic Zones (SEZ) to spur economic growth. In Indonesia, SEZs have been around for more than a decade. However, the existing SEZs have not yielded the expected results. Likewise with the Tanjung Lesung Tourism SEZ, which is still facing major obstacles in its development. Studies related to the dimensions of the SEZ policy have not been fully carried out, specifically those related to local government involvement. This study aimed to analyze government policy in supporting the development of SEZ, particularly in Tanjung Lesung. This study used a descriptive method with a qualitative approach. This study showed the many obstacles faced for the development of the Tanjung Kelayang SEZ, both of which stem from the weak commitment of the parties involved. Their attitude of blaming each other needs to be changed with the teamwork spirit of working together and creating synergy. Each party seems to wait for each other to make the first move. The limited resources and capabilities caused the policy implementation to come to a halt. The role of the Area Council (Dewan Kawasan) needs to be further optimized to solve problems at the local level. With better information, the central government, through the Directorate General of Territorial Administration Development, Ministry of Home Affairs, can play a more pivotal role in providing strategic considerations in driving the progress of SEZ

    Literacy development in Kalimantan, Indonesia

    Literacy development in Kalimantan has its ups and downs. Some regions in Kalimantan have experienced increases and decreases. The East Kalimantan ranks in the top 10 provinces with the highest National Reading Interest Level (TGM), and only South Kalimantan achieved the highest Community Literacy Development Index (IPLM). Some other regions experienced a decrease. The aims this research to determine literacy development in Kalimantan, Indonesia with analysis factors hinder it, and what factors contribute to its success. Method research used a descriptive qualitative. The study covered the period 2019 to 2021. The results revealed that several contributing factors to the low literacy development, including limited library human resources, ineffective leadership, bureaucratic politicization, poor planning, and dualism in literacy budgeting. However, the study also identified success factors, such as effective communication between leaders and staff and support from various stakeholders. The research conclusion states that literacy development in Kalimantan of low, identify inhibiting factors, find success factors, and provide recommendations for improvement. In conclusion, the low level of literacy development in Kalimantan is due to several inhibiting factors; however, there are also success factors that can guide improvement. The importance of effective communication and collaboration between librarians and the government to enhance competency and literacy development

    Civil Rights of the Believers of Unofficial Religions (Penghayat Kepercayaan) in Pekalongan District

    There are seven groups of unofficial religions (penghayat kepercayaan) in Pekalongan District.  The issuance of Constitutional Court (MK) decision No. 97/ PUU-XIV/2016 did not automatically fulfill their civil rights.  There were various obstacles to implement the constitutional court decision. Therefore, this study specifically aimed to review their existence and the fulfillment of their civil rights after the Constitutional Court's decision. With a qualitative approach, and descriptive and literature methods, this study found that the social access of penghayat kepercayaan, such as the inclusion of  their beliefs in the religion part of the Identity Card ("KTP"), the availability of penghayat kepercayaan teachers at school, or marriage registration,  was yet to be fulfilled. The main obstacles were caused by the inadequate data collection of the penghayat kepercayaan population. Another obstacle was that, although the acceptance of the rest of the community towards the penghayat kepercayaan communities was quite good, the penghayat kepercayaan communities were still concern about them. Past discrimination seems to be main factor. For this reason, responsive works of the Pekalongan District Government are urgently needed to validate the data of penghayat kepercayaan communities and facilitate the social interactions across different communities to nurture a harmonious life in the district

    POWER RELATIONS IN THE CONTEXT OF LITERACY IMPROVEMENT IN EAST JAVA, INDONESIA

    This study examines power relations in the context of literacy improvement in East Java Province. In addition to the persistent stagnation in TGM and IPLM scores, the Library and Archive Office (Dispusip) of East Java Province also faces unequal access to and varying quality of library services, which are crucial in improving literacy levels in East Java. These challenges are deeply intertwined with power relations, where leaders wield dominant influence over decision-making processes and policy implementation. This study employed a combination of descriptive and literature review methods, with data analysis conducted through a qualitative approach. It uncovered various factors and implications related to power relations within the Library and Archive Office (Dispusip) of East Java, particularly the hierarchical power structures and centralization. In this context, the Secretary of the Library Office (Sekdis) played a dominant role in shaping decision-making processes. The outcomes of centralized power encompassed power imbalances and internal conflicts within the Dispusip, including a noteworthy observation that numerous librarians launched programs without seeking approval from their leaders. Furthermore, the study highlights the librarians’ challenges in adapting to evolving demands, primarily stemming from limited human resource capabilities, which consequently lead to a decline in their performance. In response to these intricate challenges, this study underscores the importance of promoting open dialogues through participatory forums, implementing the principles of good governance, and empowering individuals by enhancing their skills and knowledge base
