Smooth traffic will bring smoothness in all efforts; otherwise, if traffic cannot create smoothness and regularity well, it causes many congestion and accidents which may influence to all social life. In writing this thesis, the author applies the method of literature review (library research) to examine secondary data and field research by doing research in the District Court Class I Medan and Medan Police. The factors affecting the increase of traffic accidents on the highways are caused by people’s lack of awareness and adherence to obey any traffic regulations. People always blame law enforcement officers (police) without realizing and filtering their own mistakes first. Indeed, to create the military and regularity in the traffic there must be a good cooperation between law enforcement officers and the people because without intertwining between the rights and obligations of law of the enforcement officers and the public, it is impossible to create tranquility, order and comfort in traffic. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Rekonstruksi Pemberian Bantuan Hukum Dalam Mewujudkan Akses Keadilan Bagi Masyarakat Kurang Mampu
Penelitian ini bertujuan menganalisis hakikat pelaksanaan bantuan hukum bagi
masyarakat kurang mampu dan hambatan-hambatan dalam pelaksanaan
pemberian bantuan hukum dalam mewujudkan akses keadilan bagi masyarakat
kurang mampu serta merekontruksi pemberian bantuan hukum bagi masyarakat
kurang mampu yang berbasis nilai keadilan yang bermartabat. Jenis penelitian ini
termasuk penelitian hukum empiris, dengan menggunakan metode pendekatan
perundang-undangan, historis, sistem hukum. Sumber data penelitian diperoleh
dari data primer dan sekunder. Data primer diperoleh langsung dari objek
penelitian dan data sekunder diperoleh dari hasil penelusuran bahan-bahan hukum
yang terdiri dari bahan hukum primer, sekunder dan tertier. Analisis data yang
digunakan adalah analisis deksriptif. Penelitian ini menemukan: 1) Hakikat
pelaksanaan bantuan hukum bagi masyarakat kurang mampu merupakan hak
konstitusional yang dijamin oleh konsitusi. Dalam penegakan hukum pidana,
bantuan hukum merupakan suatu syarat dalam menentukan proses hukum yang
adil dan tidak memihak (fair trial) dan pemenuhan prinsip (due process law) yang
terkandung di dalam KUHAP. 2) Hambatan-hambatan tersebut sangat dipengaruh
oleh subsistem dalam sistem bantuan hukum itu sendiri, yang meliputi substansi
hukum, struktur hukum dan budaya hukum. Secara substansial UU Bantuan
Hukum belum mampu mendorong suatu sistem bantuan hukum yang
komprehensif dan responsif. Secara struktural, Advokat yang memiliki kewajiban
untuk memberikan bantuan hukum belum terdorong dan memiliki gairah untuk
melaksanakan kewajibannya dalam memberikan bantuan hukum secara cuma-
cuma bagi masyarakat miskin. Pemberi bantuan hukum, belum dapat menjangkau
masyarakat miskin, khuussnya yang berada di pedesaan. Dilihat dari budaya
hukum, belum muncul kesadaran hukum dari seluruh elemen bangsa, bahwa
bantuan hukum merupakan suatu keniscayaan dalam memperoleh akses keadilan
dan mendapat keadilan dari hasil akhir dari suatu proses hukum. Rekontruksi
pemberian bantuan hukum bagi masyarakat kurang mampu yang berbasis nilai
keadilan yang bermartabat, perlu adanya upaya untuk menciptakan suatu konsep
bantuan hukum yang komprehensif dan responsif. Komperehensif dalam hal ini
adalah mendorong seluruh elemen untuk turut berpedan dalam pelaksanaan
pemberian bantuan hukum, dengan menyatukan konsep bantuan hukum yang
selama ini telah berjalan, yaitu konsep bantuan hukum individual, bantuan hukum
konstitusional dan bantuan hukum struktural. Responsif, adalah suatu konsep
yang tidak hanya terfokus pada pemberian bantuan hukum terhadap masyarakat
miskin saja, melainkan juga berupaya untuk mewujudkan kehidupan masyarakat
Indonesia yang adil dan makmur.

Upaya Hukum yang Dilakukan Korban Kejahatan Dikaji dari Perspektif Sistem Peradilan Pidana dalam Putusan Mahkamah Agung Republik Indonesia
The state, via the Institute for the Protection of Witnesses and Victims (LPSK), leads the way in addressing crime victim compensation as a means of fulfilling state obligations and securing the welfare of the populace. LPSK stands for the Witness and Victim Protection Agency, an organization mandated with safeguarding the rights and safety of witnesses and/or victims. In accordance with the Law Number 13 of 2006 concerning Witness and Victim Protection, LPSK guarantees equal legal certainty. Compensation is regulated in Law Number 13 of 2006 jo. Article 28D paragraph (1) of the 1945 Constitution emphasizes that "Everyone has the right to recognition, guarantees, protection, fair legal certainty, and equal treatment before the law." Law Number 31 of 2014, PERMA (Chief Regulation) Number 1 of 2022, Government Regulation (PP) Number 8 of 2014, and PP Number 7 of 2018 are designed to provide state protection for the rights of crime victims in the UK. However, it\u27s important to note that compensation is only available in certain cases. Additionally, the form of non-monetary compensation guaranteed by state regulation doesn\u27t have a clear monetary value. Providing compensation to victims is a challenging task due to the lack of clarity concerning the form and scope of compensation. This will aid in ensuring that crime victims obtain certainty in their compensation rights. The state has a responsibility to revise or create regulations related to the implementation of non-monetary compensation to overcome the obstacles in resolving compensation issues. This is a study involving descriptive-analytical methods in normative legal research. The findings reveal a regulatory gap that exists in the explanation of non-monetary compensation in compensation payments. This gap creates complexity and uncertainty for the victims. The LPSK, an institution of the state, should establish a standard value as a benchmark to guarantee that victims receive proper compensation. However, compensation is not always in monetary form. The state, through LPSK, is obliged to provide compensation to protect victims\u27 rights. To ensure consistency in payment and guarantee the protection of crime victims\u27 rights beyond statutory classification, the government must adhere to assessments presented in various journals
